Abstract

Perkembangan motorik halus merupakan salah satu aspek penting dalam tumbuh kembang anak usia dini yang berkaitan dengan kemampuan mengontrol gerakan tangan dan jari-jari untuk melakukan tugas-tugas yang lebih rinci, seperti menulis, menggambar, atau meronce. Salah satu kegiatanyang dinilai efektif untuk melatih motorik halus anak yakni kegiatan montase, yaitu teknik seni yang melibatkan penyusunan berbagai potongan gambar atau material menjadi sebuah karya. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan tehnik pengumpulan data yakni observasi, wawancara dan dokumentasi. Data yang diperoleh kemudian dianalisis melalui tiga tahap, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi montase secara signifikan meningkatkan perkembangan motorik halus anak-anak di TK Pembina Rangkui. Setelah mengikuti kegiatan montase, anak-anak menunjukkan peningkatan dalam kemampuan memegang dan menggunakan alat seperti gunting dan lem, serta kemampuan menyusun dan menempelkan gambar secara lebih terkoordinasi. Peningkatan ini diindikasikan oleh skor perkembangan motorik halus yang lebih baik dibandingkan sebelum intervensi montase dilakukan

Abstract

This study was conducted to describe the Outing Class learning through fun cooking activities in developing and describing the creativity of 5-6 year old children at the Integrated Islamic Kindergarten Cahaya Toboali and Khoirunnisa Kindergarten in Central Bangka. The type of research used was descriptive qualitative research. This research is included in field research with a qualitative descriptive approach. Observation and interviews were used to collect data, with the data sources referred to as respondents. The data analysis technique used the main components of data reduction, data presentation, and conclusion drawing carried out simultaneously with the data collection process, in a cyclic form during the research process. The results showed that the outing class learning through fun cooking activities at the Integrated Islamic Kindergarten Cahaya Toboali and Khoirunnisa Kindergarten in Central Bangka showed significant benefits for 5-6 year old children. After participating in the Outing Class learning through fun cooking activities, 5-6 year old children at the Integrated Islamic Kindergarten Cahaya Toboali and Khoirunnisa Kindergarten in Central Bangka experienced significant development in their creativity.

Abstract

The implementation of Electronic-Based Government Systems (Sistem Pemerintahan Berbasis Elektronik/SPBE) represents a strategic instrument of public administration reform aimed at improving service quality, efficiency, and governance through digital transformation. However, empirical evidence across countries indicates that the effectiveness of digital government initiatives is frequently constrained by persistent competency gaps among public sector personnel. This study conducts a thematic literature review to systematically identify, classify, and synthesize scholarly findings on competency gaps affecting SPBE and digital government implementation within the field of public administration. Drawing on peer-reviewed international literature published over the last decade and indexed in Scopus, Web of Science, and DOAJ, the review applies a narrative–synthetic approach supported by thematic analysis. The findings reveal four dominant dimensions of competency gaps: technical–digital competencies, managerial and digital leadership competencies, cross-sectoral collaborative competencies, and adaptive learning competencies. These gaps are shaped by interacting individual, organizational, and systemic factors, including misaligned human resource management practices, fragmented bureaucratic structures, and limited capacity-building mechanisms. Using Competency-Based Human Resource Management (CBHRM) as the primary analytical lens, and reinforced by Digital Government Theory, Digital Era Governance, and Capacity Building Theory, this study demonstrates that competency gaps are structural rather than merely individual deficiencies. The article contributes theoretically by integrating human resource and digital governance perspectives into a unified analytical framework, and practically by offering policy-relevant insights for strengthening public sector capacity and enhancing the sustainability of SPBE implementation.

Abstract

This research aims to analyze the capacity building of government personnel in implementing the Electronic-Based Government System (SPBE) at the Department of Communication and Informatics of Gresik Regency, which plays a strategic role in digital governance. This study uses a qualitative approach focusing on capacity development strategies and constraints at individual and organizational levels. The findings show that capacity building is carried out through two main strategies: human resource development and organizational strengthening. In human resource development, the establishment and training of an internal assessor team serve as key instruments in supporting SPBE implementation. This team represents institutionalized capacity, enabling the organization to independently conduct monitoring, evaluation, and quality assurance processes in a sustainable manner. This approach reflects a long-term strategy to strengthen institutional independence and reduce reliance on external parties. In organizational strengthening, capacity building focuses on optimizing organizational structure, work systems, coordination mechanisms, and regulatory support, including standard operating procedures. However, several constraints were identified. At the individual level, there is an imbalance in technical competencies, especially in information technology skills. At the organizational level, the lack of optimal follow-up after training highlights the need for more integrated human resource planning. These findings indicate that capacity building in SPBE implementation requires a systemic, well-planned, and sustainable approach to achieve effective, adaptive, and responsive digital government governance in the public sector.
