Abstract

Banyaknya temuan masalah dalam penyelenggaraan pelayanan administrasi kependudukan mendorong pemerintah untuk menciptakan sebuah inovasi. Dalam hal ini, Kemendagri melalui Ditjen Kependudukan dan Pencatatan Sipil meluncurkan sebuah inovasi berupa Mesin Anjungan Dukcapil Mandiri (ADM). Masyarakat dapat mencetak sendiri dokumen kependudukan dengan waktu yang singkat menggunakan mesin ADM. Dinas Kependudukan dan Pencatatan Sipil Kabupaten Banyuwangi merupakan salah satu organisasi perangkat daerah yang menerapkan inovasi tersebut. Tujuan penelitian ini adalah untuk mengetahui dan mendeskripsikan efektivitas mesin ADM dalam meningkatkan pelayanan administrasi kependudukan di Mal Pelayanan Publik Kabupaten Banyuwangi serta faktor pendukung dan penghambat dalam pelaksanaannya. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian deskriptif. Pengumpulan data penelitian ini menggunakan teknik observasi, wawancara, dokumentasi dan triangulasi. Analisis penelitian ini menggunakan 5 indikator efektivitas meliputi Produksi, Efisiensi, Kepuasan, Adaptasi dan Perkembangan. Hasil penelitian ini menunjukkan bahwa pemanfaatan mesin ADM di Mal Pelayanan Publik Kabupaten Banyuwangi belum cukup efektif khususnya pada indikator produksi, adaptasi dan perkembangan. Sedangkan pada indikator efisiensi dan kepuasan dapat dikatakan sudah efektif.

Abstract

Dilaksanakannya penertiban Pedagang Kaki Lima merupakan salah satu kebijakan yang dibuat oleh Pemerintah Daerah Banyuwangi dengan bertujuan untuk menciptakan keteraturan dan ketertiban Pedagang Kaki Lima dalam berdagang supaya tidak berjualan di tempat-tempat yang terlarang misalnya dipinggir jalan atau trotoar. Oleh sebab itu kehadiran Satpol PP yang bertugas dalam menjalankan Peraturan Daerah untuk menertibkan Pedagang Kaki Lima sangat diperlukan. Tujuan: Untuk mengetahui dan mendeskripsikan tentang strategi Dinas Satuan Polisi Pamong Praja (Satpol PP) dalam menertibkan Pedagang Kaki Lima (PKL) di Pasar Banyuwangi. Metode: Metode yang digunakan dalam penelitian ini adalah metode kualitatif berdasarkan pemikiran Tachjan. Hasil penelitian ini menunjukkan bahwa pelaksana: Dinas Satpol PP dalam penertiban PKL sudah cukup baik, dimana hal tersebut terlihat bahwa dulu di Pasar Banyuwangi sangat tidak tertib dan tidak tertata, namun lambat laun upaya Satpol PP dalam menertibkan PKL cukup membaik karena mereka selalu mengadakan patroli secara rutin dan selalu mengawasi PKL yang masih melanggar. Pada aspek program: Program di sini adalah program-program yang diberikan kepada sasaran dalam rangka mewujudkan penertiban di Pasar Banyuwangi misalnya melakukan patroli rutin, mengadakan sosialisasi, dan memberikan surat teguran. Pada Aspek kelompok sasaran: Pedagang Kaki Lima sangat merespon baik kebijakan ini. Namun masih terdapat beberapa pedagang yang tidak mematuhi dan mengabaikannya begitu saja. Oleh sebab itu, Satpol PP perlu meningkatkan pengawasan terhadap PKL.

Abstract

Permasalahan ini menunjukkan perlunya perbaikan pada sistem dan prosedur aplikasi ELSIMIL untuk meningkatkan kepuasan pelanggan. Studi ini mengidentifikasi dampak Kualitas Pelayanan Terhadap Kepuasan Pelanggan Aplikasi ELSIMIL (Elektronik Siap Nikah dan Hamil) di Kantor Kecamatan Giri Kabupaten Banyuwangi, dengan 18 sampel. Data dianalisis dengan metode analisis kuantitatif termasuk uji validitas, reliabilitas, asumsi klasik, uji F dan T, serta Koefisien Determinasi. Analisis koefisien determinasi menunjukkan, bahwa dari lima dimensi hanya Kehandalan (X2) berpengaruh parsial signifikan pada Kepuasan Pelanggan (Y). Sementara Bukti langsung (X1), Daya tanggap (X3), Jaminan (X4), dan Empati (X5) tidak berpengaruh signifikan. Berdasarkan koefisien determinasi didapatkan nilai sebesar 70,8%. Kesimpulannya adalah terdapat variabel lain yang berkontribusi dalam kualitas pelayanan dan kepuasan pelanggan seperti komunikasi dan kompetensi sebesar 29,2%. Kata Kunci: Kualitas Pelayanan; Kepuasan Pelanggan; Elsimil.

Abstract

This study aims to analyze women's participation in the Kelurahan Development Planning Meeting (Musrenbangkel) in Karangrejo Village, Banyuwangi. Using a descriptive qualitative approach, this study identifies barriers that hinder women's involvement and identifies strategies that can be taken to increase their participation. The findings show that although women's presence in the Musrenbangkel forum is becoming more visible, their level of involvement is still low, at only around 30% of the total participants. The main inhibiting factors include social and cultural norms, limited access to information, and the double burden of being both a housewife and a worker. In addition, the dominance of men in the forum and the lack of a gender-friendly facilitation approach also contributed to the low active participation of women. Based on these results, this study recommends the need for concrete actions such as the provision of accessible information, training to increase women's capacity, and the application of more inclusive facilitation methods to create spaces that encourage women's involvement in the development process at the kelurahan level.

Abstract

Environmental issues, particularly waste management, have become major challenges in Banyuwangi Regency. Although Regional Regulation Number 6 of 2022 has been enacted and implemented through the Banyuwangi Hijau (BWH) Program, field practices show a lack of community participation, limited awareness of waste sorting, and delays in waste collection. This study aims to describe and analyze the implementation of the regional regulation using O’ Jones' theory, which includes three aspects: organization, interpretation, and application. This research employs a qualitative method with a descriptive approach. Data collection techniques include observation, in-depth interviews, and documentation with informants from the Environmental Agency and related community members. The results show that in terms of organization, the Environmental Agency has carried out its structure and duties relatively well, although there are still shortcomings in facilities and human resources. In terms of interpretation, socialization has been conducted but is not yet widespread, resulting in limited public understanding of the policy. In terms of application, implementation of the program remains suboptimal due to technical challenges and low public involvement. The study concludes that the implementation of Regional Regulation Number 6 of 2022 through the Banyuwangi Hijau Program has not been fully effective. Improved coordination among stakeholders, expanded public education, and enhanced operational systems are needed to achieve sustainable waste management.

Abstract

This study investigates the inhibiting factors in the implementation of the Village and Sub-District Profile System (Prodeskel) in Giri Subdistrict, Banyuwangi Regency. Using a descriptive qualitative approach, data were collected through interviews, observations, and document analysis. The analysis refers to the six dimensions of policy implementation barriers proposed by Warwick (1979), namely: magnitude of change, number of actors involved, number of decision points, alternative commitments or preferences, intrinsic complexity, and timing. Findings indicate that three of these dimensions significantly hinder the process. First, overlapping responsibilities especially in urban administrative units cause operators to deprioritize Prodeskel tasks (alternative commitments). Second, technical challenges such as slow system performance and login issues (intrinsic complexity) reduce efficiency and data accuracy. Third, a limited time frame particularly for sub-districts, which only receive about one month for data entry constrains the overall implementation (timing). On the other hand, the other three dimensions organizational change, actor involvement, and decision-making structures were not identified as barriers, as coordination across stakeholders was smooth and decisions were made in a direct, administrative manner. This study suggests the importance of optimizing time management, enhancing technical infrastructure, and distributing tasks more equitably to ensure accurate and consistent data reporting at the local government level.

Abstract

Collaboration on the Implementation of the BPNT Program in Handling Poverty in Karetan Village, Purwoharjo District, Banyuwangi Regency. This study aims to identify and describe the handling of poverty through the implementation of the BPNT program in Karetan Village. The importance of this research is because there is a phenomenon of the distribution of BPNT that is not well targeted in Karetan Village. This research uses a qualitative descriptive approach, which is carried out intensively, in-depth, in detail and comprehensively. The research sources used primary data and secondary data which were managed based on saturated data and analyzed based on the thoughts of Albrecht and Zemke. The results of this study are that the strategies carried out by the Karetan Village Government are less than optimal in dealing with poverty and the distribution of aid that is not well targeted; the need to be guided by the correctness of the data and the compliance of the Karetan Village Government with laws and regulations, service procedures related to facilities needed by the community; improving the quality of human resources for officers, because not all existing human resources have the qualifications and understanding related to the main tasks and procedures; less than the maximum service provided by the Karetan Village Government to the community. The implementation of the Karetan Village Government in reducing poverty needs to be evaluated from the aspect of strategy, system, and better human resources, so that it has an impact on the welfare of the Karetan Village community.

Abstract

The main issue in this research is the suboptimal role of the Village Consultative Body (BPD) in the administration of village governance in Kemiren Village.BPD members still do not fully understand their duties and functions, resulting in ineffective oversight and the channeling of community aspirations.This research aims to analyze the role of the BPD in village governance and identify the factors that influence its performance.The focus of this research is to provide a clear picture of the challenges faced by the BPD in carrying out its functions.The research methodology used is a qualitative descriptive approach.Data were obtained through observation, interviews, and documentation to provide an in-depth understanding of the situation in the field.The data analysis process is carried out through reduction, presentation, and conclusion drawing.This research is located in Kemiren Village, Glagah District, Banyuwangi Regency.The purposive sampling technique was used to determine informants relevant to this research.The research results indicate that the BPD has not yet functioned optimally in accommodating and channeling the aspirations of the community.Many aspirations have not yet been realized, and communication between the BPD and the community is still lacking.The supervisory function carried out by the BPD is also not yet optimal, as most of it is still performed by the BPD chairman himself.This indicates the need for capacity building among BPD members so that they can perform their duties better.The conclusion of this study emphasizes the importance of better training and understanding for BPD members.The village government needs to provide support in the form of capacity development so that the BPD can function effectively.

Abstract

OVOD Model (One Village One Destination) is an approach to developing village potential to produce tourism products that are able to compete in the international market, while still having the unique characteristics of the area. The resulting product is a product that utilizes local resources, both natural resources and human resources. The research questions are divided into three namely; (1) How to improve the quality of sustainable resource management in Bukit Taman Langit Village, Banjar Village, Banyuwangi Regency? (2) How to increase the availability of goods and services by maximizing the available resources in a sustainable manner?, and (3) How to improve people's quality of life?. A qualitative method with an ethnographic approach is used in this study. Ethnography refers to the specificity of writing and reporting based on intensive field research. Data were collected through literature study, observation and in-depth interviews with resource persons. The three basic principles of the OVOD movement are: First, market area, namely the development of a tourist village approach to improve, develop and market tourism products that can be a source of pride for the local community, especially those that can be marketed domestically and abroad. Second, independence and creativity so that people are able to rise and be creative to produce products that have power selling. Third, the development of the quality of local human resources and their synergy with local governments, the private sector and other productive communities... The results of this study indicate that the implementation of the OVOD model is carried out by mapping the potential of natural and environmental resources, developing the potential and capabilities of human resources at the village level as dynamics of the village economy, as well as empowering local communities in managing the potential of their villages to increase added value. The main problem is the low progress of the village which is considered a tourist village. From several villages in Banyuwangi, there are still villages that are poor and have not been eradicated by poverty alleviation programs. Given the importance of productivity development in the context of economic development and growth, the problem of this research is formulated to what extent the OVOD model is able to become the basis for developing tourism economic productivity which is specifically described: (1) based on the characteristics of the OVOD model, with three main variables, namely physical, social and economics, (2) determine the success indicators of the OVOD model, and (3) formulate a strategy for using the OVOD model.
