Abstract

This study discusses the Implementation of Health Insurance Administration Agency Policies at the Durai District Health Center, Karimun Regency. This research refers to the policy implementation model of the Van Metter and Van Horn models, with variables of policy size and objectives, resources, characteristics of implementing agents, attitudes/dispositions of implementers, inter-organizational communication and implementing activities. The data collection techniques are carried out by observation, interviews, and documentation. The data obtained was then analyzed using steps including data collection, data reduction, data presentation, and drawing conclusions. The results showed that the implementation of the Health Social Security Administering Body Program Policy at the Durai District Health Center, Karimun Regency was not optimal and there were still deficiencies that still needed to be corrected. The arrangement of human resources should run optimally so that the program can continue running, there are still gaps in the use of infrastructure in obtaining free health services, and there are still poor people who have not yet received a BPJS card. The Durai Health Center as the executor of the BPJS program is expected to further intensify socialization regarding free h8ealth services, for example by conducting counseling and placing banners so that information about the BPJS program can reach remote villages.

Abstract

This research on the implementation of the rural Coastal Tourism Development policy aims to analyze the factors that affect the managerial ability of the Busung Village Government apparatus, Seri Kuala Lobam District, Bintan Regency to implement the coastal village development policy with a tourist character, also distinguishing the administrative performance overview of the Busung local rural Government, Seri Kuala Lobam District on Bintan Regency to realize the implementation of rural coastal tourism development policies. The research intends to empower data and information needed during research, namely data sourced directly from the research location through theĀ  in-depth interviews practice that will be continuously empowered to develop a comprehent discussion of research in a qualitative approach in the descriptive form explanations of the phenomena that occur. The research findings confirm that the implementation of the rural government process is still not optimally colored by the involvement of community subjects as the main actors who participate in efforts to rural development at the research site.

Abstract

Digital transformation has brought about major changes in leadership patterns, especially in the public sector. In this context, digital leadership is key for leaders to drive innovation and adaptation to technological developments. However, the success of digital leadership is also inseparable from democratic leadership values that emphasize participation, openness, and collaboration. The synergy between these two values is an important foundation for building an effective and humanistic leadership style in the digital age. This study aims to analyze the role of Dedi Mulyadi's digital leadership in developing digital talent through the 2025 Jabar Istimewa Digital Academy (JIDA) program in West Java. The approach used is qualitative with a literature study method, sourced from 14 scientific journals and three official news reports. The results of the study show that Dedi Mulyadi applies a visionary, adaptive, and collaborative digital leadership style. Democratic values are also evident through a participatory approach that involves the community, educational institutions, and the industrial sector in the implementation of the JIDA 2025 program. This program has proven to strengthen digital literacy, expand access to technology training, and improve the readiness of West Java's human resources in facing the challenges of the digital economy. Thus, digital leadership combined with democratic principles plays an important role in realizing inclusive, competitive, and sustainable human resource development in the era of digital transformation.
