Abstract

This research is a qualitative study. Data were obtained through field observations, literature studies, and interviews. Regional autonomy is a golden bridge for accelerating development in Indonesia, especially in peripheral areas. This development includes various aspects in accordance with the spirit of the Unitary State of the Republic of Indonesia. Belu Regency, as one of the border areas, has experienced positive changes in the implementation of regional autonomy, especially in the fields of tourism and cultural infrastructure.

Abstract

Bumdes Lentara Kabuna adalah salah satu Bumdes di Kecamatan Kakuluk Mesak Kabupaten Belu yang berhasil dalam mengelola unit usahanya secara baik dan telah meningkatkan pendapatan desa. Pemerintah Desa Kabuna terus mendukung Bumdes dalam segala hal salah satunya melalui pelatihan peningkatan kapasitas pengurus Bumdes yang diselenggarakan oleh Kementrian Desa bekerja sama dengan Dinas Social Kabupaten Belu. Pelatihan yang dilakukan sebagai bentuk upaya memperbaiki menajemen keuangan Bumdes agar segala bentuk transaksi keuangan Bumdes dapat dipertanggungjawabkan secara administrasi maupun secara hukum. Permasalahan yang dihadapi Bumdes Lentera adalah adanya perubahan pelaporan keuangan Bumdes setiap tahun sehingga perlu sekali dilakukan pelatihan manajemen keungan bagi para pengurus sehingga para pengurus dapat menyesuaikan dengan perubahan yang terus terjadi. Pelatihan itu penting sekali dilakukan karena melalui pelatihan itu sumber daya manusia para pengurus dapat ditingkatkan dan kemahiran mengelola keuangan bumdes dapat terus diupdate sesuai nomenklatur di Kementerian Desa. Metode yang digunakan dalam pelatihan itu adalah talk show, Fucus Group Discussion (FGD) dan Presentasi. Tujuan sekaligus harapan dari pelatihan ini agar peserta mampu melakukan penyusunan administrasi keuangan secara baik dan benar sesuai regulasi secara lebih maksimal.

Abstract

The Investment and One-Stop Integrated Service Office of Belu Regency provides public services for residents in Belu Regency to meet their needs in accordance with laws and regulations. In the implementation of services, various obstacles are still encountered, one of which is the low and minimal human resources, both in quality and quantity. The purpose of this study is to describe and analyze the implementation of policies at the DPMPST of Belu Regency. This study uses the Policy Implementation Model proposed by George Edwards III. Policy implementation is examined from four factors, namely: communication, resources, disposition, and bureaucratic structure. The study uses qualitative methods, with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the implementation of the Public Service Mall in Belu Regency has been running in accordance with the provisions of laws and regulations, then to measure the performance of the organizers, a Public Satisfaction Survey was conducted for the period January to June 2025, the quality of service showed very good results with a KIM value of 99.28.
