Abstract

Kegiatan ini berfokus pada aksi stimulasi Stimulasi Wujudkan Desa Mandiri Di Desa Umalor Kecamatan Malaka Barat Kabupaten Malaka. Urgensi dari kegiatan ini adalah bagi akademisi (Dosen dan mahasiswa) yang terlibat dalam kegiatan ini sebagai media penyalur dan pengembangan ilmu pemerintahan dan ilmu administrasi dan bagi pemerintah desa Umalor dan masyarakat desa kegiatan ini sebagai stimulasi dalam mewujudkan desa Mandiri yang sedang diupayakan bersama. Kegiatan ini menggunakan dua metode yaitu perencanaan dan pelaksanaan dan dilaksanakan selam dua bulan. Dalam proses perencanaan dilakukannya penyusunan project yang berfokus pada 3 dimensi yaitu dimensi sosial, ekonomi dan ekologi dikarenakan sebagai tolak ukur dari desa mandiri. Projec yang telah dirancang berjalan dengan baik dan mencapai tujuan bersama dari kegiatan ini.

Abstract

Villages are integral to national development and serve as a cornerstone for broader regional advancement. This study introduces an innovative village development planning model designed specifically for border areas, emphasizing the alignment of national policies with the needs of local communities. Using a qualitative descriptive approach, the research examines the distinctive challenges and opportunities faced by villages in border regions, with a particular focus on Napan Village, situated along the border between the Republic of Indonesia and the Democratic Republic of Timor-Leste. Data were collected through observation, semi-structured interviews, and document analysis and subsequently processed using a systematic framework of data reduction, presentation, and conclusion drawing. The proposed model highlights the importance of participatory planning and structured implementation to address community aspirations while ensuring alignment with national priorities. By offering a replicable framework for addressing the complexities of border areas, this study contributes to the discourse on governance and sustainable development, enhancing the capacity of border villages for inclusive and long-term growth.

Abstract

The Investment and One-Stop Integrated Service Office of Belu Regency provides public services for residents in Belu Regency to meet their needs in accordance with laws and regulations. In the implementation of services, various obstacles are still encountered, one of which is the low and minimal human resources, both in quality and quantity. The purpose of this study is to describe and analyze the implementation of policies at the DPMPST of Belu Regency. This study uses the Policy Implementation Model proposed by George Edwards III. Policy implementation is examined from four factors, namely: communication, resources, disposition, and bureaucratic structure. The study uses qualitative methods, with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the implementation of the Public Service Mall in Belu Regency has been running in accordance with the provisions of laws and regulations, then to measure the performance of the organizers, a Public Satisfaction Survey was conducted for the period January to June 2025, the quality of service showed very good results with a KIM value of 99.28.
