Abstract

Medan city is one of the largest cities in Indonesia. The increasing need for infrastructure amidst the increasing population in the city of Medan is a challenge that must be resolved. This research was conducted to evaluate the effectiveness of the Medan City Revenue and Expenditure Budget considering that the budget allocation for improving infrastructure that has been carried out by the Medan City Government is the government's priority. The research method used in this research is a descriptive analysis method with a qualitative approach. The results of the research found that effectiveness in managing the APBD is still less effective. In this case, the effectiveness of budget management still needs to be improved so that fund allocation can be optimized and create more inclusive and sustainable development.

Abstract

Abstract

This article aims to analyze the role of the government in providing public goods as a form of service to the community. The government has a crucial role in the provision of public goods, which includes the functions of allocation, distribution, and stabilization. In this context, public goods are defined as goods that can be enjoyed by everyone without reducing their availability to others (non-rivalrous and non-excludable). In accordance with the purpose of this study, which is to find out the role of the government in the availability of public goods. The type of data used in this study is secondary data, secondary data according to Sugiyono (2016:225) is a source of data that does not directly provide data to data collectors, for example through other people or through documents. And those that become secondary sources of data are books, articles, journals related to research.

Abstract

Tujuan penelitian ini adalah untuk mengetahui peran Pancasila dalam diskriminasi terhadap mahasiswa Universitas Negeri Medan.Sebagai ideologi nasional, Pancasila menganut nilai-nilai yang berkaitan dengan terbentuknya persatuan antar keberagaman suku, agama, dan gender serta pencegahan diskriminasi.Meskipun berbagai upaya telah dilakukan untuk menyebarkan nilai-nilai Pancasila, namun masih terdapat tantangan dalam implementasinya ke dalam kehidupan siswa sehari-hari.Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data kuesioner terbuka dan wawancara mendalam.Respondennya berjumlah 30 mahasiswa dari berbagai latar belakang.Data dianalisis menggunakan analisis tematik untuk memahami persepsi siswa terhadap Pancasila dan pengalaman terkait diskriminasi.Penelitian menunjukkan bahwa meskipun mayoritas mahasiswa memiliki pemahaman yang baik tentang Pancasila, namun penerapan nilai-nilainya dalam mengatasi diskriminasi di kampus masih kurang optimal.Sebagian besar responden percaya bahwa Pancasila dapat berperan dalam mengurangi diskriminasi, namun penerapannya seringkali hanya bersifat seremonial.Studi ini merekomendasikan peningkatan pengajaran dan kebijakan yang lebih ketat di universitas untuk menciptakan lingkungan yang lebih inklusif dan non-diskriminatif.
