Abstract

Penelitian ini mengkaji perbandingan administrasi publik antara Inggris dan Australia melalui metode kualitatif dengan studi pustaka, yang melibatkan tinjauan mendalam terhadap berbagai referensi dari jurnal, buku dan artikel. Tujuan penelitian ini adalah mengidentifikasi perbedaan sistem administrasi publik kedua negara, dengan fokus pada bentuk negara, pemerintahan, sistem politik, serta konteks sejarah dan budaya yang membentuk keduanya. Hasil penelitian menunjukkan bahwa meskipun Inggris dan Australia memiliki kesamaan dalam struktur dasar sistem pemerintahan, terdapat perbedaan signifikan dalam penerapan dan pengelolaan administrasi publik di kedua negara tersebut. Di Inggris, sistem pemerintahan cenderung lebih terikat pada tradisi dan aturan-aturan yang mapan, yang dipengaruhi oleh warisan monarki dan sejarah panjang sistem parlementer. Sebaliknya, Australia menunjukkan fleksibilitas yang lebih tinggi dan lebih terbuka terhadap perubahan dan inovasi, dengan komitmen yang kuat terhadap prinsip-prinsip demokrasi liberal. Peran masyarakat sipil dan partisipasi publik juga lebih terstruktur dan diakomodasi dalam sistem pemerintahan Australia, sementara Inggris lebih mengandalkan proses informal dalam administrasi publiknya. Perbedaan ini mencerminkan pengaruh latar belakang sejarah, budaya, dan politik masing-masing negara dalam membentuk karakteristik administrasi publik mereka. Hasil ini memberikan wawasan penting tentang bagaimana konteks nasional dapat mempengaruhi dinamika pemerintahan dan administrasi publik di negara-negara tersebut.

Abstract

This study aims to analyze the implementation of e-government in research funding services through the eRISPRO platform developed by Lembaga Pengelola Dana Pendidikan (LPDP), especially by assessing aspects of efficiency, transparency, accountability, accessibility, and inclusiveness in managing research grants. This system is designed as an integrated digital service to manage the grant process, from proposal submission to selection, disbursement, and reporting. The study uses a qualitative descriptive approach, gathering data by directly observing the eRISPRO system and conducting semi-structured interviews with LPDP staff involved in managing the program. The results of the study show that eRISPRO has increased the efficiency of grant administration through process digitization, such as the use of e-Stamps, automatic notifications, and online reporting. In terms of transparency and accountability, this system provides access to reviewer assessment records, activity-based RAB verification, and an achievement dashboard that supports information transparency. However, challenges are still found in the aspects of accessibility and inclusiveness, especially related to the digital literacy gap and the dominance of merit-based approaches that have not fully reached institutions in non-leading areas. This study contributes to the literature on e-government by highlighting digital public service platforms in a research sector that has not been widely studied before and providing recommendations for improvements so that the implementation of such digital services can be more equitable and sustainable. Abstract

This research aims to analyze stunting prevention policies in Bogor City using the theoretical framework of George Edward III's policy implementation model. The method employed was a literature review with a qualitative approach, referring to secondary data from journals, policy documents, and other literature sources. The findings showed that stunting prevention policies in Bogor City have been implemented through several programs, such as Penting Lur, SALSA, Taleus, and the Program Keluarga Harapan (PKH), with varying levels of effectiveness. Communication factors, resources, disposition, and bureaucratic structure play an important role in determining the success of policy implementation. However, challenges such as cross-sectoral coordination, limited resources in certain areas, and low public awareness of nutrition remain obstacles that must be addressed. The findings are expected to serve as a reference for policymakers in improving the effectiveness of stunting prevention programs locally, particularly in Bogor City.
