Abstract

The primary objective of this investigation is to conduct a comparative analysis between the target formulation and outcomes of the Education Fund Management Institute (LPDP) scholarship program and the targeting outcomes of program model. The research paradigm employed is post-positivism, utilizing qualitative methods to explore program development and assess its effectiveness. Two key conclusions emerge from this study: i) the prescribed structure of the LPDP scholarship program is considered insufficient, marked by a focus on outcomes and activities and ii) the LPDP scholarship program's performance has fallen short of anticipated standards, primarily attributable to a significant disparity between scholarship recipients and program graduates. In light of these findings, five recommendations are proposed for future enhancements to the LPDP scholarship program: i) undertake a comprehensive study to develop a vision for addressing the human resource needs in Indonesia, taking into account regional variations, industries, professions, and scientific disciplines; ii) incorporate scholarship initiatives targeting the foundational stratum; iii) foster collaboration with ministries and institutions engaged in comparable program management and industry sectors; iv) adjust the standard of living and payment mechanisms accordingly; and v) implement stringent consequences within the LPDP framework for scholarship recipients who fail to graduate within the stipulated timeframe.

Abstract

A deep understanding of the close relationship between the Endowment Fund Policy in Education and the Grand Design Policy of National Talent Management in Indonesia is analyzed in this article through the perspective of policy coherence. By applying the nexus approach, this study aims to understand how these two interconnected policies can synergize optimally to advance human resource (HR) development at the national level. Qualitative analysis of policy documents and related literature indicates the potential for significant relationships, where endowments can act as a stable long-term funding source for various talent development initiatives. However, to achieve maximum synergy, effective coordination and integration between various stakeholders and institutions are absolute prerequisites. This article will also highlight the various opportunities and challenges faced in efforts to realize policy coherence in order to achieve sustainable and globally competitive HR development.

Abstract

Vision Indonesia Gold 2045 depicts Indonesia as an advanced country based on knowledge and innovation, rooted in the culture of the Archipelago. Higher education institutions play a vital role in creating and disseminating knowledge through research, as well as building superior human resources. The Educational Fund Management Institution (LPDP), as a Public Service Agency (BLU), manages the Endowment Fund in the field of education. In its disbursement to beneficiaries, tax imposition occurs in the form of VAT collection and income tax deductions. This has led to differing views between LPDP and the Directorate General of Taxes (DJP): DJP considers the tax imposition appropriate, while LPDP asserts that it should not be imposed. This research aims to understand the application of taxation on those funds and analyze their treatment. The method used is a qualitative approach through literature studies and interviews, with data analysis using NVivo software to develop coding and mind maps. The research results show that VAT is imposed on research services and income tax on the additional economic capacity of beneficiaries. A grey area has also been found in the applicable tax provisions. It is recommended that LPDP propose specific regulations regarding the taxation of the Endowment Fund in the field of education to the Fiscal Policy Agency (BKF) and DJP.

Abstract

Penelitian ini bertujuan untuk menganalisis dampak sosial dan ekonomi dari pendanaan riset obat herbal pelangsing berbasis asam gelugur dengan menggunakan pendekatan Social Return on Investment (SROI). Studi kasus dilakukan terhadap proyek riset "Prolislim", hasil kolaborasi IPB dan PT Indofarma yang didanai oleh LPDP. Metode penelitian menggunakan studi literatur dan workshop dengan pendekatan deskriptif kualitatif serta perhitungan rasio SROI berdasarkan data sekunder. Hasil penelitian menunjukkan bahwa proyek menghasilkan rasio SROI sebesar 1,31:1, yang berarti setiap Rp1 investasi menghasilkan Rp1,31 manfaat sosial dan ekonomi. Manfaat utama yang diidentifikasi mencakup peningkatan pendapatan petani, akses masyarakat terhadap produk herbal aman dan terjangkau, serta penguatan industri farmasi lokal berbasis sumber daya alam. Temuan ini menunjukkan bahwa pendanaan riset berbasis SROI dapat menjadi strategi efektif untuk mendukung inovasi, kemandirian industri, dan pembangunan berkelanjutan.

Abstract

This study aims to analyze the implementation of e-government in research funding services through the eRISPRO platform developed by Lembaga Pengelola Dana Pendidikan (LPDP), especially by assessing aspects of efficiency, transparency, accountability, accessibility, and inclusiveness in managing research grants. This system is designed as an integrated digital service to manage the grant process, from proposal submission to selection, disbursement, and reporting. The study uses a qualitative descriptive approach, gathering data by directly observing the eRISPRO system and conducting semi-structured interviews with LPDP staff involved in managing the program. The results of the study show that eRISPRO has increased the efficiency of grant administration through process digitization, such as the use of e-Stamps, automatic notifications, and online reporting. In terms of transparency and accountability, this system provides access to reviewer assessment records, activity-based RAB verification, and an achievement dashboard that supports information transparency. However, challenges are still found in the aspects of accessibility and inclusiveness, especially related to the digital literacy gap and the dominance of merit-based approaches that have not fully reached institutions in non-leading areas. This study contributes to the literature on e-government by highlighting digital public service platforms in a research sector that has not been widely studied before and providing recommendations for improvements so that the implementation of such digital services can be more equitable and sustainable.
