Abstract

This research explores the role of local wisdom and the challenges posed by the COVID-19 pandemic in stunting prevention within the Arjowinangun community, Malang. Using a descriptive qualitative method, data were collected through interviews with parents of stunted children and healthcare workers, as well as through document analysis. The findings reveal that a lack of parental awareness and knowledge about stunting, compounded by the disruption of healthcare services during the pandemic, contributed to the persistent prevalence of stunting in the community. The pandemic further exacerbated the problem by causing interruptions in vital public health campaigns and community support systems. Misinformation surrounding COVID-19, fear of visiting healthcare facilities, and traditional practices not aligned with modern nutritional guidelines also hindered effective stunting prevention. This study underscores the need for enhanced education and culturally sensitive interventions that integrate local beliefs with evidence-based health strategies. By adopting a multifaceted approach that combines local knowledge, community engagement, and modern healthcare, efforts to combat stunting can be more effective, even in times of crisis.

Abstract

This study examines the implementation of a free education policy in Malang City, Indonesia, and its implications for equity in access and outcomes. Although the policy guarantees uniform financial assistance for all students in public elementary and junior high schools, its execution reveals substantial gaps between the promise of equality and the lived experiences of students, particularly those from disadvantaged backgrounds. Based on qualitative data gathered through interviews, document analysis, and field observations, the study identifies three major challenges. First, the interpretation of “free education” varies across schools, leading to inconsistencies in application and confusion among beneficiaries. Second, limitations in bureaucratic coordination, technical capacity, and communication contribute to inefficiencies in fund distribution and reporting. Third, the flat-rate subsidy fails to account for indirect costs borne disproportionately by low-income families, such as transportation, uniforms, and extracurricular participation. The findings suggest that the policy’s universal design, while administratively efficient and politically popular, does not ensure equitable outcomes. Without mechanisms for targeting or flexibility, students most in need may continue to face barriers to full participation in schooling. To address these issues, the study recommends context-sensitive reforms that combine universal access with additional support for vulnerable groups. It also calls for stronger institutional feedback loops and school-level autonomy in addressing local needs. In conclusion, achieving meaningful educational access requires a shift in perspective—from providing the same for all, to ensuring success for those who need more.

Abstract

The rise of fraud cases among Indonesian startups has triggered a trust crisis within the funding ecosystem, affecting both investors and entrepreneurs. In this context, some founders opt for bootstrapping not merely due to resource constraints, but as a deliberate response to external pressures and a desire to maintain integrity and business direction. This study employs a descriptive qualitative approach through in-depth interviews with three digital startup founders in Malang City who are currently practicing or have previously practiced bootstrapping strategies. The findings reveal that the decision to reject external funding is influenced by psychological pressure, the need to preserve autonomy, and behavioral biases such as overconfidence and illusion of control. Furthermore, concerns about excessive intervention and reputational risks due to associations with fraudulent practices also reinforce the choice to bootstrap. These findings indicate that financial decisions within startups cannot be separated from the psychological and social contexts surrounding them. Therefore, a more empathetic funding approach that aligns with the personal values of founders is necessary to restore trust and support the holistic sustainability of startups.

Abstract

This community service initiative aims to cultivate reflective financial behavior among student startup founders who rely on bootstrapping as their primary funding strategy. Conducted over four months, the program engaged a student-led startup operating in both private tutoring and catfish farming sectors. The initiative addressed common behavioral finance biases—such as overconfidence, sunk cost fallacy, and status quo bias—through contextualized education, reflective journaling, decision-mapping, and low-cost tools like pre-mortem analysis and behavioral checklists. The results revealed tangible improvements in financial self-awareness, decision quality, and emotional regulation. Participants began implementing structured pause points before making financial commitments, differentiated financial logic between service-based and production-based businesses, and revised pricing strategies based on both operational realities and psychological insight. The program also fostered a psychologically safe environment for discussing financial anxiety and learning from failure. This intervention demonstrates that reflective financial education can serve as an impactful and scalable early-stage support model for young entrepreneurs. Its low-barrier, behaviorally-informed approach can be replicated across educational institutions and community-based startup ecosystems, particularly those lacking formal financial mentorship structures. The outcomes suggest that empowering founders to understand their financial behavior is just as crucial as teaching them to manage financial tools.

Abstract

Effective regional infrastructure planning requires not only technical soundness but also financial accountability to ensure long-term sustainability and equitable resource allocation. This article refines the application of financial feasibility analysis as a decision-making tool, focusing on four key indicators NPV, BCR, IRR, and PP—and situates them within a regional development framework. The Bango Water Supply System Development Project (2023–2047) in Malang City is employed as a study case to illustrate how financial feasibility outcomes can inform policy choices. Results indicate that the project demonstrates positive financial performance across all indicators, confirming its viability under baseline assumptions. Beyond numerical validation, the study emphasizes the strategic role of financial feasibility analysis in prioritizing projects, attracting public private investment, and aligning infrastructure initiatives with SDG targets for water access and sustainable cities. This contribution provides actionable insights for policymakers seeking to balance fiscal discipline with inclusive growth objectives.

Abstract

This research examines the fiscal performance and financial independence of the Malang City Government from 2020 to 2024 through a qualitative descriptive analysis designed to reveal fiscal management dynamics under decentralization policy. The study uses official financial documents, statistical data, and policy analyses to evaluate fiscal effectiveness, efficiency, and flexibility within local governance. Findings reveal a positive trajectory of fiscal performance, with Regional Original Income (PAD) growing by 8.1% annually, although dependence on central transfers remains high at 62% of total revenue in 2024. The fiscal independence ratio rose from 29.3% in 2021 to 33.8% in 2024, supported by tax digitalization and service-based levy reforms. Malang City maintained an unqualified audit opinion (WTP) for fourteen consecutive years, reflecting transparent governance. The study concludes that sustainable fiscal capacity can be enhanced through diversified revenue generation rooted in digital and creative economies, improved fiscal oversight, and inter-regional collaboration. These insights contribute to understanding fiscal decentralization at the urban level.
