Abstract

As technology develops, geospatial information has been used for policy-making and decision-making. One of the geospatial technologies used is the Geographic Information System, which has been widely built and utilized by related agencies up to the village or district level. This article explains the strategy and parties involved in developing geospatial data and information integration in Margoluwih District and the benefits for these parties. The research method uses descriptive-qualitative data collection through interviews, observation, and documentation. The results of this paper show that geospatial data and information created by various parties can be integrated into an information system. The parties involved in providing data and receiving benefits from the development information system are the National Land Academy, Margoluwih District Government, Land Office of Sleman Regency, Land and Spatial Planning Office of Sleman Regency, Regional Financial and Asset Agency of Sleman Regency, UPTD Agriculture, Food, and Fisheries Extension Center Region III, Margoluwih Village Community Institution, and the Margoluwih Village Community. This indicates that the integration carried out provides benefits for multiple parties. The Margoluwih District Government, as data regent or information system manager, is expected to always maintain and update information independently and sustainably.

Abstract

This study examines the differences in land registration systems in Indonesia and Sweden in terms of governance and legal systems, institutions, procedures, and information systems (technology). Sweden is known to have an efficient and integrated land registration system. This study also aims to provide recommendations for the development of a land registration system in Indonesia to improve land administration services. A qualitative approach with literature studies and comparative analysis was used in this study. The results of the study show that Sweden and Indonesia implement civil law and a rights registration system. The publication system in Indonesia uses a negative system with a positive tendency, while Sweden is included in the German/Swiss Group. Land registration is carried out electronically through the Lantmäteriet page or by post with a period of 3 (three) months after acquisition. Sweden is more advanced in terms of digitalisation and blockchain development, while Indonesia still faces challenges in transparency and efficiency. This study recommends strengthening digital infrastructure and regulations, as well as implementing modern technology to improve the land registration system in Indonesia.

Abstract

The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency via its Instagram account @kementerian.atrbpn uses social media to share land information and build its image. The information posted gave rise to various comments by netizens. This research aims to find out netizens' comments on posts in 2023 and the admin's response to these comments as well as finding out their efforts to improve their image in 2024. Qualitative analysis methods using media content are used in this research. A list of netizen comments and admin responses was collected through data collection, observation, and documentation studies. Netizens' comments dominate in the form of complaints and questions about land services and land mafia problems. The response often given by admins is to accept or thank them, tag the relevant work unit's Instagram account, and respond substantively. These comments are a form of community participation in the programs being held. Efforts to improve image are carried out through human resource development and collaboration, socialization of communication strategy and complaint management programs, and creation of land mafia and making contemporary posts.

Abstract

As the population grows and develops, agricultural land conversion becomes an inevitable activity. In the Special Region of Yogyakarta, Sleman Regency has the most agricultural land conversion problems. A comprehensive strategy with community involvement is needed to resolve this problem. Reporting is one way for community involvement in controlling agricultural land conversion. The aim of this study is to develop a community-supported information system and reporting instrument for monitoring agricultural land conversion. Using a participatory qualitative approach, the research method adapts the waterfall method to prepare a reporting application system. Spatial analysis was carried out to understand the characteristics of land use changes at the research location. The results of the research are a reporting application and a reporting dashboard in the form of a webGIS that provides initial information as input for the regional government in implementing monitoring, evaluating, and controlling space utilization. A web-based reporting application allows the community to report agricultural land conversions suspected of violating spatial planning. The community can also find out the direction of spatial planning in their area from the spatial planning map, which is the application's base map The reporting dashboard is a webGIS interface designed to be operated by authorized agencies and contains the results of public reporting. Access is limited and may not be released until the validation procedure is complete.   Seiring bertambahnya dan berkembangnya jumlah penduduk, alih fungsi lahan pertanian merupakan suatu kegiatan yang tidak bisa dihindari. Di Daerah Istimewa Yogyakarta, Kabupaten Sleman mempunyai permasalahan konversi lahan pertanian yang paling banyak. Dibutuhkan strategi menyeluruh dengan keterlibatan masyarakat untuk menyelesaikan masalah ini. Salah satu bentuk keterlibatan masyarakat dalam mengendalikan alih fungsi lahan pertanian adalah dalam bentuk pelaporan. Tujuan studi ini adalah untuk mengembangkan sistem informasi dan instrumen pelaporan yang didukung masyarakat untuk pemantauan konversi lahan pertanian. Metode penelitian mengadaptasi metode waterfall dalam rangka penyusunan sistem aplikasi pelaporan dengan menggunakan pendekatan kualitatif partisipatif. Analisis spasial dilakukan untuk memahami karakteristik perubahan penggunaan tanah di lokasi penelitian. Hasil dari penelitian adalah aplikasi pelaporan dan dashboard pelaporan berbentuk webGIS yang memberikan informasi awal sebagai masukan bagi Pemerintah Daerah dalam pelaksanaan pemantauan serta evaluasi pemanfaatan ruang dan pengendalian pemanfaatan ruang. Masyarakat dapat melaporkan konversi lahan pertanian yang diduga melanggar tata ruang melalui aplikasi pelaporan berbasis web. Masyarakat juga dapat mengetahui arah penataan ruang di wilayahnya dari peta rencana tata ruang yang menjadi peta dasar aplikasi. Dashboard pelaporan merupakan webGIS yang dirancang untuk dapat operasikan oleh instansi yang berwenang, dan memuat hasil dari pelaporan masyarakat yang aksesnya dibatasi dan tidak boleh dirilis hingga prosedur validasi selesai.

Abstract

The Geospatial Information Agency developed the PetaKita Application to accelerate the implementation of participatory geospatial information. In line with this, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency has spatial data and information in the Computerized Land Office Application. The purpose of this study is to explain the use of spatial data in the Computerized Land Office Application to assist in accelerating and improving geospatial information in the PetaKita Application. The research was conducted using a descriptive qualitative method to analyze the utilization of KKP spatial data in planning a geospatial information survey. Identification of the characteristics of the attributes of the land parcels in the KKP Application can provide an overview of spatial information on locations carried out by participatory mapping through the PetaKita Application. The results of this study are that KKP spatial data can assist in filling in geospatial information data before conducting field surveys through the characteristics of each available field. Communities can play an active role through participatory mapping activities in the PetaKita Application. Land parcel base information can be downloaded through the Bhumi ATR/BPN portal as a base map for providing geospatial information in the PetaKita Application. This shows that the use of spatial data from the KKP Application can also be used externally outside the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency. Keywords: PetaKita Application, Spatial Data, Computerized Land Office Application, Participatory Mapping   INTISARI Badan Informasi Geospasial (BIG) mengembangkan Aplikasi PetaKita untuk mempercepat penyelenggaraan informasi geospasial secara partisipatif. Selaras dengan hal tersebut, Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) memiliki data dan informasi spasial dalam Aplikasi Komputerisasi Kantor Pertanahan (KKP). Tujuan dari penelitian ini adalah menjelaskan pemanfaatan data spasial pada Aplikasi KKP untuk membantu dalam percepatan dan peningkatan informasi geospasial pada Aplikasi PetaKita. Penelitian dilakukan dengan metode kualitatif deskriptif untuk menganalisa pemanfaatan data spasial KKP dalam merencanakan survei informasi geospasial. Identifikasi dari karakteristik atribut-atribut bidang tanah pada Aplikasi KKP dapat memberi gambaran informasi spasial pada lokasi yang dilakukan pemetaan partisipatif melalui Aplikasi PetaKita. Hasil dari penelitian ini bahwa data spasial pada Aplikasi KKP dapat membantu dalam pengisian data informasi geospasial sebelum dilakukannya survei lapangan melalui karakteristik dari setiap bidang yang tersedia. Masyarakat dapat berperan aktif melalui kegiatan pemetaan partisipatif Aplikasi PetaKita. Informasi basis bidang tanah dapat diunduh melalui portal Bhumi ATR/BPN sebagai peta dasar untuk pemberian informasi geospasial dalam Aplikasi PetaKita. Hal ini menunjukkan bahwa pemanfaatan data spasial dari Aplikasi KKP dapat pula digunakan secara eksternal di luar Kementerian ATR/BPN. Abstract

Salah satu strategi utama untuk mendorong pengembangan industri di Kabupaten Kotawaringin Timur melibatkan implementasi kebijakan tata ruang melalui Rencana Detail Tata Ruang (RDTR) di Kawasan Alih Fungsi Industri Bagendang (KPI Bagendang). Meskipun RDTR KPI Bagendang telah diterbitkan pada tahun 2021, belum ada penelitian lanjutan yang dilakukan terkait dengan kesesuaian penggunaan lahan sebagaimana diatur dalam RDTR. Studi ini bertujuan menilai status penggunaan lahan di KPI Bagendang pada 2022, mengevaluasi kesesuaian dengan ketentuan RDTR KPI Bagendang, dan mengidentifikasi ketidaksesuaian di area tersebut. Metode penelitian deskriptif kualitatif digunakan dalam kerangka keruangan. RDTR KPI Bagendang mengalokasikan 1.358,32 hektar (35,89%) sebagai Kawasan Industri, tetapi yang dominan adalah perkebunan dengan 2.937,39 hektar (77,61%). Evaluasi menunjukkan 3.719,34 hektar (98,26%) sesuai pedoman RDTR, dan 65,68 hektar (1,74%) tidak sesuai. Temuan ini menegaskan bahwa sebagian besar pemanfaatan ruang di KPI Bagendang sesuai rencana, namun ketidaksesuaian terutama dari struktur bangunan di tepi sungai, jalan, dan area yang semula untuk perkebunan. Abstract

ABSTRAKIndonesia telah memasuki era industri 4.0 yang ditandai adanya disrupsi dari segala sektor. Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) menyambut hal ini dengan berbagai transformasi digital untuk memenuhi kebutuhan layanan publik. Salah satu layanan publik yang belum dilaksanakan perubahan dari sistem konvensional menuju sistem elektronik adalah mediasi. Tujuan penelitian ini adalah membahas urgensi kebutuhan mediasi elektronik dalam menunjang layanan publik. Metode yang digunakan adalah deskriptif kualitatif dengan pengumpulan data sekunder yang diperoleh dari peraturan perundangan-undangan dan kajian pustaka. Pendekatan analisis konten untuk mengetahui implementasi mediasi elektronik di luar penyelesaian kasus pertanahan dan urgensi penerapannya melalui analisis SWOT. Hasil dari penelitian ini adalah bahwa mediasi elektronik dapat dilakukan sesuai dengan Peraturan Mahkamah Agung Nomor 1 Tahun 2016 dan Peraturan Mahkamah Agung Nomor 3 Tahun 2022 diiringi dengan perbaikan pada kelemahan dan ancaman yang dapat terjadi agar kendala-kendala yang ada dapat terminimalisir. Kementerian ATR/BPN belum memiliki peraturan atau pedoman secara khusus terkait penyelesaian kasus pertanahan secara elektronik. Mediasi elektronik mampu menyelesaikan permasalahan terkait ketidakhadiran para pihak yang berkasus. Kendala yang paling banyak ditemukan dalam implementasi mediasi elektronik seperti kualitas mediator dan jaringan internet yang belum merata. Solusi yang dapat diberikan adalah peningkatan kualitas mediator dan pembuatan pedoman penyelesaian kasus pertanahan melalui mediasi. The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency of Republic Indonesia welcomed this with various digital transformations to meet the needs of public services. One of the public services that has not implemented a change from a conventional system to an electronic system is mediation. The purpose of this study is to discuss the urgency of the need for electronic mediation in supporting public services. The method used is descriptive qualitative with secondary data collection obtained from laws and regulations and literature review. A content analysis approach to find out the implementation of electronic mediation outside of resolving land cases and the urgency of its implementation through a SWOT analysis. The results of this study are that electronic mediation can be carried out in accordance with Supreme Court Regulation Number 1 of 2016 and Supreme Court Regulation Number 3 of 2022 accompanied by improvements to weaknesses and threats that can occur so that existing obstacles can be minimized. The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency of Republic Indonesia does not yet have specific regulations or guidelines regarding the electronic resolution of land cases. Electronic mediation is able to solve problems related to the absence of the parties involved in the case. The most common obstacles found in the implementation of electronic mediation are the uneven quality of mediators and internet networks. Solutions that can be given are improving the quality of mediators and making guidelines for settling land cases through mediation.
