Abstract

Improving services to the community is important to create conditions for a just, prosperous and prosperous society. Improving the quality of public services is an important effort to build public trust, improve welfare, and create fair and prosperous conditions for society. By involving the community, meeting their needs and desires, In addition to becoming more innovative and of higher quality, public services can also be improved and make stakeholders who use them happier. Transparent and accountable performance management of government agencies is one of the four goals of implementing an electronic-based government system, creating a supervisory system that is professional, independent and with integrity, increasing budget efficiency for development, and realizing good governance. Good governance concepts also guide the development of the electronic-based government system, which aims to improve public services and create work procedures that are efficient, transparent, responsible, and effective.

Abstract

This study analyzes how gender equality policies are implemented in the Indonesian bureaucracy. Although policies such as Gender Mainstreaming (PUG) and Gender Responsive Budgeting (ARG) have been implemented, there are still gaps in implementation. The main obstacles to achieving gender equality in the bureaucracy include a patriarchal organizational culture, a lack of policy oversight mechanisms, and limited capacity building programs for women. This study uses a qualitative approach to explore the impact of the gender gap in the bureaucracy. Data was collected using a literature review method on studies that evaluated the implementation of gender equality policies in public administration in Indonesia. This study shows that the effectiveness of gender equality policies is strongly influenced by three main factors: organizational culture, policy supervision, and strengthening the capacity of women in the bureaucracy. An organizational culture that still maintains patriarchal norms creates barriers for women to gain equal access to promotions. Weak policy oversight leads to a lack of accountability in the implementation of gender equality policies. Meanwhile, strategies to strengthen women's capacity, such as mentorship and leadership training, are still not fully institutionalized in the bureaucratic system. Therefore, gender equality-oriented bureaucratic reform must include improvements in these three aspects to create more substantial changes.

Abstract

Abstract: Patient satisfaction is one of the important indicators that reflect the results or outcomes of health services provided by health facilities. One aspect that can reduce patient satisfaction is waiting time that is too long in health services. The purpose of the study was to determine the relationship between waiting time and patient satisfaction in the outpatient installation. The research design used in this study was cross sectional. The research was conducted at the outpatient installation of the Banjarnegara Islamic Hospital. The research was conducted in September 2024. The study population was all patients who came to utilize services at the Banjarnegara Islamic Hospital outpatient installation. The research sample amounted to 92 respondents. The sampling technique used in this study was purposive sampling. Data analysis was carried out univariate and bivariate. The results of the study showed a relationship between waiting time (p value: 0.000) on patient satisfaction. It is recommended for the hospital to routinely observe services in order to maintain existing strengths and always improve service quality.Keywords: Satisfaction, Hospital, Waiting Time.

Abstract

The development of democracy in post-reform Indonesia shows dynamic conditions, including the widespread use of social policy as an electoral political tool. The controversy over this phenomenon is still rarely studied in depth in academic discourse. The 2024 general election in Indonesia is a clear example of the escalation of the use of social programmes as political instruments, a hallmark of post-reform democracy. This research focuses on the political construction and contestation of the Free Nutritious Meal (MBG) programme during the 2024 Presidential Election campaign. Using a descriptive qualitative approach and case study method, this research analyses how the MBG programme was produced, debated and disseminated through online media coverage during the official campaign period. The results showed two main findings. First, the MBG programme became a populist narrative that was strategically leveraged to increase the electability of candidates. Second, the programme generated widespread criticism from the public and civil society groups, highlighting the tendency of social policy instrumentality for electoral purposes. This research recommends the need for further studies to explore the long-term impact of social policy politicisation on public trust, democratic accountability, and the integrity of welfare distribution in Indonesia's evolving democracy.

Abstract

This study aims to analyze the influence of human resource quality and infrastructure support on digital public service innovation in villages across Ambon City. The background of this research lies in the growing need for public services that are faster, more transparent, and accountable through the adoption of digital technology at the village level. A quantitative approach with multiple linear regression analysis was employed, using data collected from surveys of village officials and service users. The findings reveal that human resource quality has a positive and significant effect on digital public service innovation. This highlights the crucial role of competence, skills, and digital literacy among village officials in managing technology-based service systems. Furthermore, infrastructure support also shows a significant influence, particularly in terms of internet accessibility, technological equipment, and adequate supporting facilities. The simultaneous test (F-test) indicates that human resource quality and infrastructure support jointly contribute to the enhancement of digital public service innovation. In conclusion, strengthening the capacity of village officials and providing sufficient infrastructure development are essential strategies for driving the transformation of public services toward a more effective, efficient, and community-oriented digital governance system at the village level.
