Abstract

This research aims to: 1) analyze the effectiveness of development performance achievements in Gorontalo Province over two cycles: RPJMD in 2012-2017 and RPJMD in 2017-2022; and 2) formulate recommendations for the effective achievement of development targets. The method employed was a survey utilizing secondary data in the form of time series with documentation data collection instruments. The effectiveness of development achievements was analyzed using descriptive statistics, and data were presented in tables, figures, and graphs. The effectiveness of development achievements was examined based on the trend of main development indicators in the two RPJMD cycles of Gorontalo Province from 2012-2017 and 2017-2022 and compared with the set targets. The research findings indicate that the development performance of Gorontalo Province during the period 2012-2022 reflects diverse dynamics. Economic growth experienced fluctuations with an initial surge in 2012 and the negative impact of the COVID-19 pandemic in 2020. The Human Development Index showed improvement, indicating efforts to enhance social conditions and the population's welfare, although it remains within the moderate category. The agricultural sector changed with increased maize production due to the Agropolitan program, but further efforts are needed to improve farmers' income and rural economic diversification. Surveys on community satisfaction revealed improvements in the quality of public services and governance and accountability enhancements. Despite positive achievements, Gorontalo Province still faces challenges in achieving better and sustainable performance in improving community welfare.

Abstract

The central government has increasingly diversified and expanded fiscal transfers to local authorities to enhance community welfare rapidly. However, in Gorontalo, although poverty rates have declined, the pace of reduction has slowed despite an increase in the value of transfers. This study aims to identify the fiscal transfer mechanisms most effective in reducing Gorontalo's poverty rate. It focuses on several types of fiscal transfers, including the Special Allocation Fund (DAK), Village Fund Allocation (ADD), Family Hope Program (Program Keluarga Harapan, PKH), Smart Indonesia Program (Program Indonesis Pintar, PIP), and Social Assistance. Utilizing panel data regression analysis covering all six districts/cities in Gorontalo Province over the last five years (2018-2022) and employing the Fixed Effects Model (FEM), the findings suggest that PIP assistance has the most significant impact on poverty reduction, although its effects are more long-term. Moreover, the study finds that while ADD transfers notably enhance community welfare, the two-decade-long DAK transfers have inadvertently worsened poverty levels in Gorontalo. This issue stems from the DAK's allocation formula, which does not directly target the income improvement of low-income populations. Both PKH and Social Assistance have shown little positive effect on poverty alleviation in the region. Consequently, the study recommends that the government prioritize expanding and funding enhancement of PIP assistance, considering many underprivileged individuals remain unreached by this support. Additionally, it suggests increasing the ADD to accelerate development in poverty-stricken rural areas.

Abstract

The Gorontalo Province region has the potential for significant resource wealth. However, the Gorontalo Provincial Government still faces problems and challenges when trying to improve the welfare of its people. One is the limited data/information that is accurate, up-to-date, and integrated. This data/information is important in planning and making appropriate decisions. Another problem is that the community's role in modern development based on economic intelligence in Gorontalo Province has not been optimal. This means that the public and even bureaucrats are still unfamiliar with "Economic Intelligence." As a result, economic intelligence has not been fully used in planning, implementing programs/activities, evaluating and monitoring, or government decision-making processes. This research aims to analyze the problems and challenges in modern development based on economic intelligence in Gorontalo Province. This research uses a qualitative-descriptive approach. This study found that the main problems in modern development based on economic intelligence in Gorontalo Province are: 1) The lack of integration of economic data/information from various government and private agencies; 2) Lack of human resources (HR) who are reliable and have competence as managers and/or analysts of scientific data; and 3) Lack of technological support in managing economic data/information. The results of data analysis also show that the role of society in modern development based on economic intelligence is still very low. A lack of public understanding of the importance of economic intelligence causes this. Therefore, it is recommended that the Gorontalo Provincial Government make: 1) efforts to integrate economic data/information from various government and private agencies; 2) increase human resource capacity in managing and analyzing scientific data; 3) provide technological support in managing economic data/information; and 4) increase public understanding of the importance of economic intelligence.

Abstract

The development of the Indonesian Capital City (IKN) in East Kalimantan Province was an important turning point in Indonesia's development model. Gorontalo Province as one of its close neighbors has great potential to contribute to developing IKN. Cohesion between Gorontalo Province and IKN is a key factor in achieving its socio-economic development goals. However, Gorontalo Province is still faced with problems in economic development, public services, and MSMEs, including slow local economic development, inadequate infrastructure, low community competitiveness, high levels of poverty, and socio-economic problems. This study aims to analyze the problems and potential of the Gorontalo Provincial Government in its contribution and cohesion to the socio-economic development of IKN. Through a well-being methodology (WM) approach that combines qualitative and quantitative approaches, three main dimensions are emphasized, namely perception, participation and community acceptability of competitive strategies to provide a holistic and participatory understanding of welfare aspects. The study found that the people of Gorontalo have a positive view of IKN, with the hope that the Gorontalo Provincial Government can strengthen its contribution through improving the quality of human resources, infrastructure and economic competitiveness to support the socio-economic development of IKN. Interestingly, the majority of respondents were generation Z. This shows that most of Gorontalo's young generation were involved in this research. In essence, the Gorontalo Provincial Government faces challenges in its contribution and cohesion to the socio-economic development of IKN, with low levels of public participation and a lack of public understanding of the benefits of development. Therefore, intensive efforts are needed in socialization, education, and public involvement to increase participation and strengthen the IKN development process. The Gorontalo Provincial Government is advised to design an integrated competitive strategy, focusing on increasing public perception through socialization, building trust, fostering public participation, and increasing the acceptability of IKN development.
