Abstract

AbstrakStudi ini bertujuan untuk lebih memahami keberadaan ekonomi kreatif sebagai talenta baru yang diprediksi mampu memicu daya saing daerah. Hingga saat ini, pengangguran, kemiskinan, dan pertumbuhan ekonomi masih menjadi persoalan klasik yang memerlukan solusi. Studi ini menggunakan pendekatan deskriptif-kualitatif dengan metode studi literatur. Hasil analisis menyatakan bahwa ekonomi kreatif merupakan ide/gagasan yang diharapkan memberi nilai tambah ekonomi. Ekonomi kreatif merupakan alternatif solusi permasalahan perekonomian. Namun, dalam penyelenggaraannya seringkali menemui kendala. Direkomendasikan kepada Pemerintah maupun pemerintahan daerah agar segera membangun komitmen, membenahi regulasi, dan mengaktualisasikan ekonomi kreatif, sehingga keberadaan ekonomi kreatif dapat menstimulasi pertumbuhan ekonomi dan meningkatkan daya saing daerah dan bahkan nasional. AbstractThis study aims to understanding the presence of creative economy as a new talent that predicted as a trigger for regional competitiveness. Until now, unemployment, poverty, and economic growth became a classic problem that requires solutions. This study use descriptive-qualitative approach with literature study method. The analysis results stated that creative economy is an idea that hopefully adding the economic value. Creative economy is an alternative solution for the economic problems. However, the implementation is constantly facing obstacles. It is highly recommended that central and local government must immediately build a commitment to improve regulations and to actualized creative economy so that the presence of creative economy can stimulate economic growth and enhance regional and even national competitiveness.

Abstract

AbstrakStudi ini bertujuan untuk lebih memahami eksistensi ekonomi biru sebagai solusi pembangunan daerah berciri kepulauan.Kondisi geografis dan fenomena alam di wilayah kepulauan mengakibatkan pembangunan di wilayah tersebut seringkali terkendala. Ekonomi biru merupakan aktivitas perekonomian yang mengandalkan pengelolaan sumberdaya lokal oleh masyarakat setempat (inklusif)yang menuntut kreativitas, inovasi, efisiensi, dan efektivitas, tanpa menyisakan limbah. Pendekatan pengembangan yang digunakan adalahkualitatif dengan metode analisis deskriptif. Locus studi di Kabupaten Kepulauan Anambas. Hasil analisis membuktikan bahwa pembangunan daerah berbasis ekonomi biru yang diintegrasikan dengan program/kegiatan pembangunan darat menjadi sinergi baru yang mampu memberi nilai tambah ekonomi, berdaya saing, dan bermanfaat untuk percepatan pembangunan daerah kepulauan. Dalam operasionalisasinya, direkomendasikan kepadaPemerintah maupun pemerintahan daerah agar memiliki komitmen dan keberpihakan dalam penataan regulasi/kebijakan termasuk alokasi anggarannya demi kemajuan sosial dan kesejahteraan masyarakat kepulauan. AbstractThis study aims to make a better understanding about blue economic existence as a solution for regional development of island characteristic. The islands geographical condition and natural. Phenomena has hinder the islands development. Blue Economy is an economic activities relies on local resources managed by local inhabitants, which demands creativity, innovation, efficiency, and effectiveness without leaving any waste. This study use qualitative development approach with descriptive analysis method. The analysis results proved that blue economic-base regional development which integrated with land development program/action, become a new synergies able to add economic value, competitiveness, and useful to accelerate regional development of island characteristic. In its implementation, it’s highly recommended that Central and Local Government must have commitment, and support on regulation/policy structuring including budget allocation, for social well-being and the welfare of the islands population.

Pengumpulan data dilakukan secara triangulasi, sedangkan analisis data bersifat induktif. Innovation hub atau dikenal dengan sebutan i-hub merupakan solusi yang berfungsi sebagai media kolaborasi antaraktor inovasi, Pemerintah, pemerintahan daerah, maupun pemerintahan desa, masyarakat, dan para pemangku kepentingan pembangunan di daerah. Melalui i-hub diharapkan terselenggara spektrum inovasi yang mencakup inovasi kepemimpinan, inovasi administrasi, inovasi manajemen, inovasi kebijakan, inovasi sosial, dan inovasi teknologi serta disrupsi inovasi. Secara umum dapat ditegaskan bahwa i-hub merupakan media kolaboratif yang mampu membentuk ekosistem inovasi, mengakselerasi inovasi, mencipta inovator, dan membangun pemerintahan daerah yang dinamis dan berkelanjutan. Pada saatnya, i-hub menjadi pemicu inovasi dan peubah pemerintahan daerah menjadi lebih dinamis, kreatif, adaptif, inovatif, produktif, futuristik, dan prospektif. Direkomendasikan kepada setiap pemda agar segera berubah, mendorong mewujudnya pelembagaan i-hub, dan mengelolanya secara kolaboratif untuk menumbuhkan inovasi daerah. Abstract: The digital age is demanding local governments to become more innovative in their governance. Innovation is a necessity in the formulation of policies to be more qualified and implementation, service provision becomes more excellent, ultimate and optimal, accelerating public welfare, increasing investment, and creating regional independence in order to have excellence and competitiveness. The problem is, based on empirical facts there are still many local governments (LGs) that cannot be categorized as innovative LGs. What is the right strategy to change it so that local governments are more innovative? This study is an observation during the facilitation of regional innovation activities. The goal is to find solutions while simultaneously driving massive change. The method used is qualitative with descriptive-comparative analysis. Data collection is done by triangulation, while data analysis is inductive. Innovation hub (i-hub) is a solution that functions as a medium of collaboration between innovation actors, the Government, regional governments, as well as village governments, communities, and development stakeholders in the regions. Through the innovation hub, it is expected that an innovation spectrum will be held that includes leadership innovation, administrative innovation, management innovation, policy innovation, social innovation, technological innovation, and innovation disruption. In general, it can be emphasized that the innovation hub is a collaborative media that is able to shape the innovation ecosystem, accelerate innovation, create innovators, and build a dynamic and sustainable local government. In due time, the innovation hub triggers innovation and changes in local government to become more dynamic, creative, adaptive, innovative, productive, futuristic, and prospective. It is recommended that each local government change immediately, encourage the institutionalization of i-hub, and manage it collaboratively to foster regional innovation.

Abstract

This study reveals various interconnected and intertwined practical aspects in the capacity development of women weavers in Rembitan Village, Central Lombok Regency, West Nusa Tenggara Province (NTB). Amid the widespread impact of "Triple Disruptions," significant, dramatic, and massive changes have occurred. Product innovation, digital literacy mastery, and marketing approaches focusing on market access and branding have become the main pillars of collective concentration, particularly in supporting the development of traditional weaving businesses. The participation of 30 female weaving artisans in focused group discussions (FGDs) further reinforced the purpose of this activity: to identify Strengths, Opportunities, Aspirations, and Results (SOAR) to discover innovations for the advancement of the home-based weaving industry. Rembitan Village was selected as the locus of the study. Through SOAR Analysis Technique, several findings were noted as major constraints: access to capital, marketing, product quality, and weaver regeneration, as well as the urgency of innovation in the increasingly rare weaving sector. The interaction among women weavers successfully formulated a more affirmative special access program tailored to their fundamental needs. The expected targets include the establishment of a weaving cooperative, sustainable business skills training, intensified and profitable digital marketing, and an artisan regeneration program. The program implementation is designed with clear stages, encompassing planning, socialization, training execution, and development of a joint marketing platform. Success indicators are established, including targets for income increase and growth in the number of young artisans. Periodic evaluation methods are planned to ensure program sustainability. The capacity development of women weavers in Rembitan Village has fostered innovation, cultivated digital literacy, and facilitated marketing approaches for Lombok's distinctive woven fabric products from Rembitan Village in Central Lombok Regency. These findings provide a foundation for developing more effective, efficient, economical, and contextual empowerment policies and programs in the future. Only through innovation and digital literacy can women weavers become increasingly skilled in optimizing marketing through digital platforms. Moreover, the capacity development of women weavers has built a creative community that serves to strengthen the local economy, preserve invaluable cultural heritage, improve community welfare, and enhance regional competitiveness.

Abstract

The turbulence of technological advancements in the digital era has transformed various aspects of life, including scientific publications, which have become a determining factor in decision-making processes. Although the global trend towards open access presents significant opportunities for academics, there remains a gap between potential and realization in the field, particularly among students and faculty. This Community Service Program (PKM) aims to provide a credible scientific publication platform, enhance the quality and quantity of publications, facilitate the fulfillment of the Tri Dharma of Higher Education, expand the visibility of research outputs, and hone students' skills in writing and publishing scientific works. The implemented method encompasses the development of a journal using the Open Journal System (OJS), capacity building of human resources in scientific writing, and strengthening of content, impact, and sustainability. The result of this PKM is the establishment of "ALETHEIA: Journal of Social-Humanities, Innovation, Economics, and Education (JSHIEE)" based on OJS, which has successfully published six scientific articles authored by students. The development of this journal has yielded positive impacts, including an increase in the number and quality of scientific publications, efficiency in journal management processes, enhanced visibility of research results, and the formation of a more dynamic and collaborative research ecosystem. In conclusion, this initiative not only supports the fulfillment of the Tri Dharma of Higher Education but also contributes to improving the quality and visibility of institutional research outputs. Recommendations for further development include mentoring programs, utilization of artificial intelligence technology, initiation of international collaborations, development of digital marketing strategies, implementation of a comprehensive reward system, and provision of translation and proofreading services.

Abstract

This study examines the dynamics of human development in Baubau City, an archipelagic region in Eastern Indonesia, over two decades (2005–2023). This period was selected to reflect governance transformation following the enactment of Law No. 32 of 2004 on Regional Governance, aimed at strengthening regional autonomy. The research focuses on exploring how the archipelagic characteristics influence the trajectory of human development and identifying challenges and opportunities within the geographical context, as highlighted through the progression of the Human Development Index (HDI). Using a qualitative case study approach, data were analyzed through the interactive model of Miles, Huberman, and Saldaña, taking into account the socio-economic complexities of archipelagic regions. The study reveals that Baubau City's HDI increased from 69.70 (2005) to 79.00 (2023), with an average annual growth of 0.70%. The health dimension experienced significant improvement, marked by an increase in Life Expectancy (LE) from 69.00 years to 74.53 years. The education dimension also demonstrated growth, as the Mean Years of Schooling (MYS) increased from 8.80 to 11.02 years, reflecting strengthened human capital. In the economic dimension, Per Capita Income rose substantially from IDR 591,900 to IDR 11,207,000, though this growth was not consistently accompanied by equitable distribution, underscoring the need for inclusive policies. The novelty of this research lies in its integration of regional development perspectives and archipelagic characteristics in analyzing the dynamics of human, economic, and social development within an archipelagic context. The study recommends strengthening locality-based interventions that consider the geographical uniqueness of archipelagic regions, focusing on education, health, and economic equity to accelerate human development and achieve sustainable development goals.

Abstract

The evolution of innovation models in regional development has progressed from Triple-Helix to more complex models, yet gaps remain in accommodating the roles of various stakeholders in regional innovation ecosystems. This research examines how the Dodeca-Helix model can integrate 12 stakeholder dimensions to foster innovation ecosystem in Baubau City. Through a qualitative approach with descriptive analysis method, the research was conducted in four stages: literature study, stakeholder mapping, conceptual framework development, and empirical validation. Data collection was carried out through document analysis and regulations related to regional innovation. The results show that the implementation of the Dodeca-Helix model contributed to the improvement of Baubau City's status from "Less Innovative" to "Innovative" during the 2023-2024 period. This model proved effective in orchestrating specific roles of 12 stakeholder dimensions, from academics to ultimate beneficiaries. These findings confirm that successful regional innovation requires active involvement from various stakeholders beyond conventional helix models. The research recommends developing more effective coordination mechanisms, measurable monitoring and evaluation systems, and strengthening institutional capacity for long-term collaboration sustainability.

Abstract

Wilayah kepulauan menghadapi tantangan unik dalam pembangunan berkelanjutan, seperti keterbatasan aksesibilitas, kerentanan perubahan iklim, dan ketimpangan pembangunan antarwilayah. Kondisi ini memerlukan pendekatan berbeda dari wilayah daratan. Dalam upayanya bertransformasi menjadi Metropolitan Kepulauan yang inklusif, Kota Baubau berada di pusat dinamika kepulauan di Sulawesi Tenggara. Konsep "metropolitan islands" telah diidentifikasi, namun implementasinya di Indonesia masih terbatas, khususnya terkait model tata kelola metropolitan untuk wilayah kepulauan. Terdapat kesenjangan penelitian terkait model tata kelola metropolitan yang spesifik untuk kawasan berciri kepulauan. Penelitian ini bertujuan mengeksplorasi pengembangan model metropolitan kepulauan berkelanjutan. Kebaruan penelitian ini terletak pada pengusulan konsep "Adaptive Islands Metropolis," yang mengintegrasikan unsur-unsur ketahanan perkotaan, konektivitas kepulauan, dan inovasi ekologis. Pendekatan kualitatif dengan desain studi kasus Kota Baubau diterapkan sembari memanfaatkan data tematik dari kebijakan, statistik, dan literatur akademik. Analisis data difokuskan pada tiga aspek utama: (1) karakteristik spasial dan demografis, (2) dinamika sosial-ekonomi, dan (3) fungsi kemaritiman sebagai penggerak pembangunan inklusif. Hasil penelitian menunjukkan bahwa kawasan metropolitan kepulauan Kota Baubau mencakup 455 pulau (33,74% wilayah Sulawesi Tenggara) dengan populasi 1.220.390 jiwa (43,68% populasi provinsi). Hal ini mengungkapkan bahwa Kota Baubau memiliki tantangan kompleks dalam membangun konektivitas pulau-pulau utama di kawasan metropolitan seluas 12.200,81 km². Meskipun disparitas pembangunan antarpulau signifikan, konsentrasi populasi sebesar 43,68% dari total penduduk Sulawesi Tenggara menunjukkan potensi besar bagi pengembangan. Teridentifikasi empat fungsi kemaritiman utama, yakni: ekonomi, keamanan-keselamatan, sosial-organisasi, dan inovasi-pengembangan metropolitan kepulauan. Lebarnya disparitas IPM (66,94-79,00) mengindikasikan perlunya strategi pemerataan Pembangunan di wilayah kepulauan agar dapat mendorong pertumbuhan berbasis maritim. Kesimpulannya, transformasi Baubau menjadi metropolitan kepulauan berkelanjutan memerlukan strategi adaptif yang memadukan peningkatan konektivitas, inovasi perkotaan berbasis ekologi, dan penguatan ekonomi kepulauan terpadu. Model ini menjadi solusi strategis untuk menghadapi tantangan kepulauan dan mendorong pembangunan yang inklusif serta berkelanjutan. Studi ini merekomendasikan pembentukan Badan Koordinasi Metropolitan Kepulauan, pengembangan klaster industri maritim, penguatan klaster ekonomi maritim, pengelolaan infrastruktur terintegrasi, dan peningkatan konektivitas antarpulau melalui infrastruktur dan teknologi digital, serta implementasi kebijakan inklusif berbasis karakteristik kepulauan.
