Abstract

Terrorism has experienced the development of the actors involved in it. Children are targets and new actors are being targeted to become cadres by terrorists, specifically by the Islamic State of Iraq and Syria (ISIS). The May 13, 2018, incident, the suicide bombing that occurred in Surabaya, East Java, involved four children as perpetrators. Four children who are siblings named Fadhil, Firman, Fadhila, and Famela have succeeded in creating public concern which creates a feeling of insecurity. This paper aims to analyze efforts to involve children as terrorist actors in the 2018 Surabaya Bombing case. The method used is a descriptive qualitative research method. Researchers collect primary data through interviews and secondary data from journals, books, and other writings on related issues. The results of this study found that the involvement of children as perpetrators of terror could occur after the child passed the six steps of the ladder for someone to become a terrorist by Fathali Moghaddam. The use of children as terrorists is due to several considerations, ranging from low cost, being able to attract media attention to being effective in physically touching targets.

Abstract

The drafting of the Health Law using the omnibus law method not only received pros and cons from various parties in the field but also spread to the world of digital media. This article aims to see differences in trends in reporting related to the drafting of the Health Law in the media. The qualitative method with a theoretical approach where media is the center of study (media-centric), which can be a driver of social change (socio-centric), becomes a perspective in analyzing the data found. The reporting trend in the mass media, where neutral sentiment is only 10%, shows that the space and time given to each party are not proportionally balanced, thus encouraging the publik to shift to the media to express views and opinions. Although this social media does not meet journalistic rules, it can offer digitization, convergence, interaction, and development of networks, which are considered more effective in communicating a publik interest.

Abstract

Law enforcement against drug abusers in Indonesia has tended to be oriented towards a repressive and punitive approach. This approach prioritizes imprisonment as the primary solution, without clearly distinguishing between pure criminals and drug abuse victims who actually need rehabilitation. As a result, correctional institutions are filled with drug users with high recidivism rates, while the goals of social recovery and public health are often neglected. This research is a normative juridical study with a statute approach. The results of the discussion indicate that although the rehabilitation justice approach aims to rehabilitate users and restore social relationships, its implementation is often hampered by a legal paradigm that still prioritizes the deterrent effect, limited understanding among law enforcement officials, a lack of rehabilitation facilities, public stigma, and weak coordination between relevant agencies. To strengthen the implementation of rehabilitation justice for drug abusers in Indonesia, it is necessary to improve understanding and training for law enforcement officials, strengthen coordination between relevant agencies, and expand rehabilitation facilities equitably, including the development of community-based programs.
