Abstract

Pemindahan ibu kota Indonesia ke Kalimantan Timur atau yang dikenal dengan nama Ibu Kota Negara (IKN) memberikan peluang bagi Indonesia untuk memperkuat poros maritimnya. Membangun Ibu Kota Negara (IKN) tidak hanya menyiapkan infrastruktur dan lingkungannya saja, tetapi juga manusianya. Termasuk sistem logistik militer untuk memastikan keberhasilan operasional dan kesiapan misi. Kesenjangan penelitian di bidang ini terletak pada perlunya pendekatan yang lebih sistematis dan berbasis bukti untuk menentukan lokasi dan konfigurasi optimal gudang pasokan pusat untuk mendukung berfungsinya sistem logistik militer terpadu secara efisien dan efektif. Oleh karena itu, perlu adanya analisis faktor-faktor Penentuan Gudang Pusat Perbekalan dalam menentukan sistem logistik militer terpadu di IKN. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor Penentuan Gudang Pusat Perbekalan pada sistem logistik militer terpadu di Ibukota Negara Nusantara. Metode kualitatif deskriptif statistik digunakan sebagai metode penelitian yang didukung dengan beberapa alat analisis yaitu metode delphi. Wilayah kerja Ibukota negara Nusantara digunakan sebagai lokus penelitian, dikarenakan di wilayah ini masih belum terdapat gudang logistik terpadu dalam mendukung sistem logistik militer secara terpadu. Hasil dari identifikasi faktor dengan pendekatan metode delphi, didapatkan enam faktor yang terkait yaitu 1) Kapasitas Penyimpanan; 2) Keamanan; 3) Infrastruktur; 4) Lokasi Strategis; 5) Sumber Daya Manusia; 6) Teknologi. Penelitian ini penting dilaksanakan karena mengurangi duplikasi, dan meningkatkan efisiensi dalam mengelola dan mendistribusikan pasokan. Efisiensi ini sangat penting untuk mendukung operasi militer, memastikan pengiriman pasokan penting secara tepat waktu kepada pasukan di berbagai lokasi.

Abstract

Keberadaan satuan Artileri memiliki peran yang penting dalam mendukung pencapaian tugas pokok Korps Marinir secara optimal. Dihadapkan dengan kemajuan teknologi militer saat ini, alutsista kesenjataan Roket Marinir masih mengandalkan pengoperasian secara manual sehingga diperlukan adanya rematerialisasi alutsista Roket yang dilengkapi dengan sistem kendali otomatis dan komputerisasi. Penelitian ini bertujuan untuk memberikan identifikasi faktor pada pemilihan roket Resimen Artileri korps Marinir dalam modernisasi alutsista guna mendukung Operasi Militer Perang (OMP). Metode kualitatif deskriptif statistik digunakan sebagai metode penelitian yang didukung dengan metode delphi untuk menentukan kriteria-kriteria yang diperlukan pada penentuan roket resimen. Dari hasil penelitian didapatkan enam faktor yang terkait yaitu 1) Akurasi; 2) Hulu Ledak; 3) Jangkauan; 4) Keandalan; 5) Mobilitas; 6) Sistem Panduan. Hasil penilaian alternatif menunjukkan bahwa MLRS 9A52-4 Tornado mendapatkan bobot tertinggi sebesar 0.403. Oleh karena itu, diperlukan pemantauan kebijakan lebih lanjut untuk mempertimbangkan modernisasi kesenjataan sebagai tindak lanjut dari Pemilihan Roket Resimen Artileri Korps Marinir guna mendukung Operasi Militer Perang.

Abstract

This research discusses risk management faced by submarines and their crews. One of the risks that can occur is that the submarine cannot surface because the steering and propulsion system is not functioning properly. With the submarine unable to surface, it will cause the ship to sit on the seabed. A submarine that experiences an emergency so that it cannot surface is called a Distressed Submarine (DISSUB). Through the FMEA method the author identifies risks and aims to prioritize different causes based on their priority. FMEA itself is a systematic method, so it can find out the root of the problem that actually occurs. By knowing how urgent the priority is, the author can focus on problems that have a big impact on ship operational risks. It is hoped that the research results can be used as recommendations for mitigating risks that occur on submarines, providing a risk management framework for submarines.

Abstract

Buffer zones have a strategic role in managing conflict. Properly determining a buffer zone can help reduce tensions between countries, prevent conflict escalation and provide time and space for the countries involved in diplomacy. In the context of Indonesia, as a large country in the Indo-Pacific region, determining the Indonesian Buffer Zone (IBZ) will have significant implications for regional and global security. Determinations must consider national interests and state security, while on the other hand, it is necessary to consider the interests of neighboring countries and maintain good relations. Therefore, it is important to identify these challenges and see opportunities for multilateral collaboration in determining the Indonesian Buffer Zone. In this research, the author intends to identify and determine perceptions of Indonesia's outer islands, which will be used as buffer zones using the Delphi method. In the next stage, the author will identify the criteria and sub-criteria for Indonesia's outermost islands in the Indo-Pacific Region as well as obtain ranking priorities using the Analytic Network Process (ANP) approach in developing the Indonesian Buffer Zone, so that analysis can be carried out to determine the right strategy for island development the chosen. Where, later the island area selected as the Indonesian buffer zone can be developed and utilized properly and appropriately. Furthermore, in the next stage, the author uses the Game Theory method to describe the comparison of capabilities and threat interactions between the buffer zone of selected outer islands in Indonesia compared to the buffer zone or military bases of countries from the BRICS and AUKUS alliances that have interests in the Indo-Pacific Region. In this research, it is assumed that the two defense pacts have implemented policies or strategies in this game in the context of developing their military strength in the Indo-Pacific Region. So, it is hoped that Indonesia, as the third player, can anticipate appropriate strategies and policies to maintain the stability of the Indo-Pacific Region.

Abstract

Regional dynamics marked by the increase in submarine operations by several countries need to be balanced with increasing Indonesia's capabilities in underwater warfare and contributing to increasing the deterrence of the country's defense system at sea. Therefore, the aim of this research is to consider the competitive dimensions of the development of submarine capabilities on the deterrence effect of a country and assess the extent of the discussion in the literature review. This research is a statement that there is no instrument for assessing the capability and sustainability of submarines in an effort to increase the deterrence effect in the ALKI II area which is linked to current dynamic developments so that this research is expected to contribute to obtaining an instrument for assessing submarine capability and the deterrence effect of submarines. in the ALKI II area.

Abstract

In the context of maritime defense, the readiness of fleet elements is a very vital factor. Fleet Command II (Koarmada II), as one of the main commands in the structure of the Indonesian Navy, has a crucial responsibility to ensure that all elements of its warships are always ready to carry out various maritime operations. This operational readiness is not only determined by the physical condition of the warship, but also depends heavily on two main factors personnel competence in this case KRI personnel and the capability of the Fasharkan Surabaya dock. The purpose of this study was to analyze the effect of personnel competence and Fasharkan dock capability on the operational readiness of elements. The method used is a quantitative method with the help of SPSS version 26 software, with a questionnaire via Google Form with Random sampling used to collect sample data. The results of the study showed a strong correlation between KRI PRX Personnel Competence and Surabaya Fasharkan Dock Capability on Element Readiness in the Koarmada II environment. KRI PRX Personnel Competence and Surabaya Fasharkan Dock Capability partially have a very strong and positive relationship and have a significant influence on element readiness. This can be interpreted that the better the competence of KRI PRX personnel and the capabilities of the Fasharkan dock, the higher the readiness of elements in the Koarmada II.
