Abstract

The study aims to improve the quality and quantity of Indonesian Navy human resources in Eastern Indonesia, especially in the working area of the Fleet Command III, so the recruitment of Indonesian Navy soldiers will fill the needs of personnel in Eastern Indonesia. The object of research in the form of individuals are the officers or personnel officers who handle the recruitment of candidates of the Indonesian Navy soldiers. As for the object of research in the form of organizations, namely Spersal, Lapetal Disminpersal, Panda Lantamal X Jayapura, Panda Lantamal XI Merauke and Panda Lantamal XIV Sorong. This study uses the following analytical techniques: grouping data based on the characteristics of informants, conducting a qualitative approach to find out in detail how descriptive study of recruitment patterns in each Panda, then combining literature review, data from the reality in the field, and the experience of informants to gain a general knowledge of the recruitment pattern in the Sorong Education Units. The results showed that the recruitment pattern at the Sorong Educational Service which supervised Panda Lantamal X Jayapura, Panda Lantamal XI Merauke and Panda Lantamal XIV Sorong, had been going well, regardless of the obstacles they faced.

Abstract

. Management of the Industrial Strategy and Defense Industry in the country is almost always faced with three main problems, namely: the development of defense technology that relies on two schemes, Human Resources (HR) Industrial Human Resources (HR). These three problems are sought to be resolved, but Indonesia has a limited budget to strengthen the research and development (R&D) system in the defense sector. Indonesia is targeting to build its own military. However, this requires a large amount of budget. So that the government can make policies related to this. The method used in this paper is a qualitative approach that discusses the Defense Industry Investment model in Indonesia. Data collection is done through literature study. Data from the archival process of data sources through literature study (Library Defense) in the form of books, journals or articles, archives, newspapers, and the internet are then analyzed with relevant theories based on topics. The author discusses several things, namely the role of the budget in supporting the defense industry and the mechanism of sources of financing for the defense industry and the transformation of the defense economy, as well as the dynamics of defense equipment expenditure needs. The results obtained are that until now the Ministry of Defense continues to rely on the "arms maintenance-modernization" model, which according to the proportion of GDP to defense equipment spending is 1-1.5 percent, and has not led to the "modernization-arms build up" model which requires an allocation of 2 percent of defense spending. GDP. The appearance model also shows a design of Rp. 1.7 kualidrun. Indonesia is still difficult to make the technological leaps needed to build a defense force in 2024.

Abstract

The purpose of this research is to describe and explain how the motivation and discipline of Skomlek TNI personnel in managing digital archives. In triangulation of interview data using NVivo 12 Plus tools and SWOT analysis methods are used to determine strategies to increase motivation and discipline of TNI Skomlek personnel in digital archive management. From the results of the study, it is known that the work motivation of Skomlek TNI personnel in managing the Archive Digitization system is influenced by internet services that often drop out. The leadership of Skomlek TNI has tried to increase motivation by fulfilling needs such as physiological needs, security needs, social needs, esteem needs and actualization needs. Personnel discipline can be influenced by the presence of personnel at the morning assembly, the obedience of personnel to the rules and orders of superiors, and the sense of responsibility of personnel to the tasks carried out. The lack of personnel and some who are nearing retirement age and the lack of personnel mastery can affect the management of the TNI Skomlek Archives Digitization system.

Abstract

Pemindahan ibu kota Indonesia ke Kalimantan Timur atau yang dikenal dengan nama Ibu Kota Negara (IKN) memberikan peluang bagi Indonesia untuk memperkuat poros maritimnya. Membangun Ibu Kota Negara (IKN) tidak hanya menyiapkan infrastruktur dan lingkungannya saja, tetapi juga manusianya. Termasuk sistem logistik militer untuk memastikan keberhasilan operasional dan kesiapan misi. Kesenjangan penelitian di bidang ini terletak pada perlunya pendekatan yang lebih sistematis dan berbasis bukti untuk menentukan lokasi dan konfigurasi optimal gudang pasokan pusat untuk mendukung berfungsinya sistem logistik militer terpadu secara efisien dan efektif. Oleh karena itu, perlu adanya analisis faktor-faktor Penentuan Gudang Pusat Perbekalan dalam menentukan sistem logistik militer terpadu di IKN. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor Penentuan Gudang Pusat Perbekalan pada sistem logistik militer terpadu di Ibukota Negara Nusantara. Metode kualitatif deskriptif statistik digunakan sebagai metode penelitian yang didukung dengan beberapa alat analisis yaitu metode delphi. Wilayah kerja Ibukota negara Nusantara digunakan sebagai lokus penelitian, dikarenakan di wilayah ini masih belum terdapat gudang logistik terpadu dalam mendukung sistem logistik militer secara terpadu. Hasil dari identifikasi faktor dengan pendekatan metode delphi, didapatkan enam faktor yang terkait yaitu 1) Kapasitas Penyimpanan; 2) Keamanan; 3) Infrastruktur; 4) Lokasi Strategis; 5) Sumber Daya Manusia; 6) Teknologi. Penelitian ini penting dilaksanakan karena mengurangi duplikasi, dan meningkatkan efisiensi dalam mengelola dan mendistribusikan pasokan. Efisiensi ini sangat penting untuk mendukung operasi militer, memastikan pengiriman pasokan penting secara tepat waktu kepada pasukan di berbagai lokasi.

Abstract

In the context of joint operations within the Indonesian National Army (TNI), the success of missions is heavily influenced by the competence and discipline of intelligence personnel. The Kodam Jaya intelligence unit faces challenges related to the effectiveness of its analytical skills, procedural compliance, and coordination with operational units. These challenges potentially hinder the overall effectiveness of joint operations. This study aims to evaluate how the competence and work discipline of Kodam Jaya's intelligence personnel affect the success of joint TNI operations. The research seeks to identify weaknesses in analytical skills, procedural adherence, and communication, and provide recommendations for improvement. A qualitative research approach was employed, utilizing primary and secondary data sources. Primary data were collected through in-depth interviews and direct observations of intelligence personnel during joint operations. Secondary data included operational documents and existing literature on military intelligence. Data were analyzed using a systematic qualitative approach, involving coding, categorization, and interpretation to derive meaningful insights. The analysis revealed significant gaps in the analytical competencies of intelligence personnel, affecting the accuracy and effectiveness of data processing and decision-making. Procedural compliance was inconsistent, leading to breaches and operational risks. Communication and coordination between intelligence and operational units were often ineffective, impeding timely responses to threats. Practical experience was found to be crucial for performance, yet many personnel lacked adequate experience in joint operations. Motivation and work ethics varied, impacting the overall quality of intelligence tasks. The study concludes that enhanced training, improved communication systems, and strengthened motivation and ethics are essential for improving the effectiveness of intelligence operations and achieving successful joint missions.

Abstract

The Natuna Sea is a strategic area of Indonesia that borders directly on the South China Sea, making it an important point in regional geopolitics. This research aims to analyze the geopolitical dynamics of the Natuna Sea, national defense challenges, and maritime threat mitigation strategies. The research method uses a descriptive qualitative approach with document studies, secondary data, and interviews with defense experts. The results of the study show an increase in foreign ship activity, piracy, and the potential for cross-border conflicts that threaten sovereignty. These findings underscore the need for defense capacity building, technological integration, and proactive maritime diplomacy. This research provides policy recommendations to strengthen the sovereignty and security of the Natuna Sea.
