Abstract

The purpose of this research is to compare Good Government practices between Indonesia and the Philippines using Comparative Government theory. This research uses the literature review method by focusing on literature through books, journals, and published media that are relevant to the issue. The results of this study are seen from 5 indicators of Good Government (The African Development Bank: 1999) which include: Legal and Judicial Reforms, Combating Corruption, Accountability, Transparency, and Participation.

Abstract

The Inspectorate is one of the institutions responsible for supervising the implementation of regional governments to ensure that they continue to carry out their commitments. The author analyzes the extent of the role of the Bandung City Regional Inspectorate in carrying out this supervision, including to the Regional Apparatus Organizations at the Village and District levels in an effort to build an Integrity Zone. In this case, the author used a qualitative research method with literature studies as a data collection technique. Based on the data obtained, the Bandung City Inspectorate is still less transparent, effective, and accountable in carrying out its duties. This can be indicated by general information that is not accessible, assessments whose parameters are not transparent, and the absence of follow-up to corruption and gratification practices that continue to occur in the public service process. To overcome these conditions, concrete steps such as strengthening supervision, increasing transparency, increasing competence and integrity, and collaborating with external parties are important.

Abstract

Learning media is one of the most important aspects of the learning process for students. However, students have different learning styles, so the learning media must vary to meet all students' needs. In this study, learning media is developed as videos containing learning material content accompanied by animation. The media used in learning is designed through long stages so that the media can be used optimally. The purpose of this study is to describe the design and development process of learning media in the form of videos on monohybrid and dihybrid crossbreeding material for grade 3 high school with the Four-D (4-D) model. This study uses a descriptive method to describe the application of the modified 4-D model. The study results indicate that the developed learning videos have met the valid criteria and are ready to be used in learning. In addition, respondents also showed a positive response to the developed learning videos. The results of this study can be used by teachers or students to be used as media in learning.
