Abstract

Abstract: Transportation is a necessary means for a country, including Indonesia, which is essentially an archipelagic country. Transportation, especially sea transportation, is used as a tool that can connect islands spread across Indonesia. In order for maritime transportation activities to run smoothly, shipping safety efforts are needed both internally and externally. The shipping safety efforts from the external side include monitoring ship activities carried out by VTS through the Information Navigational Service (INS), Traffic Organization Service (TOS), and Navigational Assistance Service (NAS). This research aims to determine the influence of the services provided by VTS Surabaya on shipping safety in the Surabaya Shipping Channel Region and to find out how much influence the Surabaya VTS service has on shipping safety in the Surabaya Shipping Channel Region. Quantitative methods were used in this research through the use of the SPSS v27 application with a sample size of 50 crew members sailing across the Surabaya Shipping Line area and using VTS services based on simple random sampling. The analysis used is simple linear regression with the resulting equation, namely Y = 16.082 + 0.329X. Based on this analysis, it can be proven that the Surabaya VTS service has a positive and significant impact on shipping safety in the Surabaya Shipping Line area. Then the results of the research coefficient of determination test were 0.457, which means that the influence of VTS Surabaya services on shipping safety in the Surabaya Shipping Lines Region is medium, namely 45.7%. The magnitude of this influence is based on the e-pilotage service in the Surabaya Shipping Line area. ABSTRAK Transportasi merupakan sarana yang dibutuhkan bagi suatu negara tidak terkecuali Negara Indonesia yang pada hakikatnya merupakan sebuah negara kepulauan. Transportasi khususnya transportasi laut dijadikan sebagai alat yang dapat menghubungkan pulau-pulau yang tersebar di Indonesia. Demi terjadinya kelancaran kegiatan transportasi laut, diperlukan upaya keselamatan pelayaran baik dari sisi internal maupun eksternal. Adapun upaya keselamatan pelayaran dari sisi eksternal yaitu melakukan pengawasan terhadap aktivitas kapal yang dilakukan oleh VTS melalui layanan Information Navigational Service (INS), Traffic Organization Service (TOS), serta Navigational Assistance Service (NAS). Penelitian ini bertujuan untuk mengetahui adanya pengaruh layanan yang diberikan VTS Surabaya akan keselamatan pelayaran di Wilayah Alur-Pelayaran Surabaya dan untuk mengetahui seberapa besar pengaruh layanan VTS Surabaya akan keselamatan pelayaran di Wilayah Alur-Pelayaran Surabaya. Metode kuantitatif digunakan dalam penelitian ini melalui pemanfaatan aplikasi SPSS v27 dengan jumlah sampel sebanyak 50 orang awak kapal yang berlayar melintasi wilayah Alur-Pelayaran Surabaya dan menggunakan layanan VTS berdasarkan cara simple random sampling. Analisis yang dipakai yakni regresi linear sederhana dengan perolehan hasil persamaan yakni Y = 16,082 + 0,329X. Atas dasar analisis tersebut dapat dibuktikan bahwa layanan VTS Surabaya mempunyai pengaruh positif dan bernilai signifikan akan keselamatan pelayaran di wilayah Alur-Pelayaran Surabaya. Kemudian hasil uji koefisien determinasi penelitian yaitu 0,457 yang artinya besarnya pengaruh layanan VTS Surabaya terhadap keselamatan pelayaran di Wilayah Alur-Pelayaran Surabaya bernilai sedang yaitu sebesar 45,7%. Besarnya pengaruh ini didasari oleh layanan e-pilotage di wilayah Alur-Pelayaran Surabaya.

Abstract

Belawan Port as the main port in Indonesia plays an important role in international trade. The Main Harbormaster and Port Authority Office (KSOP) of Belawan has the authority to supervise operational activities at the Port including regulating stevedoring workers (TKBM). This regulation is implemented through the TKBM Monitoring System (SIMON TKBM) to manage workers efficiently, transparently, and safely. This study uses a qualitative descriptive approach with literature study methods, interviews, observations and documentation then analyzed using data reduction methods, data presentation and drawing conclusions. The results of the study showed that the role of KSOP is very central in regulating TKBM through SIMON TKBM which includes TKBM supervision, competency improvement, rule enforcement, and coordination with stakeholders. However, technical obstacles were also found including the failure of duplicate data management and the absence of an automatic age filter in the system, as well as practical obstacles, namely the lack of coordination regarding TKBM competency certificates.

Abstract

This study discusses the preventive measures against piracy attacks faced by MV. X while transiting High Risk Areas. The purpose of this research is to identify the vessel’s vulnerability factors to piracy attacks and analyze the procedures and preventive actions that have been implemented. A descriptive qualitative method was used, including observation, in-depth interviews with crew members and armed guards, as well as document analysis of anti-piracy SOPs. The research findings show that the vulnerabilities of MV. X are due to limited drill training, suboptimal implementation of procedures, and inconsistency in the use of personal protective equipment (PPE). Based on these findings, it is recommended to increase the frequency and depth of simulation drills, enforce PPE usage standards, and update deck access security procedures. In conclusion, consistent implementation of procedures and structured training will enhance vessel security during High Risk Area transits.

Abstract

Kegiatan perawatan pelampung suar di wilayah kerja Distrik Navigasi Tipe A Kelas I Tanjung Perak memiliki tingkat risiko kecelakaan kerja yang tinggi, mengingat aktivitas ini melibatkan pekerjaan fisik berat serta kondisi lapangan yang dinamis. Penelitian ini bertujuan untuk menganalisis risiko kecelakaan kerja menggunakan metode Job Safety Analysis (JSA), yang berfungsi untuk mengidentifikasi potensi bahaya serta menetapkan langkah pengendalian yang sesuai. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif observasional. Teknik pengumpulan data dilakukan melalui observasi lapangan dan penyebaran kuesioner kepada 40 responden, yang dipilih berdasarkan teori Arikunto. Hasil penelitian menunjukkan bahwa terdapat 13 jenis potensi kecelakaan kerja selama proses perawatan pelampung suar berlangsung. Dari jumlah tersebut, 9 termasuk dalam kategori risiko tidak diinginkan dan 4 lainnya dalam kategori dapat diterima dengan kontrol. Pengendalian risiko dilakukan melalui penerapan rekayasa teknik, pendekatan administratif, penggunaan alat pelindung diri (APD), serta eliminasi bahaya langsung dari sumbernya. Hasil ini menunjukkan bahwa analisis risiko merupakan bagian penting dalam sistem manajemen keselamatan kerja di bidang navigasi laut.

Abstract

Ports are critical infrastructure in maritime transportation, facilitating the movement of goods and people while serving as hubs for economic activities. The Tanjung Pakis Class III Harbormaster and Port Authority Office (KSOP) utilizes the Electronic Reporting Information (SIRANI) application for reporting loading and unloading data. However, challenges such as discrepancies, technical disruptions, and delays in data processing often arise. This study aims to describe the loading and unloading data processing and the efficiency of reporting time on the SIRANI application at KSOP Class III Tanjung Pakis. Employing a descriptive qualitative approach through interviews, observations, and documentation, the research finds that data processing is less effective due to low data validity and errors in the Inaportnet platform. Reporting to SIRANI is also inefficient due to delays in data handling and technical issues with the application. Corrective measures, such as early data verification and manual data handling by reporting officers, have improved effectiveness by reducing the process from five to three steps and cutting reporting time from 6 hours to 3 hours and 30 minutes. The study concludes that optimizing data processing and inter-unit coordination can enhance the effectiveness and efficiency of reporting. Recommendations for future research include real-time integration and the development of backup mechanisms to address technical disruptions.

Abstract

Inaportnet is a digital port service system initiated by the Indonesian Ministry of Transportation to enhance efficiency and transparency in the clearance in and clearance out processes of vessels. This study aims to examine the impact of inaportnet implementation on the effectiveness of vessel clearance at PT. Pertamina Transkontinental, Balikpapan Branch. The research employed a quantitative approach, using questionnaires distributed to 30 respondents and documentation review. The findings indicate that the implementation of inaportnet has a positive and significant influence on the effectiveness of ship clearance procedures, contributing 60.84%, while the remaining percentage is influenced by other factors. The t-test results show a significance value of 0.01 < 0.05 and a t-count of 9.954 > t-table value of 2.048, confirming that the hypothesis is accepted. Despite its benefits, challenges such as limited human resources in operating the system and internet disruptions that hinder data input remain. Therefore, improvements in training and technological infrastructure are essential to optimize the inaportnet system in the future. Keywords: , clearance out, inaportnet

Abstract

Pelabuhan Tanjung Emas merupakan salah satu pelabuhan strategis di wilayah Jawa Tengah yang memiliki peran penting dalam mendukung sistem logistik nasional. Untuk mengarahkan pengembangannya secara terencana, Pemerintah Indonesia telah menetapkan Peraturan Menteri Perhubungan Nomor 18 Tahun 2013 tentang Rencana Induk Pelabuhan Tanjung Emas. Namun dalam pelaksanaannya, terdapat berbagai kendala yang mempengaruhi pencapaian target pembangunan infrastruktur pelabuhan seperti yang telah dirancang dalam rencana induk pelabuhan. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan analisis gap, didukung dengan teknik pengumpulan data melalui studi dokumen, observasi lapangan, dan wawancara mendalam. Hasil penelitian menunjukkan bahwa pelaksanaan rencana induk pelabuhan telah dilakukan namun belum sepenuhnya sesuai dengan tahapan yang direncanakan terutama pada tahap jangka pendek antara lain reklamasi lahan dan pembangunan breakwater sisi barat pelabuhan yang berdampak pada keterlambatan pelaksanaan tahapan jangka menengah dan jangka panjang. Berdasarkan hasil gap analysis, ditemukan bahwa terdapat deviasi signifikan pada Dermaga Pelabuhan Dalam I dan II. Dermaga Pelabuhan Dalam I mengalami deviasi panjang sebesar -231 meter dari perencanaan 517 meter menjadi aktual 288 meter. Sementara Dermaga Pelabuhan Dalam II mengalami deviasi sebesar -604,5 meter dari 834 meter menjadi 230 meter. Kendala utama yang teridentifikasi meliputi aspek teknis (perbedaan antara perencanaan dan pelaksanaan), administratif (hambatan perizinan dan tumpang tindih kewenangan), keterbatasan anggaran, dampak kondisi lingkungan seperti banjir rob dan penurunan tanah. Selain itu, kurangnya koordinasi antarlembaga yang belum terintegrasi secara strategis. Berdasarkan temuan tersebut, studi ini merekomendasikan perlunya review rencana induk pelabuhan secara berkala, memperkuat koordinasi lintas sektor, dan merumuskan strategi pengembangan yang adaptif dan berkelanjutan untuk mengoptimalkan fungsi Pelabuhan Tanjung Emas sebagai simpul logistik nasional.
