Abstract

This study aims to determine the effect of learning facilities (X1) and work motivation (X2) on lecturer performance (Y) at the Faculty of Teacher Training and Education, Instituto Superior Cristal. This quantitative research compares the independent variables (X1, X2) with the dependent variable (Y) using a questionnaire as a measurement instrument. Regression analysis shows that learning facilities (X1) have a significant influence on lecturer performance with a coefficient of 0.195 and a significance value of 0.022 (<0.05). Work motivation (X2) also shows a significant influence on lecturer performance with a coefficient of 0.812 and a significance value of 0.000 (<0.05). The combined effect of learning facilities and work motivation on lecturer performance was analyzed using multiple regression. The results show that the R square value is 0.774, which means that 77.4% of the variation in lecturer performance can be explained by the learning facilities and work motivation variables, while the rest (22.6%) is influenced by other factors. This study underscores the importance of providing adequate learning facilities and increasing work motivation in supporting lecturer performance to achieve effective and efficient learning objectives.

Abstract

This study aims to assess the interest of Timorese people in the development of digital business knowledge at the higher education level, especially in facing the digitalization era of industry 4.0 which has affected global marketing. The development of digital technology, such as the digital economy, internet economy, and knowledge-based innovation, is an important foundation in this study. The research method used is descriptive qualitative, with data collection techniques including in-depth interviews, online and offline questionnaires, field observations, document analysis, and focus group discussions (FGDs). Data was collected to prove the community's interest in the plan to open a Digital Business major at Instituto Profissional Sao Joao Batista (IPJB) Dili. The results showed that of the 387 respondents interviewed and observed in 14 districts, including the Oecusse region, the majority (57.4% or 222 respondents) approved of the opening of the major, while only 0.5% (2 respondents) disagreed. Respondents also showed a good understanding of the internet and digital marketing, with dominant use of the internet for activities such as online shopping, online sales, and academic and personnel needs. Based on these findings, it is concluded that the implementation of digital business is essential to improve the quality of human resources and support the growth of a modern economy in the industrial era 4.0, especially for the younger generation in the future.

Abstract

In the digital era, cybersecurity and data protection are crucial issues due to the increasing frequency and complexity of cyber threats. Personal data protection is now not only a technical issue, but also a social challenge that affects social resilience in the midst of globalization. This study aims to analyze the relationship between cybersecurity policy, public perception of data protection, and its impact on social resilience in various regions. A mixed-methods approach combining quantitative surveys and qualitative interviews was used to collect data from 500 respondents in Europe, Southeast Asia, North America, and Latin America. The results show that stronger cybersecurity frameworks, such as GDPR, are associated with high public trust and social resilience towards digital services. In addition, public perception and awareness of data protection policies have a significant impact on the effectiveness of these policies, with more informed communities showing higher levels of social resilience. The study also found that data breaches have a huge social impact, undermining trust and undermining community cohesion. However, an effective response to such breaches can restore public trust and strengthen social resilience. These findings suggest the importance of raising public awareness and strengthening cross-sector collaboration to strengthen social resilience to cyber threats.

Abstract

This study examines the legal and ethical implications of storing human brain memory through Brain–Computer Interfaces (BCIs) integrated with cloud systems, with a focus on privacy rights protection and neurological data governance. Using a qualitative research design with a juridical-normative and technological ethics approach, this study analyzes regulatory gaps, ethical challenges, and technological risks associated with neurodata. Data were obtained through a literature review, normative legal analysis, and a comparison of international data protection frameworks. The findings reveal three key issues: the absence of specific legal regulations governing neurodata as a super-sensitive category; ethical concerns related to mental rights, cognitive autonomy, and the potential misuse of memory data; and technological vulnerabilities, including security breaches, unauthorized access, and commercial exploitation of neurodata by cloud service providers. The study argues that neurodata requires a dedicated regulatory framework supported by strict ethical principles and sophisticated security mechanisms. The study concludes that a comprehensive policy combining legal standards, ethical safeguards, and technological safeguards is urgently needed to ensure that cloud-based BCI systems do not compromise human dignity, mental integrity, and fundamental privacy rights.

Abstract

This study aims to analyze the legality of blockchain-based digital evidence in criminal justice processes in Indonesia, emphasizing two main focuses: the possibility of its admissibility as valid evidence and the identification of accompanying normative, technical, and procedural limitations. This study uses a normative juridical method through a legislative approach (the ITE Law, the Personal Data Protection Law, the Criminal Procedure Code, and Supreme Court Regulations), a conceptual approach (the concept of digital evidence, blockchain technology, and audit trails), a comparative approach (comparison of practices in several other jurisdictions), and a case approach through analysis of court decisions relating to electronic evidence. The results show that blockchain technology has significant potential to be recognized as evidence with strong probative value due to its characteristics of immutability, transparency, and traceability. However, this study also identifies several challenges, including the lack of specific regulations in the Criminal Procedure Code, potential conflicts with the principle of personal data protection, the absence of uniform digital audit trail standards, the heterogeneity of blockchain systems, and the limited technical capacity of law enforcement officials. These findings underscore the urgency of regulatory reform, standardization of evidentiary procedures, and strengthening the technical competence of law enforcement officials so that blockchain-based evidence can be implemented effectively and accountably in criminal proceedings. Practically, the results of this study provide a basis for policymakers to formulate a legal framework and technical policies that adapt to the use of blockchain technology in the criminal evidence system without neglecting the principles of human rights protection and legal certainty. Overall, this study contributes conceptually and normatively to the integration of blockchain technology into the Indonesian criminal justice system.

Abstract

Background: The rapid expansion of the global digital economy has intensified the importance of regulating data governance, particularly in relation to digital sovereignty and the protection of personal data. However, significant differences persist among national legal frameworks, creating regulatory gaps in cross-border data governance and oversight mechanisms. This condition raises critical legal and policy challenges, especially for developing countries such as Indonesia. Objective: This study aims to analyze and compare the principles of digital sovereignty and the right to personal data in Indonesia, the European Union, and the United States, as well as to assess their legal implications for national policy formulation in each jurisdiction. Methods: This research employs a descriptive qualitative approach using a comparative juridical method. A statutory approach is applied to examine relevant laws and regulations, a comparative approach is used to analyze differences in data governance frameworks across jurisdictions, and a conceptual approach is employed to explore theoretical perspectives on digital sovereignty and data rights. Results: The findings indicate that Indonesia emphasizes state control over data and the obligations of electronic system operators, the European Union prioritizes comprehensive protection of data subjects’ rights through the General Data Protection Regulation, while the United States adopts flexible, sectoral regulations oriented toward private sector innovation. These differing paradigms result in variations in oversight effectiveness, levels of data protection, and cross-border data transfer mechanisms. Conclusion: This study highlights the urgency for Indonesia to strengthen regulatory harmonization, enhance institutional oversight capacity, and develop equitable cross-border data transfer mechanisms in order to reinforce digital sovereignty while aligning with international data protection standards.
