Abstract

ABSTRACT   This research is conducted on 11-18 December 2017 inBungus Fishing Port, West Sumatra Province. The object of research is a shipyard in Bungus Fishing Port which is aimed to describe the management of shipyard in Bungus Fishing Port. The method used in this research is survey method during the process of collecting data. As information, the shipyard in Bungus Fishing Port is owned by government and specifically focused in maintenance and repair. This shipyard also using vessel lift type dock.  The shipyard in Bungus Fishing Port also supported the fishing vessel and non-fishing vessel with maximum weight up to 30 GT and main material consisted from wood and fiber. The shipyard in Bungus is categorized as traditional shipyard. From the appliance that used during the maintenance and repair, this shipyard encountering several problem which are the limited production of new ship and the lack of dock facility. This problem caused by the lack of the worker ability in making new ship due to the rare of training and inappropriate of docks size as area for building new ship. These problems can be seen as the obstacles in the modernization and development of the shipyard in Bungus Fishing Port. Keywords: Management, Shipyard, Bungus Fishing Port

Abstract

The problems faced by this shipyard were the insufficient land to increase the ship production, and theinsufficient number of workers so that it took a long time to produce one ship which resulted in piling upof the ship orders at this shipyard. Moreover, it was difficult to obtain the license to export the shipsabroad. This study was conducted from June 20th to July 4th. This study was located at the Shipyard ofthe New Bagansiapiapi Harbor, Rokan Hilir Regency, Riau Province. The data obtained were analyzed byusing a descriptive analysis and to know the development the data were analyzed by using SWOTanalysis. This shipyard had low technology and was managed by using a family management system.Based on the SWOT analysis carried out by the New Harbor Shipyard, it can still be developed because itwas in a 1.01 quadrant. The strategic plans for the development of the shipyard of the new Harbor wereholding a training for the timber shipbuilders to build FRP ships, attending an entrepreneurship training inthe management of the shipyard industry for shipyard owners, and collaborating with stakeholders such asthe government, raw material supply companies, training and education fields (college) to be able todevelop the New Harbor Shipyard.

Abstract

Prapat Tunggal Village was a central hub for gombang fishing gear because, on average, fishermen in this village used gombang fishing gear during their time. Gombang is a traditional fishing tool that was very popular among fishermen in the Bengkalis Strait, Bengkalis Regency. According to the report from the Fisheries and Marine Affairs Agency of Bengkalis Regency in 2013, it was recorded that there were 651 units of gombang fishing gear in operation. Then, there was an increase in 2016 by 71.6%, totaling 909 units. According to field surveys conducted by researchers since 2022, very few fishermen in Bengkalis Regency are now using gombang fishing gear and have switched to pengerih fishing gear. This research was conducted from July 6th to 10th, 2023, in Prapat Tunggal Village, Bengkalis Regency, Riau Province. The research object was the gombang fishing gear that was formerly commonly used by fishermen in Prapat Tunggal Village for fishing operations. The data obtained have been tabulated in the form of tables and graphs and analyzed statistically descriptively. The factors leading to fishermen switching from gombang to pengerih fishing gear include easier and safer fishing practices, as well as lower costs for purchasing and maintaining the gear. According to data from the Bengkalis Fisheries and Marine Affairs Agency in 2021, there were 413 units of gombang fishing gear in operation, while there were 1,282 units of pengerih fishing gear in operation.

Abstract

Penangkapan ikan layang biru yang dilakukan secara terus-menerus, tidak terkontrol, dan tidak adanya proses rekruitmen akan menyebabkan stok ikan mengalami degradasi. Sebagian besar stok ikan layang biru saat ini bergantung pada sumber daya alam, yang menyebabkan stok dan kelimpahan ikan tidak stabil, jika ditangkap tanpa adanya pengelolaan yang baik. Oleh karena itu perlu dilakukan kajian terkait dengan pendugaan potensi lestari ikan layang biru. Penelitian ini bertujuan untuk menghitung Catch Per Unit Effort (CPUE), mengkaji nilai Maximum Sustainable Yield (MSY), dan Total Allowable Catch (TAC/JTB) ikan layang biru. Penelitian dilaksanakan di PPN Sibolga dengan metode pengumpulan data secara survei, sementara metode surplus produksi dianalisis dengan model Schaefer. Hasil penelitian diperoleh bahwa nilai CPUE standarisasi pada 2018 sebesar 0,639 ton/trip, pada 2019 mengalami peningkatan menjadi 0,764 ton/trip, pada 2020 menurun menjadi 0,527 ton/trip, pada 2021 menjadi 0,506 ton/trip, dan pada 2022 meningkat menjadi 0,639 ton/trip. Alat tangkap pukat cincin merupakan alat tangkap yang paling berperan dalam sumber daya ikan layang biru. Sementara itu, nilai CMSY dengan menggunakan model scheafer diperoleh 8.699,7 sehingga disimpulkan bahwa status penangkapannya sudah fully exploited. Sedangkan nilai FMSY diperoleh sebesar 5.447 trip, dimana statusnya sudah overfishing karena upaya penangkapan setiap tahunnya sudah berada di atas nilai FMSY. Jumlah tangkapan yang diperbolehkan (TAC/JTB) sebesar 6.959,7 ton.
