Abstract

According to Articles 33 & 34 of the 1945 Constitution Law of the Republic of Indonesia, the state is tasked with protecting the entire Indonesia nation and promoting general welfare in realizing social justice for all Indonesia people. One of the government's strategies in realizing social welfare is to distribute social assistance (Law Number 11 of 2009). Based on the Regulation of the Minister of Finance (PMK) number 181 of 2012, social assistance (bansos) is assistance in the form of transfer of money, goods, or services by the central/regional government to the community to protect the community from the possibility of social losses, increase economic capabilities, and improve social welfare. This type of research is descriptive qualitative research. This research is to identify and analyze Public Service Development Strategies in Increasing Transparency of Aid Distribution in Wajo Regency. This study uses qualitative research methods in the research design. The results of interviews with Social Service employees and the community show that the public service development strategy in Wajo Regency focuses on the use of information technology, effective socialization, and an empathetic approach. Overall, the efforts made by the Social Service have brought positive changes in the distribution of social assistance in Wajo Regency, with an increase in public trust and satisfaction with the services provided.

Abstract

School leadership is a key determinant of education quality, requiring principals who can inspire, motivate, and foster teacher commitment to create a positive work culture and effective learning. This study aims to explain the concept of transformational leadership, describe its implementation by school principals, and examine its impact on improving teacher performance. The research employed a descriptive qualitative approach using observation, documentation, and literature review of relevant studies, with principals and teachers as the main subjects.The findings reveal that principals apply transformational leadership through role modeling, providing motivation and recognition, involving teachers in decision-making, and encouraging innovation in teaching. These practices lead to increased discipline, creativity, and teacher self-confidence, while fostering a harmonious work environment. The novelty of this study lies in highlighting the contextual application of transformational leadership in Indonesian schools, emphasizing the integration of local cultural values with leadership practices. The study concludes that transformational leadership is effective in enhancing teacher motivation and performance while strengthening positive school culture. Practical implications suggest the need for leadership training, managerial competence development, and collective reflection among educators.

Abstract

This study aims to analyze the implementation of transformational leadership by the principal in developing teacher competencies at Public Elementary School 270 Lebani, Belopa District, Luwu Regency. The research was conducted using a descriptive qualitative approach, employing in-depth interviews, participatory observation, and documentation study. The findings reveal that the principal applies transformational leadership through four main dimensions: role modeling, inspirational motivation, intellectual stimulation, and individualized consideration. These dimensions directly contribute to the improvement of teachers’ pedagogical, professional, social, personal, and digital competencies. The novelty of this study lies in the integration of digital competence as part of teacher development within the context of the Merdeka Curriculum, as well as the reinforcement of the principal’s role as an agent of change in rural areas. The conclusion emphasizes that transformational leadership is key to creating a school culture that supports learning innovation and sustainable professional development of teachers.

Abstract

The main problem in the Gelora Wisata area of ​​Nepo Village is the low level of visitor awareness regarding cleanliness, despite the availability of trash bins. This leads to a buildup of trash, which disrupts the aesthetics and health of the environment. This community service activity aims to raise visitor awareness by installing educational boards on proper waste management. The methods used included field observation, identifying critical points of waste accumulation, and installing informative visual educational materials about waste decomposition times. The results of this activity demonstrated a change in visitor behavior, with visitors beginning to heed the instructions on the boards and utilizing the available trash bins. In conclusion, strengthening visual education has proven effective in stimulating behavioral change in the tourism area

Abstract

This study aims to identify the supporting and inhibiting factors affecting the role of public administration in strengthening rural food systems and to formulate strategies for optimizing public administration to achieve sustainable rural food systems. The study was motivated by the strategic role of public administration in planning, organizing, coordinating, implementing policies, and monitoring food development programs. A mixed-methods approach combining qualitative and quantitative techniques was employed. Informants included village officials, farmer groups, community leaders, and community members selected through purposive sampling. Data were collected through focus group discussions (FGDs), in-depth interviews, observations, and documentation, and analyzed using the Pearce and Robinson (2009) model. The findings indicate that Manurung Village possesses several supporting factors, including extensive agricultural land, available local labor, supportive village regulations, active farmer groups, and village funds allocated to the food sector. External opportunities include government food security programs, access to digital markets, agricultural empowerment initiatives, private-sector partnerships, and increasing local food consumption. Major constraints consist of limited administrative capacity, suboptimal program management, inadequate irrigation infrastructure, dependence on middlemen, limited agricultural innovation, climate change, commodity price fluctuations, land conversion, external competition, and dependence on subsidized fertilizers. IFAS analysis produced a strength score of 2.28 and a weakness score of 0.72, indicating that existing strengths can overcome internal weaknesses. The recommended strategy is the SO (Strength–Opportunity) strategy, which emphasizes maximizing internal strengths while utilizing external opportunities to support a sustainable rural food system.
