Abstract

Background: In the growth of the digital environment, women face structural vulnerabilities, especially in cases of Online Gender-Based Violence (OGBV) in Indonesia. Purpose: Many studies expose how skilled digital and technological mastery among top activists, but a significant gap remains in understanding how the digital divide impacts grassroots Muslim women’s safety. This research seeks to chart the digital gap among members of Nasyiatul ‘Aisyiyah in Yogyakarta and Fatayat NU in Kediri, to see how the gap affects OGBV prevention. Methods: The study adopted a qualitative semi-ethnographic approach, including in-depth interviews, field observations, and document analysis. The study adopted a qualitative semi-ethnographic approach involving in-depth interviews with three members of Aisyiah and Fatayat in Yogyakarta and Kediri. Data were also supplemented by observing their daily activities while accessing digital media and documenting their past activities. Results: The results revealed a hidden divide among less critical women in digital literacy and particularly technical security, as well as formal reporting systems, despite access through their devices. In addition, the culture within that society has influenced how women perceive and address online threats. Conclusion: The findings indicate that the digital divide is a structural problem and that it contributes to women’s ability to digitally defend themselves in times of crisis. Implications: In intellectual terms, these findings depict a complex picture of the tiptoeing line that lies in Islamic gender and communication discourses. In reality, the research implies that community-based literacy initiatives should consider integrating digital safety with religious morals. It also highlights the immediate imperative of multi-stakeholder cooperation among religious communities, state actors, and digital platforms to redress the silencing of women.

Abstract

Rendahnya pemahaman masyarakat mengenai fungsi parlemen menjadi salah satu tantangan bagi DPR RI dalam membangun hubungan dengan publik. Sebagai upaya meningkatkan pemahaman tersebut, Humas DPR RI menyelenggarakan Program Edukasi Parlemen yang ditujukan kepada pelajar, mahasiswa, dan masyarakat umum. Penelitian ini bertujuan untuk menganalisis strategi komunikasi Humas DPR RI dalam membangun pemahaman publik tentang fungsi parlemen melalui Program Edukasi Parlemen. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, dokumentasi, dan studi pustaka. Data dianalisis menggunakan model Miles dan Huberman dengan bantuan perangkat lunak NVivo 12 melalui proses coding, word frequency, dan pengelompokan data ke dalam node, kemudian diinterpretasikan bedasarkan model komunikasi Harold D. Lasswell. Hasil penelitian menunjukan bahwa Humas DPR RI membangun pemahaman publik melalui pengelolaan peran komunikator, penyusunan pesan yang bersifat edukatif, pemanfaatan berbagai media komunikasi, serta penyesuaian komunikasi dengan karakteristik khalayak sasaran. Strategi tersebut menghasilkan peningkatan pemahaman masyarakat mengenai fungsi parlemen, perubahan persepsi terhadap DPR RI, serta terbentuknya sudut pandang baru mengenai peran parlemen dalam sistem demokrasi. Temuan penelitian menunjukkan bahwa Program Edukasi Parlemen tidak hanya berfungsi sebagai sarana penyampaian informasi, tetapi juga menjadi media edukasi politik yang memperkuat pemahaman masyarakat mengenai fungsi parlemen.

Abstract

Public information is one of the government's efforts to provide public information regarding their performance and activities. However, even some regulations guide them, practice in public information management has not been optimal considering the information risks and threats, such as disclosing inappropriate information. For this reason, the literature study seeks to explore some efforts that can be made in information management, especially in Indonesia. This qualitative study tries to categorize and describe the management of public information in risk management and public information security in terms of technological management, process management, and human resource management. Technological management is expected to have an information system capable of providing a sense of security from threats, both malware and in building an effective system. Process management includes procedures, auditing, and a holistic approach to realizing effective public information management. Finally, human resource management emphasizes the importance of improving the quality of agents through training and leadership to act not only as a leader but also as a navigator and a translator of public information management. This study proposes a conceptual model based on those themes to minimize the effects of risks and threats on public information. Limitations and suggestions for future research are also discussed.

Abstract

An organization experiences changes on a constant basis. The institution is driven to adapt and survive in this competitive environment by both internal and external stimuli. To manage organisational change, leaders play a crucial role. However, more research is still needed in the field of how leaders react and communicate in the context of organizational change, particularly in the public institution. In explaining leadership communication in organizational change, existing studies frequently use widely accepted views such as leadership styles that frequently contradict one another. Therefore, this research aims to investigate how leadership communication is carried out in the context of organizational change. How a public organization prepares for and integrates into a new government organization is investigated using qualitative and interpretive methods with a case study method. The role of leadership communication in managing organizational change was examined from a sensemaking point of view. In order to gain a complete picture of leadership communication, 17 participants were interviewed at different organizational levels. By demonstrating how leaders navigate an organization's managerial change discourse by integrating their bracketed information from various relevant sources, choosing information, and reconstructing information through communication, this article makes a valuable contribution to the literature on leadership communication.

Abstract

ABSTRAK Kisah-kisah lokal yang memuat nilai perjuangan, pengabdian, dan cinta tanah air perlu dialihwahanakan ke dalam bentuk yang lebih dekat dengan pembaca masa kini. Salah satu bentuk yang relevan adalah tulisan feature karena menggabungkan fakta, kedalaman konteks, dan daya tarik bagi manusia. Kegiatan pengabdian masyarakat ini bertujuan untuk mengevaluasi efektivitas pelatihan penulisan feature untuk alih wahana kisah-kisah bela negara bagi komunitas literasi di Sumatera Barat. Metode yang digunakan adalah mixed methods dengan desain embedded kuantitatif-dominan. Strand kuantitatif menggunakan one-group pre-test dan post-test untuk mengukur perubahan pemahaman peserta, sedangkan strand kualitatif menggunakan Focus Group Discussion (FGD) dan observasi untuk menjelaskan proses belajar, bentuk partisipasi, serta hambatan yang dialami peserta. Kegiatan dilaksanakan di Universitas Negeri Padang pada 29 Juni 2026. Berdasarkan hasil pembersihan data, analisis berpasangan dilakukan pada 9 peserta. Rerata skor pre-test sebesar 93,33 meningkat menjadi 96,67 pada post-test. Secara kualitatif, FGD dan observasi menunjukkan bahwa contoh kisah lokal, latihan penentuan angle, dan praktik menulis membantu peserta memahami alih wahana kisah bela negara menjadi feature, meskipun peserta masih memerlukan pendampingan terkait kedalaman data, penyusunan opening, dan penyuntingan naskah. Dapat disimpulkan bahwa pelatihan ini efektif secara deskriptif dalam meningkatkan pemahaman peserta dan mendorong partisipasi menulis, namun perlu pendampingan lanjutan agar luaran dapat berkembang menjadi karya yang siap dipublikasikan. Kata Kunci: Mixed-Methods, Pelatihan Feature, Alih Wahana, Bela Negara, Komunitas Literasi.  ABSTRACT Local stories that embody the values of struggle, dedication, and patriotism need to be repackaged in ways that connect more readily with today’s readers. Feature writing serves this purpose well, as it combines factual grounding, contextual richness, and a human-centered narrative pull. This community service initiative was established to evaluate the effectiveness of a feature-writing training program designed to help a literacy community in West Sumatra adapt national defense narratives into feature pieces. A mixed-methods approach was used, anchored in a quantitatively dominant embedded design. The quantitative strand tracked changes in participants’ understanding using a one-group pre-test and post-test, while the qualitative strand drew on focus group discussions (FGDs) and observational notes to clarify the learning process, the forms of participation observed, and the obstacles participants encountered along the way. The activity took place at Universitas Negeri Padang on June 29, 2026. After data cleaning, a paired analysis was conducted on responses from 9 participants. The average pre-test score of 93.33 rose to 96.67 on the post-test. On the qualitative side, the FGDs and observations suggested that exposure to local story samples, angle-determination exercises, and hands-on writing practice all helped participants grasp how to turn these stories into features. Even so, it became clear that they still need further mentoring, particularly in deepening their factual data, composing effective openings, and revising their drafts. The training appears to have been effective in improving participants’ understanding and encouraging participation in writing. Still, continued follow-up support is necessary if these early outputs are to mature into pieces ready for publication. Keywords: Mixed-Methods, Feature-Writing Training, Repurposing, National Defense, Literacy Community.

Abstract

This study examines the role of Public Relations (PR) as a mediator in an advocacy program through disseminating the Competition Law Textbook conducted by the Indonesian Competition Commission (KPPU). A qualitative approach using a descriptive case study method was employed through observation, in-depth interviews, and documentation. Data were analyzed using the four stages of PR management developed by Cutlip, Center, and Broom, combined with the Power-Interest Matrix. The findings indicate that KPPU implemented fact finding, planning and programming, action and communication, and evaluation systematically. At each stage, PR mediated organizational interests and stakeholder needs by translating complex competition law concepts into accessible and relevant information. Stakeholder analysis identified the Ministry of Higher Education, university leaders, lecturers, and students as key players because they possess high levels of power and interest. PR also adapted communication approaches according to stakeholder characteristics to strengthen message acceptance and engagement. The study concludes that advocacy effectiveness depends not only on the quality of advocacy materials but also on PR’s capacity to identify strategic stakeholders, manage communication, and adapt strategies to their needs and characteristics effectively.

Abstract

The controversy surrounding the national fuel oil (BBM) reserve stock in 2026 has raised public concerns and has the potential to lead to a crisis of trust in the government. This situation demands an effective crisis communication strategy to maintain information stability and reduce public panic. This study aims to analyze the issue management and crisis communication strategies of the Ministry of Energy and Mineral Resources (ESDM) in responding to the 2026 fuel oil reserve stock polemic through its official communication channels. The study used a qualitative approach with a qualitative content analysis method. Data were obtained through documentation studies and supported by non-participant observation of the issue's development in the public sphere. Data analysis was carried out through the stages of data reduction, categorization, interpretation, and drawing conclusions using the Situational Crisis Communication Theory (SCCT) framework. The results show that the Ministry of ESDM implemented a combination of diminish, corrective action, and bolstering strategies to explain the external factors causing the issue, convey mitigation measures, and strengthen public trust in national energy availability. This study concludes that the use of multi-channel communication through websites and social media plays a crucial role in issue management and maintaining the institution's reputation. Further research is recommended to involve more government communication content or conduct comparisons between agencies in managing public issues.
