Abstract

Efektivitas pengawasan merupakan faktor kunci dalam menjaga kelestarian sumberdaya serta mencegah tindakan ilegal yang merugikan negara, sehingga perlu mencari strategi peningkatan kinerja pengawas di Pangkalan PSDKP Tual penting dalam memberantas IUU Fishing. Penelitian ini akan mendukung kebijakan pemerintah dalam pencegahan dan penegakan hukum, serta menjaga keberlanjutan sumber daya perikanan dan ekosistem laut. Penelitian ini bertujuan untuk merumuskan strategi peningkatan kinerja pengawas sumberdaya kelautan dan perikanan di Pangkalan Pengawasan Sumberdaya Kelautan dan Perikanan (PSDKP) Tual. Penelitian ini menggunakan analisis kinerja dan analisis persepsi dengan menggunakan pendekatan deskriptif. Untuk mengetahui kehandalan data pada analisis kinerja dan analisis persepsi terhadap hasil kuesioner dilakukan uji validitas dan reliabilitas. Hasil analisis kinerja menunjukkan bahwa Pangkalan PSDKP Tual telah melakukan kegiatan pengawasan dengan baik yang dilihat dari capaian kinerja yang telah ditetapkan, namun menurut hasil analisis persepsi dari respoden, masih perlu dilakukan peningkatan untuk mendukung kegiatan pengawasan secara optimal yaitu dengan melakukan pengembangan dan peningkatan kompetensi SDM, serta penyediaan sarana dan prasarana pengawasan yang memadai. Implementasi strategi-strategi ini diharapkan dapat meningkatkan efektivitas pengawasan, mengurangi pelanggaran, serta mendukung keberlanjutan sumberdaya kelautan dan perikanan di wilayah Pangkalan PSDKP Tual.

Abstract

The effectiveness of supervision is a key factor in preserving resources and preventing illegal actions that are detrimental to the state, so it is necessary to look for strategies to improve the performance of supervisors at the Tual PSDKP Base which is important in eradicating IUU Fishing. This research will support government policies in preventing and enforcing laws, as well as maintaining the sustainability of fisheries resources and marine ecosystems. This research aims to formulate a strategy to improve the performance of marine and fisheries resource supervisors at the Tual Marine and Fisheries Resources Monitoring Base (PSDKP). This research uses performance analysis and perception analysis using a descriptive approach. To determine the reliability of the data in performance analysis and perception analysis of the questionnaire results, validity and reliability tests were carried out. The results of the performance analysis show that the Tual PSDKP Base has carried out supervision activities well as seen from the performance achievements that have been determined, however, according to the results of the analysis of perceptions from respondents, improvements still need to be made to support supervision activities optimally, namely by developing and increasing human resource competency, as well as providing adequate monitoring facilities and infrastructure. The implementation of these strategies is expected to increase the effectiveness of supervision, reduce violations, and support the sustainability of marine and fisheries resources in the Tual PSDKP Base area.

Abstract

This study aims to formulate strategies to enhance the performance of marine and fisheries resource surveillance at the Marine and Fisheries Resources Surveillance Base (PSDKP) in Tual. The effectiveness of surveillance is a key factor in preserving resources and preventing illegal activities that harm the state. This research employs two main analytical approaches, the Analytic Hierarchy Process (AHP) and SWOT analysis, to identify and prioritize the most relevant strategies. The AHP results indicate that human resources (HR) have the highest weight (0.657), followed by infrastructure and surveillance systems (0.259), and policy (0.084). Based on the SWOT analysis, the prioritized strategies include enhancing HR capacity with a weight of 0.571, developing surveillance systems with a weight of 0.191, strengthening cooperation with a weight of 0.123, and advocating for policy and lobbying with a weight of 0.114. The implementation of these strategies is expected to improve surveillance effectiveness, reduce violations, and support the sustainability of marine and fisheries resources in the PSDKP Tual area.

Abstract

Hairtail is one commodities of fish economically important that be caught in Cilacap waters. The increased demand of hairtail in every years, caused hairtail resources potentially exploited as great as possible and when not controlled will caused disturbed hairtail resources. This study aims were to analysis fisheries biology condition of hairtail in Cilacap waters and to analyse fishing gear effectiveness. Research implemented in November to Desember 2014 on fish landing sites (TPI) Pandanarang, Tegal Katilayu, Lengkong and surrounding Cilacap waters. The research methodology was a survey method to fish catching activities with sirang nets (drift gillnet), payang nets (denish seine) and arad nets. Fisheries biology conditions analyzed with fishing gear effectiveness analyzed with catch per unit effort (CPUE) every fishing gear. The result of research were range in total length and length mode 25,2- 79,9 cm and 69 cm, range in weight and weight mode 15- 285 gram and 165 gram. Growth pattern of hairtail was negative allometric. Efective fishing gear was drift gillnet with CPUE was 0,57 ton/units.

Abstract

The Ministry of Maritime Affairs and Fisheries prioritizes measured fishing policy. The shift from pre-production to post-production fishing policy is unprecedented in Indonesia. The initial fisheries product levy (PHP) is now paid after the fishing operation based on fish species and amount. The Measured Fishing (PIT) mandated in Government Regulation 11 of 20203 has unnerved fishing businesses. The Minister of Maritime Affairs and Fisheries of Indonesia issued Circular (SE) B.1954/MEN-KP/XI/2023 to allow fishing vessels to tranship their catches at sea. This study employed SWOT. SWOT analysis plans outcomes. S is strength, W is weakness, O is opportunity, T is threat. This study used SWOT analysis to recommend using a good Fishing Vessel Monitoring System to help the Measured Fishing Program (MFP) to catch fish effectively and legally. The PIT program manages and regulates fishing to not exceed available resources and prevent illegal or detrimental fishing, improves port infrastructure to reduce IUU fishing with a stricter reporting system, improves catch data accuracy by using new technology to monitor and record fish types and numbers, and improves policy implementation and supervision to prevent climate change from harming mariculture.
