Abstract

This research analyzes the role of the General Election Commission in realizing substantive democracy in the 2024 elections, focusing on the case of data manipulation in the Vote Recapitulation Information System. The use of Sirekap, which aims to increase efficiency and transparency, has faced challenges in the form of data anomalies and vote inflation that weaken public confidence in election results. This research uses a qualitative approach with descriptive analysis through interviews and literature studies, to evaluate the effectiveness of the General Election Commission in dealing with these problems. The results of this study show that vote inflation is caused by technical errors, lack of offering training, and potential disruptions in systems security at Sirekap. The General Election Commission has conducted an evaluation through manual checks, increased training for those involved in the vote counting process, and improvements to the Sirekap system to prevent similar incidents in the future. This study recommends system improvements, strengthened security, and increased public participation to maintain the integrity of substantive democracy in Indonesia.

Abstract

The 2024 presidential election is the right moment for all Indonesians to participate in realizing the principles of democracy. However, in its implementation, there is a lot of public suspicion in an honest and fair election process. Starting from the nomination process to the results of the vote count won by one of the pairs of candidates who are considered defective by the community because they prioritize their political interests so that the other two pairs of candidates submit election result disputes to the Mahkamah Konstitusi to save Indonesian democracy. The purpose of researchers conducting research is to find out the role of the Mahkamah Konstitusi in resolving disputes over the 2024 presidential election. The research method used uses a qualitative approach by analyzing data from literature studies. The results showed that the Mahkamah Konstitusi rejected the dispute on the grounds that it was unfounded. In fact, there is a dissenting opinion that the application should be granted. This shows that the Mahkamah Konstitusi has lost its legitimacy as a legal protector and can also reduce public trust in legal institutions in Indonesia.

Abstract

Transisi energi menjadi prioritas global dalam menghadapi krisis iklim dan ketergantungan terhadap energi fosil. Artikel ini menganalisis peran Jerman sebagai pemimpin global dalam mendorong adopsi energi terbarukan melalui kebijakan Energiewende. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dan analisis dokumen. Hasil penelitian menunjukkan bahwa Jerman berperan sebagai norm entrepreneur, yang mempengaruhi kebijakan energi global melalui mekanisme pembelajaran (learning), persaingan (competition), dan peniruan (emulation). Meski menghadapi tantangan domestik seperti penolakan terhadap energi nuklir dan batu bara, Jerman tetap konsisten memperluas pengaruhnya secara internasional melalui diplomasi energi, bantuan teknis, dan kerja sama multilateral. Inisiatif seperti dukungan terhadap IRENA dan REPowerEU menunjukkan strategi soft power Jerman dalam mempromosikan norma energi hijau. Dengan kekuatan ekonomi, teknologi, dan nilai-nilai keberlanjutan, Jerman berhasil membentuk standar internasional baru untuk transisi energi dan mendorong negara lain untuk mengadopsi kebijakan serupa menuju dekarbonisasi global.
