Abstract

Indonesia Emas 2045 is a strategic vision that aims to make Indonesia a developed country, with one of the main focuses being the development of excellent Human Resources (HR). Global challenges such as the Industrial Revolution 4.0, technological disruption, demographic changes, and the need for new skills make improving the quality of human resources a national priority. Excellent human resources, who master technical skills such as artificial intelligence (AI), robotics, and the Internet of Things (IoT), as well as soft skills such as adaptability and creativity, are needed to improve Indonesia's competitiveness in the global market. This research aims to explore strategies for developing superior human resources through improving the quality of education, vocational training, and mastery of digital technology, and analyze the collaboration between the government, private sector, and educational institutions. This research uses a descriptive qualitative method based on literature study. The benefits of this research are to provide insights into the strategic steps that can be taken to bridge the skills gap between education and industry, and to provide recommendations for strengthening vocational education and cross-sector collaboration. In conclusion, developing superior human resources requires a holistic approach that includes improving access to quality education, competency-based training and mastery of modern technology. Strong collaboration between the government, businesses and educational institutions is key to achieving this vision. Recommendations include strengthening curricula relevant to industry needs, improving access to technology in remote areas, and expanding vocational training programs to prepare a globally competitive workforce by 2045.

Abstract

The importance of occupational safety in the maritime industry encourages the implementation of the Safety Management System (SMS) to reduce the risk of accidents and improve protection for ship crews. This study aims to analyze the role of SMS in improving work safety, identifying implementation challenges, and its impact on incident reduction. The research method uses a qualitative approach with literature analysis and case studies to explore the complexity of SMS implementation in the maritime sector. The results show that effective SMS consists of four main components: safety policy, risk management, safety assurance, and safety promotion. Its implementation involves risk assessment, ongoing training, and periodic evaluation. However, challenges such as a lack of management commitment, an unsupportive organizational culture, and limited resources often hinder the success of SMS. Nonetheless, companies that successfully implement SMS experience increased safety awareness, reduced incidents, and the formation of a strong safety culture among crews. In conclusion, SMS is a crucial tool to improve work safety in the maritime sector. Its success depends on management commitment, crew training, and technology integration. Research recommendations include longitudinal studies to assess the long-term impact of SMS as well as quantitative approaches to objectively measure its effectiveness. These findings make a practical contribution for shipping companies and regulators in optimizing safety policies.

Abstract

This study aimed to empower teachers in designing and implementing literacy-based evaluations through a community-engaged professional development program. Responding to the need for improved assessment literacy, the initiative involved workshops and classroom mentoring for in-service teachers in elementary and secondary schools. Using a qualitative descriptive and action-based approach, data were collected through observation sheets and semi-structured interviews, then analyzed thematically. Results indicated a significant shift in teacher practices, from reliance on traditional assessments toward the use of formative, student-centered tools such as rubrics and reflective journals. Teachers demonstrated increased confidence, autonomy, and collaboration, reflecting professional growth and greater assessment literacy. The intervention also fostered reflective thinking and peer support, aligning well with national and international literacy frameworks. Despite challenges such as time limitations and varied readiness among teachers, the program showed that targeted, participatory training can foster sustainable changes in assessment practice. The study recommends integrating such models into broader teacher development policies and highlights the need for future research to explore long-term impacts on both teaching and student outcomes.

Abstract

The relocation of the Indonesian Capital City from Jakarta to the Capital City Of Nusantara in East Kalimantan is a strategic step that is expected to bring major changes to the community, including the local community, both in terms of social, economic and cultural aspects. This research aims to identify factors that support the strengthening of the quality of human resources (HR) and economic access and evaluate their impact on social integration in the Nusantara Capital City. The methodology used is descriptive qualitative with a literature study approach, which allows in-depth analysis of relevant literature to build a conceptual framework and effective HR development and economic access strategies. The results show that strengthening the quality of human resources through increased access to education and skills training is essential to ensure local communities are able to adapt to the social and economic changes taking place. On the other hand, improving economic access that includes easy access to capital, market access, and adequate infrastructure is needed to create equitable economic opportunities for all levels of society. The results of this study confirm that the success of the relocation of the Capital City does not only depend on physical development, but simultaneously the quality of human resources of local communities and migrants must be built in order to realize harmonious and inclusive social integration. For this reason, affirmative policies are needed for vulnerable groups through strengthening access to the education sector and sustainable training, increasing economic access through financial inclusion, and social integration strategies that strengthen community cohesion. Thus, the Nusantara can become a model of inclusive sustainable development, which supports the welfare of local communities amidst major changes. In addition, the central government, Nusantara Capital City (IKN) Authority and other local governments to collaborate in supporting the successful development of the Nusantara Capital City.
