Abstract

This study aims to analyze the evaluation of quality control-based learning outcomes in realizing quality learning for students. In order for monitoring and evaluation to run well, periodic procurement based on quality control is needed, it is intended that educators have the latest data regarding the achievement of learning outcomes on a regular basis so as to improve the quality of learning. The research method used is a descriptive method with a literature approach through literature on evaluating learning outcomes and quality control-based evaluation policies. The answer to the results of this study is the evaluation of quality control-based outcomes is an evaluation carried out by educators to measure the success of the learning process through quality control based on indicators of learning outcomes. In implementing all learning outcomes in order to realize the quality of learning, quality control-based evaluation procurement is needed which aims to assess the achievement of goals, measure various aspects of various lessons, motivate student learning, become an evaluation as a basis for curriculum changes, and determine follow-up assessment results.

Abstract

Educational institutions are often faced with complex, unstructured problems, involving many stakeholders with different perspectives and interests. Such problems cannot be solved with a technical approach alone, but require an adaptive and participatory systemic approach. This study aims to examine the application of Soft Systems Methodology (SSM) as a qualitative approach to solving complex problems in the educational environment. The study was conducted through a systematic literature review of ten scientific articles published between 2020 and 2025, obtained from the Scopus, Google Scholar, and Garuda databases. The search process used the keywords "Soft Systems Methodology", "education", and "educational management". Ten articles reported that the use of SSM succeeded in producing a conceptual model that could be applied to design systemic changes that were contextual and acceptable to educational institutions. In addition, this approach was considered capable of integrating social, cultural, and policy aspects that influence decision-making in educational institutions. The results of this study strengthen the argument that SSM is not only useful for mapping problems, but also effective in encouraging cross-functional collaboration and producing more sustainable solutions. Therefore, the implementation of SSM can be a relevant strategy for educational management in responding to complex challenges in a more structured and inclusive manner.

Abstract

This study aims to analyse the opportunities and challenges of implementing e-RKAS (electronic-based School Activity and Budget Plan) as part of efforts to digitize education financing governance in Indonesia. The main focus of this study is how e-RKAS contributes to improving transparency, efficiency and accountability in the management of BOS Funds at the education unit level. Methods: The method used is a systematic literature review (SLR) with a qualitative approach. Data sources were collected from relevant national and international literature, published between 2015 and 2025, using keywords such as “e-RKAS”, “education financing” and “BOS governance”. Analysis was conducted using thematic coding techniques to identify key issues that emerged from previous studies. Results: The results show that e-RKAS provides a strategic opportunity to accelerate the disbursement process, strengthen the integration of digital financial reporting, and encourage the implementation of school-based management. However, significant challenges such as limited technological infrastructure, low digital literacy of school managers, and lack of training and technical assistance are still obstacles in the implementation of this system. Novelty: The novelty of this research lies in the systematic mapping of the actual conditions of e-RKAS implementation nationwide, as well as the formulation of evidence-based strategic recommendations to strengthen the success of digitizing education financing in the future.
