Abstract

The implementation of the Village Owned Enterprises (BUMDes) policy is the process of implementing and implementing the rules and guidelines that have been set by the government to establish and manage businesses at the village level. This research aims to find out how the Implementation of the Bogor Regent Regulation Policy Number 79 of 2018 in the Management of Village Owned Enterprises (BUMDes), to find out what obstacles are faced in the management of Village-Owned Enterprises (BUMDes), to find out what efforts are made to achieve the policy in Cigombong district, Bogor Regency. This study uses a quantitative method with a descriptive approach with data collection techniques using observations that become the main and secondary data, interviews, questionnaires equipped with documentation data and literature studies as secondary data. The analysis technique used Likert scale measurements and used the Weight Mean Score (WMS) formula. The results of the study received an average score of 3.68 which is included in the good category. This is observed according to aspects such as communication, resources, disposition, and bureaucratic structure that have been well realized, but improvements are needed in several aspects of communication and resources to maximize policy implementation. As a result, the efforts made include training for managers, the need to strengthen communication between the village government and the community, increase and improve human resources and improve the bureaucratic structure that supports BUMDes operations.

Abstract

Jabatan fungsional Polisi Kehutanan, Pengendali Ekosistem Hutan dan Penyuluh Kehutanan merupakan jabatan fungsional tertentu yang kedudukannya berada dibawah pembinaan Kementerian Lingkungan Hidup dan Kehutanan. Kewajiban setiap pejabat fungsional adalah melaksanakan butir-butir kegiatan fungsional dan menyusunnya dalam bentuk DUPAK sesuai dengan petunjuk teknis yang telah ditetapkan. DUPAK yang telah disusun kemudian diajukan kepada tim penilai untuk dilakukan pemeriksaan dan verifikasi, namun persoalan muncul ketika adanya pemahaman yang berbeda antar tim penilai terhadap butir-butir kegiatan fungsional, hal ini terjadi karena tidak adanya pedoman yang dapat dijadikan rujukan oleh tim penilai dalam melaksanakan tugas dan fungsinya. Pendekatan secara sistemik dapat dianggap sebagai salah satu langkah solutif dalam menyelesaikan masalah, pendekatan tersebut berupa koordinasi kerja, baik antar tim penilai maupun tim penilai dengan direktorat teknis atau pihak terkait yang dinilai memliki kompetensi dibidangnya, sehingga tercipta hubungan saling pengertian antara tim penilai pusat dengan tim penilai UPT dalam rangka mewujudkan hubungan kerjasama yang harmonis dan sinergis dalam penilaian angka kredit. Penyelesaian secara sistemik juga memberikan kejelasan dalam pelaksanaan tugas, wewenang dan tanggung jawab demi terwujudnya suatu koordinasi dan sinkronisasi atas kesepahaman dalam menafsirkan butir-butir kegiatan dalam Dupak.

Abstract

Terrorism has become a grave threat to countries around the world. Claims that the action is a movement in the name of religion are part of a campaign carried out by terrorists. This terrorism campaign aims to create a support base from the religious community. The purpose of this study is to examine the Government's efforts to respond to acts of terrorism, to find out the speed at which terrorists carry out campaigns, and how the Government indirectly plays an essential role in the process of campaigning for terrorism through statements issued in response to various acts of terror that have occurred in Indonesia. This research method uses a qualitative approach with data collection techniques through library research—data analysis using content analysis. The results of the study show that acts of terrorism are radical religious acts, tend to make terrorist campaigns spread faster, and are more effective in creating a base of support. It proves that the choice of government policy in Counter-narratives on Terrorism can determine whether the terrorist campaign is stopped or even more deployed. The research results recommend a more practical concept proposal for the Indonesian Government's Counter-Terrorism Narrative policy in dealing with terrorism campaigns as part of Indonesia's Counter-Terrorism strategy.
