Abstract

The purpose of this research is to find and analyze how much the effectiveness of the local asset management and all that will be conducted in order to raise local revenue. Data used is secondary data. Analysis technique using the ratio of effectiveness and the ratio of contribution. The result shows the ratio of effectiveness and the ratio of contributed to local revenue show a fairly good measurement, this can be seen from the the percentage value. Abstract

This study analyzes fiscal independence and regional spending in accelerating poverty alleviation in Papua Province through a pro-poor growth path through a panel data model with 3 options, namely Pooled Least Square (PLS), Fixed Effect Model (FEM), and Random Effect Model (REM). In this approach, data processing is carried out by combining time series and cross-section data and the method used is Ordinary Least Square (OLS) on empirical data from 29 Regencies/Cities in Papua Province from 2010 to 2021. Increased regional fiscal independence capacity and regional spending has little impact on reducing poverty, especially in districts where access is difficult to reach. During that period, poverty in districts/cities in the province of Papua showed a good trend, although not significant. In addition, there was a tendency for the pattern of change in poverty to be in the opposite direction to shopping areas. Where the tendency of an increase in regional spending has an impact on reducing the percentage of poor people in districts/cities in the province of Papua during that period.

Abstract

The city of Jayapura has potential in the agricultural sector where there are people who take advantage of the potential in the field of secondary crops. Agricultural commodity crops in Jayapura City are in the form of food crops, namely paddy rice, corn, beans, and tubers which are cultivated in this region. Palawija commodities developed in this region have potential and can be sold to other regions but have not had a significant impact on regional income and the community. The analytical method used is Location Quotient and Shift Share analysis which are combined to find out the leading commodities in the Jayapura City area and then SWOT analysis, to determine directions and strategies for regional development based on grain commodities. The results of the analysis show that the leading commodity crops in Jayapura City are Sweet Potatoes with a local economy-based commodity development strategy with efforts to increase the production of secondary crops, especially sweet potato commodities, increase product processing innovation, and farmer group expertise

Abstract

The Effect of Accountability and Transparency on Local Government Performance Mediated by Financial Supervision in the Papua Provincial Government, supervised by Westim Ratang and J. A. Mollet. Thesis for Masters in Regional Finance at Cenderawasih University.The purpose of this research is to know and analyze the effect; 1) Financial accountability for the performance of the regional government of the Papua Province, 2) Financial transparency towards the performance of the regional government of the Papua Province, 3) Financial accountability for the regional financial supervision of the Papua Province, 4) Financial transparency for the regional financial supervision of the Papua Province, 5) Financial accountability, transparency finance and financial supervision affect the performance of the regional government of Papua Province, 6) Financial accountability to the performance of local government through financial supervision of the regional government of Papua Province, 7) Financial transparency of the performance of local government through financial supervision of the regional government of Papua Province and 8) Financial supervision on the performance of the regional government of the Papua Province, 9) Variables that have a dominant influence on the performance of the regional government of the Papua Province.The method used in this research is path analysis. The author uses path analysis (path analysis) because to determine causal relationships, with the aim of explaining the direct or indirect influence between exogenous variables and endogenous variables.The results of the analysis show that: (1) Financial accountability influences regional financial management supervision. (2) Financial transparency affects regional financial management supervision. (3) Financial accountability influences local government performance. (4) Financial transparency affects local government performance. (5) Financial accountability, financial transparency and financial supervision affect the performance of local governments. (6) Financial accountability affects the performance of regional governments through supervision of regional financial management. (7) Financial transparency influences regional government performance through supervision of regional financial management. (8) Supervision of regional financial management affects the performance of regional governments. (9) Accountability has a dominant influence on the performance of the regional government of Papua Province.

Abstract

Presently, Indonesia ranks as the fourth most populous country globally. The country's population is on a constant rise, accompanied by escalating issues such as poverty, hunger, gender inequality, and disparity. To address these challenges, a solution was initiated in the 1980s when the government first introduced a family planning program aimed at regulating the population's growth within the country. Employing the capability approach, this research examined the influence of Indonesia's family planning policy on women, offering a comprehensive viewpoint. Additionally, gender disparity emerges due to insufficient population and family development support for human rights. The conversion factors significantly affect the freedom capability and women's capacity to translate available resources into action. The purpose of this study is to critically discuss the strengths and weaknesses of Indonesia's family planning policy and its impact on women. The outcome indicated that obstacles for women arose from factors like shifts in governance, conflicting policies, government inefficiency, and BKKBN's incapacity to handle family planning. Consequently, it is crucial for all sectors and agencies to efficiently execute the family program to alleviate gender inequality in women's health.

Abstract

The effectiveness of government financial management is one of the most important things in setting the priorities of a country's social and economic development. To minimize weaknesses in public services, the government began to increase the use of technology in its services. One of the programs is in the form of one-stop integrated services. This study aims to analyze, test and measure the performance of the Investment Office and One-Stop Integrated Services using the Balance Scorecard Method. This type of research is quantitative descriptive research. The sample in this study was 40 employees and 60 community respondents who made permits at the Investment Office and One-Stop Integrated Services of Keerom Regency, which were taken using a simple random sampling technique. The data collection method is carried out through the distribution of questionnaires, observations, and documentation. The data that has been collected is then tested for validity through validity tests and reliability tests. The results of the study using the balance scorecard method showed that the Effectiveness of Financial Management in DPMPTSP Keerom Regency based on the financial perspective showed "good". Performance Measurement at DPMPTSP Keerom Regency I’n terms of finance for the period 2021 to 2022 shows the value of the economic ratio which is classified as "good". The Internal Process perspective shows "good" performance, the growth and learning perspective shows the "excellent" category, and the customer perspective shows "excellent". Overall, the performance of DPMPTSP Keerom Regency is considered "good" and has shown its commitment to continue to improve the quality of service to the community to the maximum. Abstract

Using the capability approach, this research investigates the impact of Indonesia's family planning policy on women, emphasizing gender disparity resulting from inadequate support for human rights in population and family development. Conversion factors play a significant role in shaping women's freedom and capabilities. The study critically examines the strengths and weaknesses of the family planning policy, revealing obstacles for women related to governance shifts, conflicting policies, government inefficiencies, and BKKBN's limitations. The study underscores the importance of effective implementation across all sectors and agencies to address gender inequality in women's health.

Abstract

Kelompok pembudidaya ikan nila di Koya Timur menghadapi permasalahan akan tingginya tingkat kematian ikan, yang disebabkan karena kualitas air kolam tanah yang tidak optimal. Tujuan dari kegiatan pengabdian ini adalah untuk meningkatkan kualitas air melalui penerapan teknologi penjernihan air kolam menggunakan sistem filtrasi dengan penambahan karbon aktif. Kegiatan pengabdian dilakukan di Pokdakan Manila Bendung Tami yang berlokasi di Kelurahan Koya Timur, Kota Jayapura, Papua. Kegiatan dilaksanakan menggunakan metode participatory rural appraisal, melalui kegiatan penyuluhan, penerapan teknologi, dan pendampingan. Hasil dari kegiatan pengabdian adalah terjadinya transfer pengetahuan mengenai aplikasi karbon aktif dalam sistem pengolahan air sirkuliasi dan sistem monitoring kualitas air; terjadinya layanan pemasangan sistem penjernihan air pada kolam milik mitra; keberlanjutan penerapan teknologi; dan peningkatan kualitas produksi melalui penurunan tingkat kematian ikan selama dipasangnya teknologi penjernihan air. Berdasarkan hasil evaluasi, mitra menyatakan manfaat positif dari aplikasi teknologi penjernihan air kolam dengan terjadinya penurunan laju kematian ikan secara signifikan

Abstract

This study investigates the application of the blue economy approach in enhancing the potential of marine fisheries in the coastal areas of Jayapura City, Papua Province, Indonesia. Drawing upon the city’s abundant marine biodiversity and strategic geographical location, the research aims to examine the socio-economic dynamics of Indigenous coastal communities, evaluate the integration of blue economy principles, and propose strategic frameworks for sustainable fisheries management. Data were collected from 111 respondents across four key coastal regions in Jayapura using descriptive statistical methods, profitability analysis, and SWOT analysis. The findings reveal substantial untapped potential of marine fisheries hindered by challenges such as limited product diversification, inadequate market accessibility, and environmental constraints. The study emphasizes the critical need for comprehensive policy integration, community capacity-building, and ecological preservation to achieve sustainable development. This research contributes to local economic policy discourse and provides replicable insights for implementing blue economy initiatives in similar coastal contexts.
