Abstract

Resource of skipjack fish is one of the recovered natural resources found in Jayapura City and has the potential to be optimized in supporting regional development and efforts to improve community welfare. the utilization efforts so far still use a conventional approach that is oriented towards yield and number of catches. The purpose of the study was to understand the factors that influence the income of fishermen, and understand the marketing system of catching tuna fish in Jayapura City. Respondents researched 90 families using randomized stratification methods. The type of data used: primary data in the form of community income data, the number of fishermen's catches, the number and types of production costs, marketing systems, types and fishing equipment, social culture of the community. Secondary data are fisheries statistics, annual reports, Jayapura City in numbers. Data sources are DKP, BPS, Bappeda, Disperindagkop Kota Jayapura. The research analysis methods are Multiple Regression Analysis with the Smallest Squares Method (OLS) and Marketing System Analysis Methods. The results showed that the variable selling price, the number of catches, work experience, capital, age, education level and fishing gear had a significant influence on the income of fishermen. Determination Value R2 = 0.890. The results of various classical assumption tests indicate that the data normality test is very normal and residuals have spread normally.

Abstract

Ineffectiveness of regional financial management will certainly lead to the implementation of regional development are not optimal. Depart from the concept in mind, it is interesting to examine and analyze the issue of how to measure the effectiveness of financial management in the Jayapura District on the Special Autonomy Era. The analysis result showed that generally, area of financial management in Jayapura District running less effective. Other than that the amount of contributions of the fund balance at the regional income shows high dependency of revenue sharing. The expenditure side tends to minimize the increase in regular budget expenditure for development (public), hence the macro does not much affect the acceleration of economic development. The budget deficit system will optimize development in three ways. First, the government's efforts to optimize the internal resources possessed to reduce dependency on fund balance by mapping and restructuring local revenue. Second, the government must set clear priorities of regional development budget allocation according to the concept of value for money. Third, the budget deficit or surplus principle for the government is an innovative way for any action to encourage productive economic activity.

Abstract

Implication processes development at Regency Jayapura begets pressure to in the presence and Sentani's Lake continuity, one that did by society, and also government. That problem as adulterating as water, family and industry waste, is electricity to catch fish, discarding color substance substance goes to lake. That activity cause physical damage, biological, ecosystem and biodiversity that exists in it. Sentani's lake lies at Jayapura's Regency broadly 9.360 ha, one that have natural resources that greatly, and so potentially to be developed as asset at a swoop society income source and region original income. There is role even Sentani's Lake namely as, fishery conducting, fishery catches, fresh water source, tourism, and over transportation. To the effect this research is provide information about Sentani's Lake economic value based decision making in harnessed Sentani's Lake and for management capacity step-up environment and extended development. analisys method that is used is market price approaching, travel cost approaching and approaching contingen valuation method. Result observationaling to point out that Sentani's Lake Economic Value as conducting of fishery reaches Rp.7.507.500.000. Sentani's Lake economic value as producer of fish catches Rp.27.256.250.000/year. Sentani's Lake economic value as source of society drinking water as big as Rp.13.305.500.000. Meanwhile as wisata's object nature reaches Rp.790.759.200/year, added by Lake party performing Sentani as big as Rp.1.750.000.000. Sentani's Lake economic value as transportation namely Rp.569.921.500/ year. Lakes totaled economic value Sentani as big as Rp.51.179.921.700/ years.

Abstract

Area size of degraded land in Cycloops was 9.374 ha, from the total area size of 22.500 ha. The objectives of this research were describing forest damage in Cycloops, estimating economic impact from Cycloops forest damage, and formulating action for overcoming Cycloops forest damage. This research was conducted by the following approach es: change of productivity, cost of medical remedy, qualitative description, and transfer benefit. The research results show whereas the impact of flood/landslides in Cycloops has reduced farming productivity with the loss value of Rp 35,725,262,500, decreased public health Rp 152,325,000, the damage to public facilities and infrastructure Rp 51,778,194,000. The total value of economic loss as a result of floods/ landslides in Cycloops was Rp 88,401,754,100. Value of WTP community Rp 24,513,878,150. The results of AHP show that stakeholder LMA and the Community an important role in controlling the forest damage in Cycloops with value 0.30. A right approach of policies in the form of Preserved and Environmentally-Friendly Forest had the value of 0.66. The ratio value of consistency was 0.04. An alternative policy for the development of Cycloops region is an Empowerment of Forest Community with the value of 0.34, which means that the local community must be empowered.

Abstract

The implementation of the Special Autonomy (Special Autonomy) in accordance with Law No. 21, 2001, is an effort to accelerate the development and distribution of areas in the city of Jayapura. Implementation OTSUS is the equation of regional autonomy of local governments and financial management. The purpose of this study to analyze the financial management aspects of the area in terms of effectiveness, and budget planning after special autonomy, and justice analyze budget allocations. Quantitative analysis of the research approach consisting of a horizontal analysis, vertical analysis, and conversion analysis. The results showed that the effectiveness of the financial management of Jayapura city district in the Special Autonomy less effective, analysis of revenue and revenue growth ratio high of 37.33 percent and lowest 6.07. Ratio highest balanced fund 49.55 percent in 2006. Highest expenditure ratio reached 47.13 percent. The results showed a tendency analyst highest revenue growth in 2009 of Rp45.103 Billion, followed by the highest propensity balanced fund Rp567.980 Billion in 2009, the trend of the highest expenditures Rp451.190 Billion in 2009, the highest real development expenditure Rp208.063 Billion in 2008, the highest absorbed construction Rp147.418 Billion in 2006. Financial planning area is under estimated to PAD, whereas the conversion of the budget shows the budget surplus in 2002 and 2007.

Abstract

Potensi pengembangan rumput laut terbaik di Papua salah satunya terletak di Kabupaten Biak Numfor, masalah di lapangan menunjukkan minimnya modal usaha, pemasaran usaha tidak berkembang, harga yang rendah, hingga minimnya keberadaan industri makanan olahan rumput laut. Industri makanan olahan rumput laut yaitu pembuatan stik oleh kelompok usaha Khasanah dan Alifa di Kabupaten Biak Numfor. Tujuan penelitian menganalisis model bisnis canvas makanan olahan rumput laut oleh kelompok usaha Khasanah dan Alifa di Kabupaten Biak Numfor Provinsi Papua. Penelitian berlangsung Januari-Februari 2021 dengan menggunakan data primer yaitu berupa aktivitas produksi, pemasaran, modal usaha, biaya produksi, pendapatan usaha budidaya rumput laut dan produk stik dari rumput laut. Narasumber penelitian sebanyak 2 kelompok usaha pembuatan makanan stik yaitu Kelompok Khasanan dan Alifa. Metode pengumpulan data dengan cara survei menggunakan kuesioner dan wawancara. Metode analisis data menggunakan model business canvas. Hasil penelitian menunjukkan bahwa segmentasi utama pelanggan adalah pelanggan anak-anak, karyawan/pekerja dan wisatawan lokal dan mancanegara, hubungan pelanggan penawaran langsung ke konsumen dan layanan pengantaran, proposisi nilai yaitu stik mengandung serat alami dan protein, aktivitas kunci meliputi produksi dan pemasaran, sumberdaya utama yaitu fisik, manusia, keuangan dan intelektual dan aliran pendapatan dari penjualan produk olahan rumput laut dan pendapatan dari konsinyasi.

Abstract

Kota Jayapura sebagai wilayah pesisir, memiliki keunggulan sebagai daerah penghasil ikan tuna sirip kuning terbesar di Provinsi Papua. Kondisi pengelolaannya menggunakan model ekonomi linier berbasis output dan tidak berkelanjutan. Hal tersebut harus cepat diatasi, karena berdampak terhadap keberlanjutan pangan, penurunan stok ikan, pertumbuhan ekonomi terganggu. Berdasarkan keprihatinan tersebut, maka muncul model pengelolaan perikanan tuna sirip kuning yang berkelanjutan berbasis ekonomi biru. Tujuan penelitian: analisis tekno ekonomi pemanfaatan limbah ikan tuna sirip kuning menjadi pakan ikan organik. Responden penelitian yaitu sebanyak 50 KK yang terdiri dari 35 KK untuk sampel nelayan dengan menggunakan metode acak distratifikasi (stratified random sampling), dan 10 orang responden untuk analisis tekno ekonomi pemanfaatan limbah ikan tuan sirip kuning menjadi pupuk organik padat. Jenis data yang digunakan berupa data primer dan sekunder. Metode analisis data yang digunakan yaitu: Analisis Harga Pokok Produksi, BEP, Variabel Costing. Hasil analisis menunjukkan bahwa analisis tekno ekonomi pemanfaatan limbah ikan cakalang layak dibuat menjadi pakan ikan organik, dengan cara pengolahan limbah ikan menjadi pakan yaitu dengan meniriskan ikan untuk mengurangi air yang berlebih, dilanjutkan merebus ikan hingga mendidih dan digiling dengan mesin gilingan daging, dan dicampur dengan bahan lain serta hasil gilingan akan disimpan dan dijemur hingga kering untuk menghindari busuk. Hasilnya diperoleh bobot kering sekitar 40% persen dari bobot basah limbah. Hasil pembuatan pakan menghasilkan keuntungan yang sangat besar yang dapat menjadi sumber mata pencaharian alternatif bagi masyarakat, sekaligus dapat menjadikan ekosistem dan sumberdaya tetap lestari, juga dapat mengoptimalkan pemanfaatannya untuk peningkatan kesejahteraan masyarakat.

Abstract

The creativity of Sunday school teachers is an absolute necessity in developing the spiritual abilities and skills of Sunday school children. This can take place well, if training and capacity building for Sunday school teachers are carried out regularly, both by the church and in collaboration with related stakeholders. The purpose of the service is to try to improve the ability and entrepreneurial creativity of Sunday school teachers so that when teaching, Sunday school teachers are good at creating an atmosphere that attracts the attention and enthusiasm of Sunday school children to participate in worship (Bible stories) through active, innovative, creative learning methods, effective and fun and convey about entrepreneurship for Sunday school children to members of the GSJA Logos Kotaraja congregation. The method of implementing the training is lectures in the form of delivering material and practice accompanied by the use of teaching aids to Sunday school teachers and members of the GSJA Logos Kotaraja Church. The results of the training showed that there was an increase in the ability of the training participants and there was also an increase in the knowledge of the training members about how to teach creative and innovative Sunday school children, understanding of entrepreneurship for Sunday school children to church members. The results of observations during the training also went well and smoothly and all participants were actively involved in participating in each training session.

Abstract

This study analyzes fiscal independence and regional spending in accelerating poverty alleviation in Papua Province through a pro-poor growth path through a panel data model with 3 options, namely Pooled Least Square (PLS), Fixed Effect Model (FEM), and Random Effect Model (REM). In this approach, data processing is carried out by combining time series and cross-section data and the method used is Ordinary Least Square (OLS) on empirical data from 29 Regencies/Cities in Papua Province from 2010 to 2021. Increased regional fiscal independence capacity and regional spending has little impact on reducing poverty, especially in districts where access is difficult to reach. During that period, poverty in districts/cities in the province of Papua showed a good trend, although not significant. In addition, there was a tendency for the pattern of change in poverty to be in the opposite direction to shopping areas. Where the tendency of an increase in regional spending has an impact on reducing the percentage of poor people in districts/cities in the province of Papua during that period.

Abstract

The city of Jayapura has potential in the agricultural sector where there are people who take advantage of the potential in the field of secondary crops. Agricultural commodity crops in Jayapura City are in the form of food crops, namely paddy rice, corn, beans, and tubers which are cultivated in this region. Palawija commodities developed in this region have potential and can be sold to other regions but have not had a significant impact on regional income and the community. The analytical method used is Location Quotient and Shift Share analysis which are combined to find out the leading commodities in the Jayapura City area and then SWOT analysis, to determine directions and strategies for regional development based on grain commodities. The results of the analysis show that the leading commodity crops in Jayapura City are Sweet Potatoes with a local economy-based commodity development strategy with efforts to increase the production of secondary crops, especially sweet potato commodities, increase product processing innovation, and farmer group expertise
