Abstract

Hospitals should focus more on patient satisfaction as a way to gain and maintain market share, maintain patient loyalty, and attract new customers or patients. Quality service ensures patient satisfaction, which ultimately makes patients voluntarily utilize or are willing to return to the hospital and voluntarily recommend the hospital's services to others. The purpose of this study was to determine the relationship between the intention of revisiting and patient satisfaction in the outpatient unit at the Grha Permata Ibu Hospital. This study is a quantitative study with a cross-sectional approach. Sampling in this study used random sampling of 100 respondents. The results showed that there was a relationship between the intention of revisiting (p = 0.000) and patient satisfaction. The conclusion of this study is that there is a significant relationship between the intention of revisiting and patient satisfaction in the outpatient unit at the Grha Permata Ibu Hospital with ap value <0.05.

Abstract

This study analyses the interrelationship between alleged medical malpractice, patient safety, and legal accountability through a case study of a suspected malpractice incident during a cesarean section at Bekasi Regional Public Hospital (RSUD Bekasi) in 2025. Using a juridical-normative approach combined with empirical case analysis, the research applies Donabedian’s quality of care framework and examines Indonesian legal instruments, particularly Law No. 17 of 2023 on Healthcare. Data were collected from statutory provisions, court archives, national media reports, and scholarly literature, and analysed qualitatively through normative interpretation and triangulation of legal norms, theory, and factual findings. The results indicate three key deficiencies: (1) limited implementation of standard operating procedures and informed consent; (2) weak institutional oversight and patient safety culture; and (3) slow, costly, and opaque dispute resolution mechanisms that hinder access to justice. Comparative analysis with international practices shows that Indonesia’s legal governance remains fragmented, with insufficient integration between healthcare regulation and professional accountability. The study concludes that comprehensive reform is required to strengthen patient protection through clear regulatory mechanisms, independent medical audits, and the development of a no-fault compensation system that ensures both patient rights and medical professionalism.

Abstract

Kelalaian tenaga medis merupakan salah satu isu paling krusial dalam pelayanan kesehatan karena dapat menimbulkan dampak serius bagi keselamatan pasien serta menimbulkan konsekuensi hukum bagi rumah sakit sebagai institusi penyelenggara pelayanan. Dalam konteks hukum kesehatan di Indonesia, rumah sakit tidak hanya bertanggung jawab atas tindakan tenaga medis yang berada di bawah koordinasinya, tetapi juga wajib memastikan terselenggaranya pelayanan yang aman, bermutu, dan sesuai standar profesi. Penelitian ini bertujuan untuk menganalisis dasar hukum yang mengatur tanggung jawab rumah sakit, bentuk-bentuk kelalaian yang sering terjadi, serta model pertanggungjawaban yang diterapkan ketika kelalaian menyebabkan kerugian bagi pasien. Melalui pendekatan yuridis normatif, penelitian ini menelaah regulasi yang relevan, seperti Undang-Undang Rumah Sakit, Undang-Undang Praktik Kedokteran, serta doktrin perbuatan melawan hukum dalam hukum perdata. Hasil analisis menunjukkan bahwa tanggung jawab rumah sakit dapat mencakup pertanggungjawaban langsung akibat kelemahan sistem manajemen maupun pertanggungjawaban tidak langsung atas tindakan tenaga medis. Selain itu, penelitian ini menegaskan pentingnya penerapan prinsip kehati-hatian, peningkatan kualitas standar operasional, serta pengawasan internal untuk mencegah terjadinya kelalaian medis. Penguatan regulasi, mekanisme penegakan hukum, dan edukasi bagi tenaga medis juga menjadi faktor penting dalam menciptakan sistem pelayanan kesehatan yang lebih akuntabel dan berorientasi pada keselamatan pasien.
