Abstract

Region IX Higher Education Service Institution, abbreviated as Region IX LLDIKTI, is a work unit within the Ministry of Education, Culture, Research and Technology which is required to provide the best service to the community. Region IX LLDIKTI responded to this demand by transforming to digital services, one of which is the inpassing proposal service. This research aims to determine and analyze the effectiveness of digitizing Region IX LLDIKTI non-ASN lecturer inpassing services. This research is categorized as descriptive qualitative research. The research results show that the implementation of digitalization of Region IX LLDIKTI non-ASN lecturer inpassing services has been effective in the aspects of effectiveness, continuity, efficiency and accountability. However, from the aspects of integration, interoperability and security it is not yet effective and requires improvement and development.

Abstract

Digital literacy and computational thinking are essential learning elements in the Informatics subject for Phase E, especially for Vocational High School (SMK) students. To become Well-Being and Wise Digital Citizens and Computationally Literate Creators, digital literacy and computational thinking are fundamental skills that SMK students must possess in the Industry 4.0 era to be prepared for a technology-driven workforce. This study aims to analyze the impact of implementing the Problem-Based Learning (PBL) model on strengthening Digital Literacy and Computational Thinking in the Informatics subject. The research method used is quantitative, with a quasi-experimental design. This study involved a sample of 52 students from SMK Barunawati Surabaya, consisting of two classes: X AK and X MP. Based on the research findings, it can be concluded that the implementation of the Problem-Based Learning (PBL) model significantly influences the enhancement of Digital Literacy and Computational Thinking skills in the Informatics subject, leading to improved student learning outcomes. Keywords: Problem Base Learning (PBL), Digital Literacy, Computational Thinking, Informatics   Abstrak : Literasi digital dan berpikir komputasional merupakan elemen pembelajaran yang ada pada mata pelajaran Informatika fase E terutama bagi siswa Sekolah Menengah Kejuruan (SMK). Untuk menjadi Well-Being And Wise Digital Citizen dan Computationally Literate Creators literasi digital dan berpikir komputasional juga merupakan keterampilan mendasar yang harus dimiliki oleh siswa SMK di era Revolusi Industri 4.0 agar siap menghadapi dunia kerja yang berbasis teknologi. Penelitian ini bertujuan untuk menganalisis dampak penerapan model pembelajaran Problem Base Learning (PBL) terhadap penguatan Literasi Digital dan Berpikir Komputasional pada mata pelajaran Informatika. Metode penelitian yang digunakan adalah kuantitatif dengan desain yang digunakan adalah Eksperimen Semu (Quasi Eksperimental). Penelitian ini melibatkan sampel 52 siswa SMK Barunawati Surabaya berasal dari 2 kelas X AK dan X MP. Berdasarkan hasil penelitian dapat disimpulkan bahwa penerapan model pembelajaran Problem Base Learning (PBL) terhadap penguatan  ketrampilan Literasi Digital dan Berpikir Komputasional pada mata pelajaran Informatika memiliki pengaruh yang signifikan terhadap hasil belajar siswa.

Abstract

The determination of permanent employees is a crucial strategic decision for every organization. This decision affects productivity, efficiency, and work culture within the company. This study aims to analyze and determine permanent employees using the OCRA (Operational Competitiveness Rating Analysis) Method. OCRA is a method that assesses employee performance based on indicators of Length of Work, Work Loyalty, Age, Last Education, Work Performance, Communication Skills, and Teamwork Skills that are relevant to the operations of a company. In this study, employee performance data is collected and analyzed using a quantitative approach. Each employee is assessed based on a number of criteria that include productivity, quality of work, compliance with procedures, and contribution to the team and the company as a whole. The results of the OCRA analysis are then used to identify employees who have superior performance and deserve to be considered as permanent employees. The results of the study show that the OCRA Method is able to provide an objective and measurable assessment in determining permanent employees. A3-employees with the highest OCRA scores are proven to have consistent performance and a significant contribution to the achievement of company goals. This study concludes that the use of the OCRA Method in determining permanent employees can increase transparency and accuracy in human resource management decision-making.

Abstract

This study is motivated by the limited research on the effectiveness of sharia economic law and positive law in responding to the rapid pace of digital transformation, particularly in providing legal protection and certainty for digital entrepreneurs in Indonesia. The aim of this research is to examine the extent to which these two legal systems are capable of effectively and sustainably regulating and responding to technological developments. The study employs a qualitative approach using socio-juridical and historical-normative designs. Data were collected through literature review of formal regulations, sharia fatwas, and expert interviews. The findings reveal that sharia economic law demonstrates a high degree of flexibility through approaches such as ijtihād, maṣlaḥah, and contemporary fatwas, including DSN-MUI Fatwa No. 117/2018 on information technology-based financing services. However, these fatwas do not yet carry binding legal force within the national legal system. Conversely, positive law offers stronger legal certainty through formal regulations such as the Electronic Information and Transactions Law (ITE Law), Financial Services Authority Regulation (POJK) No. 77/2016 on IT-Based Lending Services, and the Personal Data Protection Law (UU PDP), although it often lags in addressing emerging technologies such as blockchain and smart contracts. The study concludes that sharia economic law excels in ethical values and social benefit orientation, while positive law is stronger in terms of legal structure and formal sanctions. The implications of these findings highlight the importance of integrating both legal systems into a hybrid legal framework that ensures justice, legal certainty, and public benefit in supporting an inclusive and sustainable digital economic ecosystem in Indonesia.

Abstract

Islamic legal products play a strategic role in shaping Indonesia’s pluralistic and dynamic national legal system. This study aims to analyze the concepts and characteristics of Islamic legal products, evaluate their implementation within the national legal framework, and identify the supporting and inhibiting factors affecting their application. A qualitative method was employed using a normative-juridical and socio-legal research approach, involving analysis of primary and secondary sources such as statutory regulations, fatwas, Islamic legal literature, and institutional documents. The findings reveal that Islamic legal products possess a high degree of flexibility and adaptability, grounded in the core principles of justice, public interest (maslahah), and balance, which are contextually responsive to contemporary socio-economic dynamics. Their implementation in the national legal system is realized through normative integration into formal regulations and social acceptance via institutional practices, particularly in the areas of Islamic banking, fintech, and the management of zakat and waqf. Supporting factors include adaptive regulations, clear fatwa guidelines, and growing public awareness. In contrast, inhibiting factors consist of legal system pluralism, limited codification of Islamic law, and low legal literacy among the public. This study concludes that stronger synergy between Islamic and national law is essential to building a responsive, inclusive, and sustainable legal system. Collaboration among fatwa institutions, regulators, academics, and society is key to achieving regulatory harmonization that addresses the challenges of modernization and digital transformation while ensuring justice and social welfare for all.
