Abstract

Student discipline in elementary schools is a key foundation of character development, yet its implementation often faces challenges such as limited parental involvement and suboptimal student affairs programs. Quality management offers a strategic approach to improve the effectiveness of discipline development. This study is based on Total Quality Management theory (Deming, 1986) using the PDCA cycle, supported by character theory (Lickona) and behaviorist theory (Skinner). The study aims to analyze the quality management of student affairs programs in improving discipline at SDN 216 Sondariah and SD Plus Baiturrahman in Bandung. A qualitative approach with a comparative case study design was used. Data were collected through observation, interviews, and documentation, and analyzed using the Miles and Huberman model. Findings show that both schools applied PDCA-based quality management with different approaches. SDN 216 focused on formal discipline, while SD Plus integrated religious values. Supporting factors included school leadership and teacher involvement, while main challenges involved limited human resources, infrastructure, and parental participation. Solutions included teacher training, the “Discipline Ambassador” program, and flexible parent outreach. In conclusion, context-based quality management effectively improves student discipline. Strengthening school–parent collaboration and continuous monitoring is essential to sustain implementation quality.

Abstract

Pendidikan abad ke-21 menuntut guru memiliki kompetensi yang tinggi dalam aspek pedagogik, profesional, sosial, dan kepribadian. Untuk menjawab tantangan tersebut, pelatihan dan workshop menjadi salah satu strategi penting dalam meningkatkan kompetensi guru secara berkelanjutan. Artikel ini bertujuan untuk menganalisis peran pelatihan dan workshop berbasis POAC (Planning, Organizing, Actuating, Controlling) dalam meningkatkan kompetensi guru di SDN 036 Ujungberung, Kota Bandung. Kajian ini menggunakan pendekatan kualitatif dengan metode studi kasus, dan mengacu pada teori pelatihan dari Glickman et al. serta teori manajemen POAC oleh G.R. Terry. Hasil analisis menunjukkan bahwa pelatihan dan workshop yang dirancang dan dilaksanakan berdasarkan prinsip POAC mampu memberikan dampak positif terhadap peningkatan kompetensi guru. Dalam tahap perencanaan, program disusun sesuai kebutuhan guru; pada tahap pengorganisasian, pelibatan narasumber dan struktur kegiatan terkoordinasi dengan baik; pelaksanaan kegiatan berlangsung interaktif dan kontekstual; serta pengendalian dilakukan melalui evaluasi berkelanjutan. Temuan ini memperkuat bahwa pelatihan dan workshop yang dikelola secara sistematis mampu meningkatkan kemampuan guru dalam merancang pembelajaran, mengelola kelas, serta memperkuat interaksi sosial dan etika profesi. Dengan demikian, implementasi pelatihan berbasis POAC dapat menjadi model pengembangan profesionalisme guru yang efektif di sekolah dasar.

Abstract

Teacher discipline is a key factor in creating a conducive educational environment and supporting effective learning at schools. Although most teachers have demonstrated good discipline, some still face challenges in time management and fulfilling administrative responsibilities. This study aims to analyze the essenciality of school leadership in increasing teacher discipline. The research method employed is qualitative with an approach of case study, with data collected through in-depth interviews, observations, and document analysis. The results of the research indicated that the school principal plays roles as a leader, educator, and motivator, through clear disciplinary policies, time management training, and the creation of a positive work environment. Strategies such as providing constructive feedback, rewards, and regular coaching have proven effective in enhancing and increasing teacher discipline. The study concludes that the role of school leadership is critical in establishing a strong culture of discipline, which ultimately has a positive impact on the quality of learning and the achievement of educational objectives in schools.
