Abstract

Tingginya aktivitas pemanfaatan serta kurangnya informasi dan data tentang ekosistem sebagai acuan dasar pengelolaan di wilayah pesisir Kecamatan Dullah Utara. Penelitian ini bertujuan mengetahui potensi dan sebaran ekosistem terumbu karang dan lamun serta menganalisis laju perubahannya dalam periode waktu tertentu berdasarkan hasil interpretasi citra. Berdasarkan hasil analisis citra akan diketahui luasan dan sebaran ekosistem, kemudian dibandingkan dengan beberapa citra pada periode waktu lampau untuk menganalisis laju perubahannya. Penelitian ini dilakukan di wilayah pesisir Kecamatan Dullah Laut Kota Tual. Metode analisis citra yang digunakan adalah teknik transformasi depth invariant indeks dan klasifikasi terbimbing. Hasil interpretasi citra Landsat 8 tahun 2014 menunjukkan luasan terumbu karang sebesar 1.934,82 ha sedangkan luasan lamun sebesar 614.43 ha. Pada tahun 2004 ke 2009 terjadi peningkatan luas ekosistem terumbu karang sebesar 133.56 Ha (4.78%), sedangkan ekosistem lamun terjadi peningkatan luas sebesar 84.69 ha (14.58%). Pada tahun 2009 ke 2014 ekosistem terumbu karang mengalami penurunan luas sebesar 992.16 ha (33.89%) sedangkan untuk ekosistem lamun mengalami penurunan luas sebesar 51.21 ha (7.69%).

Abstract

The need of Small Island Park (SIP) management at Kei Kecil Islands and improvement of fisheries management, stems from the question of whether conservation can improve fisheries management. Doubts of the benefits of conservation areas in addressing fisheries management issues, as well as poor planning, monitoring and evaluation, have the potential to create disincentives and low expectations of management. This study aims are to assess the effectiveness of SIP management, fisheries management status, and formulate an integrated model of improved management of conservation areas and fisheries. The effectiveness of conservation area management was in the red rank. For two years, these developments were relatively slow. The status of fisheries management in the medium category. The Kobe Plot analysis recommended to management by maintaining the existing strategy. Scenario to improve management through the determination of 80% of indicators are in good condition, the opportunity to achieve well management within 3 - 4 years. Based on integration model, multi-level assessment of effectiveness had a weakness in answering its relationship with fisheries management. The strength of the integration model in the grouping of management objectives according to sustainable management system, including: ecological protection, social strengthening and dynamic and accommodative governance system. Abstract

Pengelolaan perikanan kepiting pada Kawasan Konservasi Pesisir dan Pulau-Pulau Kecil Pulau Kei Kecil dan Perairan Sekitarnya di Kabupaten Maluku Tenggara Provinsi Maluku telah dilakukan. Salah satunya melalui pengembangan kelembagaan pengelola di Ohoi Evu, Kecamatan Hoat Sorbay. Inisiatif pengembangan model pengelolaan perikanan kepiting berbasis masyarakat dimulai dengan pembentukan kelompok nelayan Sinar Abadi. Kajian bertujuan menilai dinamika, status dan perkembangan kelembagaan di masyarakat dalam mendukung pengelolaan perikanan kepiting secara berkelanjutan. Dinamika kelembagaan dianalisis melalui penilaian domain kelembagaan dalam Ecosystem Approach to Fisheries Management (EAFM) dan pendekatan flag model. Status dan perkembangan kelembagaan dianalisis dengan pendekatan Institutional Development Framework (IDF). Penelitian ini menemukan dinamika kelembagaan pengelola perikanan kepiting bakau di Ohoi Evu tergolong dalam kategori sedang. Status kelembagaan cukup baik, berada pada tahap pemantapan dan kebutuhan pengembangan kelembagaan mendesak. Implikasi pengembangannya adalah peningkatan kapasitas kelembagaan dalam pengelolaan perikanan kepiting bertanggungjawab, penetapan dan implementasi Rencana Pengelolaan Perikanan Kepiting, serta penguatan sumberdaya manajemen kelompok dan kemitraan.The management of crab fishery in the Coastal and Small Islands Conservation Area of Kei Kecil Island and the surrounding Waters of Southeast Maluku Regency of Maluku Province has been conducted. One of them is through the development of management institution in Ohoi Evu, Hoat Sorbay Sub-district. The initiative of developing a community-based crab fisheries management model begins with the formation of the Sinar Abadi fishing group. The study aims to assess the dynamics, status and institutional development in the community to supporting the sustainable management of crab fisheries. The institutional dynamics are analyzed through the assessment of institutional domains in the Ecosystem Approach to Fisheries Management (EAFM) and the flag model approach. Institutional status and development are analyzed by Institutional Development Framework (IDF) approach. This research found that the institutional dynamics of crab fishery management in Ohoi Evu belong to medium category. The institutional status is quite good, at the consolidation stage and the urgent institutional development needs. The implications are enhancement of institutional capacity in responsible fishery management of crabs, establishment and implementation of the Crab Fisheries Management Plan, and strengthening of institutional management resources and partnership.

Abstract

The research was carried out on Langgur Beach from January to March 2021. The purpose of this study was to determine the correlation and dispersion of marine debris to molluscs in the Intertidal Zone of Langgur Beach, the edge of the Rosenberg Strait, Kei Islands, Indonesia. The data collection method of this research is the quadratic method. The results of the study noted that the total marine debris accumulated at 21 sampling points amounted to 7,596 items consisting of 14 categories of marine debris and 6 species of Mollusca were found. The results of the analysis show that the dispersion of surface marine debris and marine debris in the sediments are scattered in groups, the dispersion per type of macrozoobenthos on the surface and in the sediments is scattered in groups, regularly and randomly. The results of the analysis also showed a positive correlation between marine plastic debris on the sediment surface and the bivalves of Gafrarium pectinatum on the sediment surface.

Abstract

The fishing ground of the floating lift net fishing fleet in each season in the TPK Kei Kecil conservation area has different economic value because the number of catches, fleet income, and operational costs of the fleet operating in the fishing ground of Ngaf-Ohoiew Island, Sepuluh Island, and Lima Island in each season is different. This study aims to analyze the economic fishing ground of the floating lift net fishing fleet in each season in the region. The locations of this research are Ohoi Namar, Ohoi Selayar, Ohoi Ohoililir, and Ohoi Dian Island, and it will be carried out in May – Oktober 2023. Data was collected using the survey method; respondents were determined using purposive sampling. The data that has been collected includes fishing ground, catches, fleet revenues, and fleet operational costs, then analyzed descriptively, qualitatively, and quantitatively, then presented in the form of pictures. The study recommends that the economical floating lift net fishing fleet fishing area in the TPK Kei Kecil conservation area in transition season 1 and 2 is a fishing ground located in the waters of Ngaf-Ohoiew Island because it has a high income from operational costs of Rp 136,059,000 in transition season 1 and Rp 126,420,000 in transition season 2, respectively while in the eastern season is the fishing ground in the waters of Pulau Lima because the average income is Rp 157,669,000.

Abstract

The economic benefits of hand line production activities carried out by small fishermen utilizing some inputs to produce high economic value output each season in the Kei Kecil small island park (TPK) conservation area differ according to the driving power. Production cost efficiency, effectiveness of production results, and business profits are very important for the sustainability and development of small-scale hand-line fisheries. This study aims to analyze the economics of small-scale hand line production based on the driving power in each season in the TPK Kei conservation area. The type of data needed is primary and secondary data, and the collection method used is triangulation. The analysis used includes analysis of business profits, production cost efficiency, and effectiveness of production results. The results of the analysis show that the production of hand line carried out in the TPK Kei Kecil conservation area in each season is more efficient and effective in the hand line fishing fleet that uses hand line rowing and the highest business profit is the hand line fishing fleet that uses ketinting driving power. The production of small-scale hand lines in the TPK Kei conservation area is small in each season efficiently, effectively, and profitably.

Abstract

The implementation of fisheries management in Indonesia is guided by EAFM concept. Aru Islands, an area in WPPNRI-718 that contributes fishery production in Maluku and Indonesia significantly. Fishery activities dynamic in this region are high, requiring the strengthening of management capacity. Fisheries managers in this area do not yet have a strong understanding and capacity in implementing EAFM. Strengthening fisheries managers capacity was mandated by the Minister of Maritime Affairs and Fisheries Regulation Number 9 of 2015, as well as responding to the need for EAFM competency standards. The activity was attended by 14 participants from 11 institutions in Dobo. Five stages process including: pretest; presentation of introductory material and the six EAFM domains as well as discussions; field trip and data collection; analysis, results presentation, formulation of recommendations; and post test. The results showed an increase in EAFM knowledge around 92.86%, with the level of understanding change of 71.43%

Abstract

Participatory mapping techniques are a way to facilitate the rapid collection of data and information at the community level. The Aru Islands, which have a considerable coastal resource potential, need to be supported by rapid data collection in support of sustainable management of coastal areas. Strengthening the local community in Aru is very much needed in terms of gathering such data through participatory mapping. The purpose of this participatory mapping is to identify the potential and utilization of space. In accordance with the entire phase of the process, a map of the fish species is produced which are potentially captured; the crustaceans which have economic value, the river streams of mega species and the locations which are the green turtle breeding areas, as well as three types of space utilization.

Abstract

This study aims to analyze the status of fisheries management based on the EAFM (Ecosystem Approach for Fisheries Management) approach and to recommend improvements to fisheries management based on the results of the EAFM assessment. This research was conducted from October to November 2021 in nine villages (ohoi) which are included in 4 sub-districts on Kei Besar Island Southeast Maluku Regency. Data were collected in several ways, including interviews with household and institutional fisheries, observation, and literature studies regarding 30 indicators in six EAFM domains. The status of fisheries management using the ecosystem approach in the Kei Besar Islands is categorized as good with a total aggregate value of 61.25 (light green) obtained based on management status per domainas follows: 1. Fish resource is categorized as good; 2. The habitat/ecosystem is categorized as average; 3. Fishing techniques are categorized as average; 4. Social is categorized as good; 5. Economic is categorized as good; and 6. Institutional is categorized as good. Management improvements should focus on: 1. Habitat and ecosystem domain, precisely the status of seagrass and mangrove ecosystems; 2. Fishing techniques domain on indicators such as fishing capacity and fishing effort, suitability of functions and size of vessels, and certification of fishing vessel crews; 3. Social domain on stakeholder participation indicators; and 4. Economic domain on household income indicators (RTP) by considering other domains and indicators. ABSTRAK Penelitian bertujuan untuk menganalisis status pengelolaan perikanan berdasarkan pendekatan EAFM (Ecosystem Approach for Fisheries Management) serta merekomendasikan perbaikan pengelolaan perikanan berdasarkan hasil penilaian EAFM. Penelitian ini dilakukan pada bulan Oktober – Nopember 2021 pada 9 ohoi/desa yang termasuk dalam 4 kecamatan yang berada pada Pulau Kei Besar Kabupaten Maluku Tenggara. Pengumpulan data dilakukan melalui wawancara rumah tangga perikanan dan kelembagaan, observasi serta studi literatur terhadap 30 indikator pada enam domain EAFM. Status pengelolaan perikanan dengan pendekatan ekosistem di Kepulauan Kei besar Kabupaten Maluku Tenggara berada pada kategori baik dengan nilai agregat total sebesar 61,25 (hijau muda) yang diperoleh berdasarkan status pengelolaan per domain, masing-masing: 1. Domain sumberdaya ikan dalam kategori baik; 2. Domain habitat/ekosistem dalam kategori sedang; 3. Domain teknik penangkapan ikan dalam kategori sedang; 4. Domain sosial dalam kategori baik; 5. Domain ekonomi dalam kategori baik; dan 6. Domain kelembagaan dalam kategori baik. Upaya perbaikan pengelolaan harus lebih difokuskan pada: 1. Domain habitat dan ekosistem khususnya status ekosistem lamun dan mangrove; 2. Domain teknik penangkapan ikan pada indikator kapasitas perikanan dan upaya penangkapan, kesesuaian fungsi dan ukuran kapal, serta sertifikasi awak kapal perikanan; 3. Domain sosial pada indikator partisipasi pemangku kepentingan; dan 4. Domain ekonomi pada indikator pendapatan rumah tangga (RTP) dengan atau harus mempertimbangkan domain dan indikator lainnya. Abstract

Assessment of fisheries management with an ecosystem approach (EAFM) in the TPK Kei Kecil conservation area is important to determine the actual conditions of management in the conservation area as a follow-up step for sustainable management. This study aims to analyze the status of fisheries management and efforts to improve management based on the EAFM approach. The study was conducted in 10 villages/ohoi in 4 sub-districts in Southeast Maluku district. Data collection was carried out by interviewing fishery households and institutions as well as tracing data that referred to the EAFM indicator assessment method which included 30 indicators from six domains. The management status of the TPK Kei Kecil conservation area is classified as moderate category which is obtained based on the management status per domain, respectively: a) the domain of fish resources is moderate; b) habitat/ecosystem domain is moderate; c) fishing techniques domain is moderate; d) social domain is moderate category; e) economic domain is low category; and f) institutional domain is moderate category. Recommendations for fisheries management in the conservation area of ​​TPK Kei Kecil are sought to improve the economic domain and fishing techniques, especially in indicators of asset ownership, fishermen's household income, savings ratio, fishery capacity and fishing effort, legal documents on vessel functions and sizes as well as crew certification.
