Abstract

This study aims to analyze the effect of public budget transparency on the level of public trust in the Pamekasan Regency Government. Public budget transparency is defined as adequate openness of information related to the budget preparation, implementation, and evaluation process that can be accessed by the public. Public trust is measured based on public perception of the reliability and accountability of the local government in budget management. Using quantitative methods, this study collected data through a survey with a stratified random sampling technique on 400 respondents selected from various regions in Pamekasan Regency. Data analysis was carried out using simple linear regression to determine the relationship between budget transparency variables and public trust. The results showed that budget transparency had a positive and significant effect on the level of public trust with a regression coefficient of 0.625 and a significance value of 0.000. This finding indicates that the higher the level of budget transparency, the greater the public trust in the local government. This study provides important implications for the development of public policy, especially in increasing budget transparency in order to strengthen public trust.

Abstract

This research based on Dishubkominfo Telecenter’s program that guidance small medium enterprises (UKM) of  Batik in Pamekasan who has implemented since 2008. Then, this research is to identified implemention of telecenter’s program use  theory of George Edward. This theory is about some factors which influence success or bad implementation, in which this research use descriptive qualitative method. Location of the research conducted at the Telecenter Managemen.From the findings, in this research concluded that Dishubkominfo Telecenters program that guidance small medium enterprises (UKM) Batik in Pamekasan has not been implemented. The main problems of implementation process is implementator integrity. The implementator of program did not take full responsibility of this job. All of interviewess from UKM Batik gave testimony that there is no meeting or communication between Telecenter and  UKM Batik. Second, bureaucracy structure. The evaluation and monitoring from Dishubkminfo to Telecenter’s management did not well. Telecenter management just only  sent  his report without check and recheck at the real condition.

Abstract

Masa pandemi Covid-19 menjadikan segala sesuatu menjadi sulit untuk diakses, dengan adanya pemberlakuan pembatasan menjaga jarak dan mematuhi protokol kesehatan dalam setiap kegiatan. Hal ini berdampak pula pada akses pelayanan publik dan memerlukan adanya inovasi pelayanan publik. Salah satunya inovasi pelayanan publik “SEPEDA ONTEL” (Sistem Pelayanan Administrasi Online Kelurahan) bagi masyarakat pada masa pandemi Covid-19 di Kelurahan Gladak Anyar Kecamatan Pamekasan Kabupaten Pamekasan. Tipe peneltian ini menggunakan deksriptif kualitatif dengan  teknik analisis data model fenomenologi  Creswell (1998). Sedangkan untuk kajian teoris menggunakan teori dari Rahmawati (2008:109) menyatakan bahwa standar pelayanan publik yang dapat ditetapkan oleh pihak penyelenggara inovasi pelayanan publik melalui tiga indikator yaitu : (1) Intensitas Pemanfaatan, belum sepenuhnya maksimal dan memerlukan pembenahan dalam pemahaman penggunaan aplikasi, (2) Frekuensi Pemanfaatan, penggunaan aplikasi belum terlalu sering digunakan masyarakat,  (3) Jumlah dan Jenis-Jenis Aplikasi yang digunakan, hanya menggunakan 1 (satu) aplikasi Whatsapp meski hasilnya belum cukup maksimal. Oleh karena itu, Pemerintah Kelurahan Gladak Anyar terus berupaya meningkatkan pelayanan dalam rangka penyesuaian pelayanan publik pada masa pandemi Covid-19 bagi masyarakat.

Abstract

This study aims to examine the effectiveness of collaboration between stakeholders in the EJSC program implemented by the Pamekasan Regional Coordination Agency (Bakorwil) IV. This study uses the collaborative governance theory developed by Chris Ansell and Alison Gash with four main indicators: starting conditions, institutional design, facilitative leadership, and collaborative process. The research method used is a qualitative approach with the research location at Bakorwil IV Pamekasan. Data were obtained through in-depth interviews and documentation, using a purposive sampling technique, and analyzed using the Miles and Huberman interactive model that includes data collection, data condensation, data presentation, and drawing conclusions. The study shows that synergy between the government and the private sector has been established, but community participation is low and the institutional design is unclear. Facilitative leadership is effective through mediation and empowerment, although understanding of objectives is not yet evenly distributed. This program is beneficial for MSMEs and reducing unemployment. These findings strengthen the practice of collaborative governance in regional public policy.
