Abstract

The implementation of good governance requires the government to improve its bureaucratic system so that a more accountable government is formed so that the government becomes more efficient, effective, clean and responsible and free from a culture of corruption, collusion and nepotism. The Pamekasan Regency Financial and Asset Management Agency as a government agency authorized to manage Pamekasan Regency finances and assets is obliged to be responsible for its performance in achieving the vision and mission that has been formulated. The purpose of this study was to determine the accountability of employee performance at the Pamekasan Regency's Financial and Asset Management Agency. This research uses descriptive qualitative research, because it seeks to explain the reality of accountability in the performance of employees of the Pamekasan Regency's Financial and Asset Management Agency. Data collection uses in-depth interview techniques and documentation. Data analysis in this study uses the Text and Language Analysis Method, namely Content Analysis. The results showed that, performance accountability carried out by individual employees was still not going well because in the application of the five dimensions of performance accountability namely legal accountability and honesty, managerial accountability, program accountability, policy accountability and financial accountability were not in line with expectations. In this case, the improvement of the lack of performance accountability carried out by individual employees must be by means of instilling control (self) in each individual employee to be successful in taking responsibility for their performance. Results Performance achievements carried out by individual employees are evaluated for the accountability of their performance and are required to account for their performance in carrying out what are the main tasks, functions and responsibilities mandated to employees.

Abstract

Pamekasan is one of the tobacco producing districts in Indonesia. The high death rate and the impact caused by smoking are the initial steps of the Pamekasan Regency government to create regulations through Pamekasan Regent Regulation Number 2 of 2022 concerning Smoke-Free Areas. One of the policies that has been implemented is Waru Regional Hospital. The theory used in this study is the theory of George C. Edward III (1980) in which there are 4 interrelated variables, namely Communication, Resources, Disposition or Attitude of Implementers and Bureaucratic Structure. The type of research used is research with a descriptive approach as the basis for analyzing the implementation of smoke-free areas at Waru Regional Hospital, Pamekasan Regency. The results of the study show that the Implementation of Pamekasan Regent Regulation Number 2 of 2022 concerning Smoke-Free Areas at Waru Regional Hospital, Pamekasan Regency has not gone well and optimally because of the 4 indicators from George C. Edward III's theory that only 1 indicator has been fulfilled, namely in the Disposition or Attitude of Implementers aspect, while the other indicators are not optimal.

Abstract

This research based on Dishubkominfo Telecenter’s program that guidance small medium enterprises (UKM) of  Batik in Pamekasan who has implemented since 2008. Then, this research is to identified implemention of telecenter’s program use  theory of George Edward. This theory is about some factors which influence success or bad implementation, in which this research use descriptive qualitative method. Location of the research conducted at the Telecenter Managemen.From the findings, in this research concluded that Dishubkominfo Telecenters program that guidance small medium enterprises (UKM) Batik in Pamekasan has not been implemented. The main problems of implementation process is implementator integrity. The implementator of program did not take full responsibility of this job. All of interviewess from UKM Batik gave testimony that there is no meeting or communication between Telecenter and  UKM Batik. Second, bureaucracy structure. The evaluation and monitoring from Dishubkminfo to Telecenter’s management did not well. Telecenter management just only  sent  his report without check and recheck at the real condition.

Abstract

This research aims to determine the realization of Business Licensing Service Innovation in the Issuance of E-Government Based Business Identification Numbers (NIB) through Online Single Submission (OSS) at the Pamekasan Regency One-Stop Integrated Service Capital Investment Service. The type of research used in this research is descriptive qualitative, where data is obtained from interviews and documentation. The data that the author has obtained is then analyzed using data analysis techniques from Miles and Hubberman, namely reducing data, presenting data, and verifying/drawing conclusions. This research uses the theory used by Everett M Rogers in Prabowo et al (2022) which is measured in several indicators, namely Relative Advantage, Compatibility, Triablity, Complexity, and Observability.).The results of this research show that the Business Licensing Service Innovation in Issuing Business Identification Numbers (NIB) Based on E-Government through Online Single Submission (OSS) at the Pamekasan Regency One-Stop Integrated Service Capital Investment Service can be said to be going well, although there are several problems However, this can be resolved by visiting the Pamekasan Regency DPMPTSP to get help with the problems you are experiencing. The increase in the number of NIB issuers every year shows that this innovation is in great demand by business people to help in processing business permits.

Abstract

Diciptakannya UU nomor 23 tahun 2004 tentang penghapusan KDRT awalnya menjadi harapan bagi setiap rumah tangga, tetapi setelah dievaluasi ternyata ia tidak menjadi instrument utama dalam memecahkan persoalan tersebut. Penelitian bertujuan untuk melihat apakah UU tersebut efektive dalam memberikan alternatif solusi yang tepat terhadap masyarakat Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitiannya memberikan konklusi bahwa UU di atas belum mendekati makna efektivitas secara substansi setelah didasarkan pada teori dan orientasi, orientasi dari pada UU ini: (1) Sebagai upaya pencegahan terjadinya kekerasan dalam rumah tangga, yang alternatif pencegahannya hanya dengan penyuluhan (2)Sebagai upaya  melindungi korban, yang memang menyediakan ruang pendampingan tetapi tanpa rumah aman sehingga memberikan impact secara maksimal(3) Sebagai upaya untuk menjaga keutuhan rumah tangga yang harmonis dan sejahtera, tetapi jusrtu dengan alasan KDRT pihak  penegak hukum mengizinkannya untuk dijadikan sebagai landasan dalam perceraian, sehingga untuk menunjang keberhasilan kebijakan tersebut perlu dilakukan sosialisasi secara konsisten.
