Abstract

West Papua has consistently been one of the regions with the highest poverty rates in Indonesia, ranking second in 2022. This study investigates the factors influencing the poverty rate in West Papua from 2018 to 2022 using panel data analysis, which combines both cross-sectional and time-series data. The variables examined include the open unemployment rate, economic growth rate, and human development index. A Random Effect Model (REM) was selected as the most appropriate model for analyzing the data, given its ability to account for individual-specific effects while assuming that these effects are uncorrelated with the independent variables. The model produced a goodness of fit of 0.74, suggesting a strong explanatory power. The results indicate that the economic growth rate and human development index significantly influence the poverty rate, both showing a negative correlation with poverty levels. However, the open unemployment rate was found to be insignificant. These findings suggest that focusing on economic growth and improving human development outcomes could be key to reducing poverty in West Papua. Policy implications and recommendations for further research are also discussed.

Abstract

Majority of patients comes to the community health centers in Manokwari areas is related to malaria diseases, and small number of patients are for diabete melitus diaseses. The patients of diabetes meliatus coming to these community center are not in prediabetic conditions. This means that they are recommended to look better or advanced treatment in hospital. This conditions are due to community lack of knowledge of malaria and diabetes mellitus (DM). To eliminate these condition, community education is important to be conducted, using different approached such as comunity service. The main targets of this research project are the community living at the rural (sub urban) and town areas. Interviews, biomedical measurement parameter, community approaches, and cutting malaria mosquito living cycle, were used to collect data and information. The results indicate that numbers of family member diagnosed with DM and Impaired Glucose Tolerance (IGT) at Town are higher than those at Rural. The respondents diagnosed DM are mostly women, either as house wife or no regular work. Interestingly, no men were reported for DM. Respondents of DM and IGT from Town were mostly at age of 45 – 54 years old, while at Rural were younger, from 15-24 years old. Malaria were found higher prevalence at the sub urban areas, and mostly suffering from Plamodium falcifarum (tropica malaria). After being community approaches, planting anti-malaria herbs, the prevelance of DM and malaria were decreasing because the community awareness of preventing malaria and DM.

Abstract

Hierarchical statistical models are widely used to analyse data with nested structures or repeated measurements, allowing variability across levels to be partitioned and providing more accurate parameter estimation than standard regression models. In the Bayesian framework, parameter estimation often uses Markov Chain Monte Carlo (MCMC), which accommodates complex structures and yields full posterior distributions. However, MCMC is computationally intensive, limiting scalability for large datasets. Recent advances in optimization methods, such as Hierarchical Stochastic Gradient Descent (HSGD) with Adaptive Moment Estimation (Adam), offer a faster and more efficient alternative for hierarchical models. This study applies Hierarchical Bayesian and HSGD-Adam approaches to fish biomass data of the family Lutjanidae from seven Marine Protected Areas (MPAs) in Raja Ampat, Indonesia. The model incorporates ecological predictors such as hard coral cover, distance to the nearest village and period of monitoring, with random effects for area of MPA. Comparison of predictive performance showed that the Bayesian model performed slightly better in RMSE, indicating its ability to capture extreme biomass variations, while SGD-Adam model achieved a lower MAE, reflecting greater stability in prediction. These findings demonstrate that advanced hierarchical modelling methods can enhance ecological data analysis and provide timely, data-driven insights for sustainable marine conservation policy.
