Abstract

This study examines the construction of narratives on immoral issues in political discourse through a critical approach. Immoral issues are often used as political tools to build an image, discredit opponents, or divert public attention from the main issues. This study focuses on how immoral issues are designed, disseminated, and received by society through media and political discourse. Using critical discourse analysis, this research explores the relationship between power, ideology, and the representation of immoral issues in a political context. The findings show that immoral issues are frequently manipulated to influence public perception, control political narratives, and reinforce the dominance of certain groups. The implications of this practice include the distortion of public space, the decline in the quality of political discourse, and threats to democratic integrity. This study highlights the importance of critical literacy in political discourse to foster healthier and more substantive discussions.

Abstract

The lack of Sentani women as members of the DPRD in Jayapura Regency does not illustrate that Papua is one of the provinces that is given space to express democratic life through the special autonomy policy which is predicted to be a new era for Papua towards progress or equality in political life. This research aims to explore the ability and capacity of the MRP in fighting for Sentani women's political rights in accordance with its duties and authority. Second, how is political recruitment carried out by political parties specifically for Sentani indigenous women cadres who are prepared to become legislative members. Third: the influence of local forces which then took away the privileges of sentani women so that they did not have the opportunity to pursue a career in politics. This research applies qualitative descriptive methods. Data was collected through observation, interviews and documentation. This research shows that the MRP's authority cannot be configured into political decisions that influence political parties to prioritize Papuan women in general and Sentani women in particular in political party management. In preparing cadres, political parties refer to the basic bylaws where the recruitment of cadres is guided by figures who are able to increase the party's electability. The influence of local forces in the Sentani cultural structure contributes to the minimal involvement of Sentani women in political participation.

Abstract

Community empowerment is a concept of economic development that summarizes these social values reflecting the new paradigm of development, namely those that are people-centred, participatory, empowering, sustainable, this concept is broader than merely meeting basic needs or providing mechanisms to prevent further impoverishment processes (safety net), whose thoughts have recently been developed as an effort to find alternatives to the concepts of growth in the past. The concept of Empowerment in the field of Entrepreneurship in Nolokla Village is a form of empowerment that involves the community directly, in order to improve the community's economy in the field of entrepreneurship by utilizing the potential that exists in Nolokla Village. The goal to be achieved in this study is to empower the Nolokla Village Community to be able to be an independent entrepreneur. The method used is descriptive qualitative, with data collection techniques, observation, interviews and documentation, and using data analysis techniques in the form of data reduction, data presentation and conclusion drawing. The results of this study indicate that there is potential that can be developed through community empowerment efforts, especially in the field of business independently.

Abstract

This research explores changes in personnel regulations that reflect the government's efforts to consistently boost the human resource capacity of state apparatus. Law No. 8/1974 emphasizes ideological loyalty and administrative requirements without a competency-based system. Law No. 43 of 1999 introduced the principle of merit and competency-based selection, although it is still constrained by supervision and technology. Significant reforms occurred in the State Civil Service Law with the implementation of comprehensive meritocratic principles using technology such as Computers Assisted Test (CAT), and supervision by independent institutions such as KASN and BKN. The results of the study indicate an increase in effectiveness in transparency, accountability, and professionalism of civil servants along with the development of regulations, although implementation challenges in the regions remain obstacles. This study recommends strengthening technological infrastructure, supervision, and ASN training to support sustainable bureaucratic reform.

Abstract

Kegiatan Ini Bertemakan “Sosialisasi Kebijakan Perlindungan dan Afirmasi Bagi Orang Asli Papua Dalam Memaksimalkan Penjualan Komoditas Lokal Di Kota Jayapura”. Kegiatan yang yang bertajuk Sosialisasi Kebijakan Perlindungan dan Afirmasi Dalam Memaksimalkan Penjualan Komoditas Lokal Bagi Orang Asli Papua Di Kota Jayapura memanfaatkan metode observasi dan penyuluhan door to door yang dilakukan kepada pedagang yang ada di pasar. Adapun tujuan kegiatan pengabdian ini guna membantu pemerintah dalam mensosialisasikan kebijakan kaitannya dengan regulasi perlindungan dan afirmasi guna memaksimalkan penjualan komoditas lokal bagi orang asli papua, serta memberikan pemahaman kepada masyarakat baik kepada non orang asli papua, begitu juga dengan orang asli papua mengenai tujuan lahirnya kebijakan perlindungan dan afirmasi bagi pedagan orang asli papua. Hasil pelaksanaan kegiatan ini menunjukkan bahwa dengan adanya sosialisasi yang telah dilakukan, masyarakat menjadi mengetahui mengenai kebijakan tersebut dan menjadikan masyarakat lokal telah diakomodir hal-hal yang menjadi aspirasi dari mereka. Karena regulasi ini merupakan cerminan keberpihakan untuk pemberdayaan masyarakat lokal untuk dapat mengelola, mendistribusikan dan menjadikan komoditas lokal sebagai produk pengembangan yang terpusat pada mereka. Hal ini untuk mendukung laju percepatan dan pengembangan sumberdaya manusia pada tingkat lokal.
