Abstract

Community-based tourism development in Indonesia, especially in villages that have great natural and cultural potential, still faces challenges in increasing community participation and sustainable management. This study aims to analyse sustainable human resource development strategies in tourism objects in Klaisu Village, Jayapura Regency. This research uses a qualitative approach with a purposive sampling method to select 11 informants who are community leaders of Klaisu Village, who have direct experience in tourism and natural resource management. Data were collected through in-depth interviews, field observations, and documentation analysis. The results showed that although Klaisu Village has great tourism potential, such as agricultural products and natural beauty, community participation in tourism management is still low. Sustainable human resource development through training and community empowerment, as well as collaboration with external parties, are the main keys in overcoming this challenge. In addition, marketing issues, financial issues, and social issues are also inhibiting factors in the management of sustainable tourism destinations. The implication of this research is the need to increase community capacity in tourism management and strengthen cooperation with various parties to realise economic, social and cultural sustainability in Klaisu Village.

Abstract

The study aims to (1) determine the effect of simultaneous significant level of organizational culture, motivation for Employee Performance BPKB Papua. (2) To know abaut which variables that have a dominant influence among variables level of organizational culture, employee motivation to Performance BPKB Papua Provice.The research method using sampling survey with random sampling technique using 32 employees BPKB Papua Province. Analysis of the data used by using multiple regression statistics. The hypothesis is (1) The suspect there is a significant effect simultaneously between the culture of the organizational, the motivation for Employee Performance BPKB Papua Province. (2) Allegedly level of organizational culture has a dominant effect compared with the motivation, the Employee Performance BPKB Papua Province.The results showed that: (1) the independent variables include organizational culture, motivation, have significant impact to the Employee Performance BPKB Papua Province. It is evident from the magnitude of the coefficient of determination (R2) of 0.667 means that the contribution of organizational culture, motivation for Employee Performance BPKB Papua Province of 0.667 % and the remaining 32,3 % is influenced by other variables outsite the model study. And Strengthened by the results obtained by ANOVA test count F-30.451>F table is 2.53 then the first hypothesis is accepted (2) In partial variable organization culture has the most dominant influence test results t count 4.432 and partial regression coefficient of 0.717 (71.7 %), for the variable t = 2.577 and partial regression coefficient of 0.353 (35.3%) so that the second hiotesis unsubstantiated.

Abstract

Objective: This study examines the role of Penta Helix collaboration in accelerating bureaucratic reform and improving the quality of public services in Papua Province. The Penta Helix model involving government, business, community, academia, and media is expected to create more effective synergies in addressing Papua's bureaucracy and development challenges.Methodology: The research method used is a qualitative approach with data collection through in-depth interviews, observation, and documentation studies at the Papua Provincial Secretariat.Findings: The findings show that despite significant challenges in terms of infrastructure and human resources, cross-sector collaboration can accelerate bureaucratic reform, create more responsive policies, and improve the quality of public services. Good cross-sector coordination and the active role of the community and media are key success factors.Conclusion: This study concludes that the Penta Helix collaboration can be an effective model to accelerate bureaucratic change in Papua by considering local characteristics and strengthening the capacity of related sectors in development.

Abstract

This study aims to analyze the influence of leadership style, motivation, and discipline on employee performance in the General and Administrative Bureau of the Regional Secretariat (Setda) of Papua Province. A quantitative approach with multiple regression analysis was employed to examine the relationships among variables. Data were collected through surveys using questionnaires distributed to employees of the bureau. The results indicate that leadership style has a positive and significant effect on employee performance. Additionally, both work motivation and work discipline positively and significantly influence employee performance. Among these factors, work motivation contributes the most to enhancing employee performance. These findings highlight that improving motivation, implementing effective leadership, and maintaining strict discipline are essential for optimizing employee performance.

Abstract

This study aims to analyze the implementation of LKPP Regulation No. 7 of 2021 on the optimization of functional positions of procurement officers (JF PPBJ) in the Bureau of Procurement of Goods and Services, Regional Secretariat of Papua Province. The regulation was introduced to strengthen the professionalism of civil servants and improve the quality of procurement governance at the regional level. However, in practice, there remains a gap between regulatory mandates and their implementation in the field. The research employed a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observation, and document review, and analyzed using NVivo 12 Plus software for thematic coding and data organization. Data validity was ensured through source and method triangulation. The findings indicate that functional officers perform only part of their mandated duties, particularly in supplier selection and technical assistance during the planning stage, while their roles in contract management and self-managed procurement remain limited. Nevertheless, the annual credit target as a performance indicator was consistently achieved, reflecting a selective and adaptive form of optimization. Supporting factors include adequate facilities, incentives, and inter-agency coordination, while inhibiting factors involve budget constraints, external interventions, and the limited readiness of local providers. This study concludes that the optimization of functional positions is not solely determined by formal compliance with regulatory tasks but also by the bureaucracy’s ability to adapt to practical conditions in the field. The findings imply the need to strengthen coordination, enhance capacity building, and revise performance indicators so that functional officers can contribute more substantively to the effectiveness, efficiency, and transparency of public procurement.

Abstract

This study aims to determine and analyze the influence of competency variables, work motivation and discipline that have an impact on the performance of assistants in the Department of Industry, Trade, Cooperatives and SMEs in Jayapura City. The sample unit in this study is a staff of 42 employees, taken using purposive sampling technique. Data analysis used descriptive statistics and Multiple Regression Analysis. The results showed that (1). Simultaneously, the variables of competence, work motivation, and discipline have a significant positive impact on the performance of assistants but are significant (2). Partially, the competence variable has a positive and significant effect, however, motivation has a positive and significant effect and the discipline variable has a positive and significant effect on the performance of the assistants (3). The variable of work motivation dominantly has a significant effect on the performance of the assistant staff.

Abstract

This study aims to analyze the influence of competence, work motivation, and work discipline on employee performance at the Regional Development Planning Agency of Papua Province. The research employed a survey method with a quantitative approach, where data were collected through questionnaires distributed to all employees as respondents in this study. Data analysis was conducted using multiple linear regression with the assistance of IBM SPSS 24 statistical software. The results indicate that: (1) competence has a positive and significant effect on employee performance, supporting the first hypothesis; (2) work motivation has a positive but not significant effect on employee performance, supporting the second hypothesis; (3) work discipline has a positive and significant effect on employee performance, supporting the third hypothesis; and (4) competence, work motivation, and work discipline collectively influence employee performance. These findings emphasize that competence and work discipline are key factors in improving employee performance. Meanwhile, although work motivation tends to have a positive effect, it is not significant in the context of this study. The implications of this research can serve as a foundation for policy-making to enhance employee effectiveness and productivity, particularly through competence development and the implementation of optimal work discipline.

Abstract

This research aims to analyze the influence of the quality of FEBI IAIN Fattahul Muluk Papua's academic services on student loyalty with student satisfaction as an intervening variable both directly and indirectly. The research method used is quantitative with an explanatory design. The sampling technique used purposive sampling with a sample size of 123 respondents. Data collection techniques are observation, interviews, and distributing questionnaires. The data analysis method used in this research is Structural Equation Modeling (SEM) with SmartPLS software. The research results show that academic service quality has a significant effect on student loyalty, academic service quality has a significant effect on student satisfaction, student satisfaction has a significant effect on student loyalty, and student satisfaction can be an intervening variable between academic service quality and student loyalty.

Abstract

This study aims to: (1) analyze the simultaneous effects of work stress, job satisfaction, and organizational commitment on employee performance at the Youth and Sports Office of Jayapura Regency; (2) examine the partial effects of these variables on employee performance; and (3) identify the most dominant variable influencing employee performance. The study population consists of all employees of the Youth and Sports Office of Jayapura Regency, totaling 26 individuals, with a sample of 23 employees. A multiple regression analysis was employed to test the significance of the relationships between work stress, job satisfaction, organizational commitment, and employee performance, given the correlational nature of the hypotheses. The findings indicate that work stress, job satisfaction, and organizational commitment significantly influence employee performance when analyzed simultaneously. Partially, work stress negatively affects employee performance, where lower levels of work stress are associated with higher performance. Job satisfaction exhibits a positive relationship with employee performance, suggesting that higher job satisfaction enhances performance. Similarly, organizational commitment positively influences employee performance, with highly committed employees demonstrating better performance. Among these three variables, job satisfaction exerts the most dominant influence on employee performance, highlighting its crucial role in determining employees' performance levels within the organization.
