Abstract

This study discusses The Influence of Managerial Leadership and New Public Management on Community Welfare in Kaimana Regency Mediated by Good Governance and Local Government Performance. The approach used with two research designs (mixed method), namely: explanatory (quantitative method) and exploratory (qualitative method). The research sample consisted of 241 people. The quantitative data analysis method uses Structural Equation Modeling (SEM) with the help of the Amos program version 24.0 and qualitative analysis uses interactive models. The research results show that: (1) Managerial leadership has a positive and significant effect on good governance. (2) Managerial leadership directly and indirectly through good governance has a positive and significant effect on government performance. (3) Managerial leadership directly and indirectly through government performance has a positive and significant effect on people's welfare, while through good governance it is not significant. (4) New public management has a positive and significant effect on good governance. (5) New public management directly and indirectly through good governance has a positive and significant effect on government performance. (6) New public management directly has a positive and insignificant effect on people's welfare, while indirectly through good governance and government performance it has a positive and significant effect. (7) Good governance has a positive and significant effect on government performance. (8) Good governance directly has a positive and insignificant effect on community welfare, while indirectly through government performance it has a positive and significant effect. (9) Government performance has a positive and significant effect on community welfare.

Abstract

The aim of this research are to examine and determine the factors of Information, Computer Network and Human Resource that influence the performance from Department of Information and Communication Technology Management Papua in simultaneously and partial and be known between those factor whose more in dominant towards it. The method used in this research is descriptive quantitative, with sample taking around 46 respondents. This research was using SPSS Verse 16.00 to see the issues arise and examine the truth of hypothesis from this research by using Testing data collection tool (test validity and reliability testing), Testing Linear Regression Model Analysis Tool (Test of linearity, Multikoilnearitas Test, Test heteroscedasticity, normality test), Data Analysis (Frequency Distribution Analysis, Multiple Regression Analysis, Hypothesis Testing F for the First and Second t-test for the hypothesis). The result of this research shown that simultaneous, information, Computer Networks and Human Resources have a significant effect on employee performance management of the Office of Information Technology and Communication Papua; Partially, information, Computer Networks and Human Resources have a significant effect on employee performance Department of Information Technology and Communication Management in Papua province, and Human Resources is the dominant factor that greatly affects the performance of the employee Department of Information Technology and Communication Management in Papua province.

Abstract

This study aims to examine the influence of competence and work discipline on employee performance at the Bureau of General Affairs and Leadership Administration of Papua Province, with work motivation as a mediating variable. Using a quantitative approach with a saturated sample of 93 employees, data were collected through a structured questionnaire and analyzed using multiple regression, path analysis, and Sobel test. The results show that both competence and work discipline directly affect employee performance. However, only work discipline has a significant effect on work motivation. Furthermore, work motivation significantly mediates the relationship between work discipline and performance, but not between competence and performance. These findings highlight that employee performance is strongly influenced by discipline and motivation, suggesting that efforts to enhance performance should prioritize motivational strategies and discipline reinforcement rather than relying solely on competency development. The study contributes to public management literature by proposing an integrated model that clarifies the role of psychological factors in shaping bureaucratic performance in a special autonomy region. Implications for human resource policy and future research directions are also discussed.

Abstract

This study aims to analyze the impact of leadership, work environment, and motivation on employee performance at Bank Rakyat Indonesia (BRI) Jayapura Branch. A descriptive quantitative approach was employed with a total population of 110 employees, all of whom were included as the research sample (census sampling). Data were collected through questionnaires and observations, and analyzed using multiple linear regression. The findings indicate that leadership, work environment, and motivation each have a significant partial effect on employee performance. Simultaneously, these three variables contribute 56.8% to employee performance, with work motivation emerging as the dominant factor. The results highlight the importance of implementing effective leadership, improving the work environment, and strengthening employee motivation as key strategies for enhancing organizational performance.

Abstract

This study aims to analyze the influence of transformational leadership style, work culture, and work motivation on employee performance at the Regional Secretariat of Jayapura City, both partially and simultaneously. The research employed a quantitative approach with a correlational design. The population comprised all civil servants at the Regional Secretariat of Jayapura City, with a sample of 63 respondents selected through purposive sampling. Data were collected using a questionnaire and analyzed through multiple linear regression. The results indicate that transformational leadership style, work culture, and work motivation have a positive and significant effect on employee performance, both individually and jointly.

Abstract

The objective of this research is to determine the influence of Human Resource (HR) Quality, Communication, and Organizational Commitment on Employee Performance at the Papua Province Maritime and Fisheries Service Office. The population in this research consists of all employees involved at the Papua Province Maritime and Fisheries Service Office. The number of respondents in this research is 93. Data collection was conducted through direct surveys using questionnaires, and Multiple Regression Analysis was used to test the hypotheses in this research. The research findings show that the quality of human resources, communication, and organizational commitment have a partial effect on employee performance. Furthermore, this study proves that simultaneously, the quality of human resources, communication, and organizational commitment have an impact on employee performance at the Office of Marine and Fisheries Department of Papua Province.

Abstract

The aim of this research is to examine and analyze the influence of experiential learning on digital mindset, the influence of social learning on digital mindset, the influence of formal learning on digital mindset, the influence of experiential learning directly and indirectly through digital mindset on employee performance, the influence of social learning directly and indirectly through digital mindset on performance employees, the influence of formal learning directly and indirectly through digital mindset on employee performance, the influence of digital mindset on employee performance. This research is a descriptive type with a quantitative analysis method. The sample in this study was 163 employees from the Parigi, Palu, Luwuk and Tolitoli branch offices. The research instrument was tested using validity tests and reliability tests, while the data analysis technique used descriptive analysis, regression analysis and path analysis which were arranged in structural equation modeling (SEM) using the smart PLS application. The research results showthat; 1) experiential learning has a significant effect on digital mindset; 2) Social learning has a significant effect on digital mindset. 3) formal learning has a significant effect on digital mindset; 4) experiential learning directly has a significant effect on performance and experiential learning indirectly through digital mindset has a significant effect on performance; 5) social learning has a significant effect on performance and social learning indirectly through digital mindset has a significant effect on performance, 6) formal learning has no significant effect on performance and formal learning indirectly through digital mindset has a significant effect on performance; 7) digital mindset has a significant effect on performance.

Abstract

This study aims to determine and analyze the influence of competency variables, work motivation and discipline that have an impact on the performance of assistants in the Department of Industry, Trade, Cooperatives and SMEs in Jayapura City. The sample unit in this study is a staff of 42 employees, taken using purposive sampling technique. Data analysis used descriptive statistics and Multiple Regression Analysis. The results showed that (1). Simultaneously, the variables of competence, work motivation, and discipline have a significant positive impact on the performance of assistants but are significant (2). Partially, the competence variable has a positive and significant effect, however, motivation has a positive and significant effect and the discipline variable has a positive and significant effect on the performance of the assistants (3). The variable of work motivation dominantly has a significant effect on the performance of the assistant staff.

Abstract

This study aims to analyze the influence of transformational leadership and organizational culture on the performance of Generation Z employees, with work discipline as an intervening variable in the Vertical Unit of the Regional Office of the Directorate General of Treasury in Papua Province. This research employs an explanatory method with a quantitative approach to explain the causal relationships between variables and test the hypotheses. The research population consists of Generation Z employees aged 20 to 29 years, totaling 89 people, with the entire population serving as the sample. Data collection was conducted through an online questionnaire, and data analysis utilized Structural Equation Modeling-Partial Least Square (SEM-PLS). The results indicate that transformational leadership, organizational culture, and work discipline directly have a significant impact on the performance of Generation Z employees. Furthermore, work discipline serves as an intervening variable that mediates the influence of transformational leadership and organizational culture on the performance of Generation Z employees. These findings provide practical implications for organizational leaders in developing leadership approaches and organizational culture that are more responsive to the needs and characteristics of Generation Z.

Abstract

This study analyzes the influence of leadership and organizational culture on job satisfaction and employee performance at the Office of Harbormaster and Port Authority Class II Jayapura. Using the SEM-PLS method, this research finds that effective leadership and strong organizational culture positively and significantly affect job satisfaction, which in turn impacts the improvement of employee performance. The results indicate that leadership and organizational culture not only have a direct influence on performance but also indirectly through the mediation of job satisfaction. With a study population of 65 employees, a questionnaire instrument was used to measure the variables analyzed, namely leadership, organizational culture, job satisfaction, and employee performance. The findings emphasize the importance of an integrated approach between leadership and organizational culture to achieve optimal job satisfaction and performance. Recommendations are provided for organizations to develop leadership training programs and strengthen an innovative and supportive work culture. For future research, it is suggested to expand the population scope and consider other variables, such as work motivation, to enrich the study's findings. This research contributes to the development of a model for improving employee performance through the synergy of leadership and organizational culture.
