Abstract

This research is motivated by the high number of uninhabitable houses (RTLH) in Kupang City, one of which is in Oesapa, which is one of the villages in Kupang City. Therefore, there is a need for a programme called the self-help housing stimulant assistance programme (BSPS) which is a housing assistance programme for people who have a low-income background who have not yet obtained a livable house. The purpose of this study was to determine and describe the implementation of the BSPS programme for low-income communities in Oesapa Village, Kelapa Lima Sub-district, Kupang City using William N. Dunn's (2003) evaluation criteria of effectiveness, equity and accuracy. This research uses a qualitative approach with a descriptive research type. Data were collected through observation, interview and documentation techniques and analysed using the miles and Huberman model. Research results showed that the self-help housing stimulant assistance (BSPS) programme in Kelurahan Oesapa is considered less than optimal because the beneficiaries do not implement the programme in accordance with the objectives of the programme, namely doing self-help. Abstract

Community Based Tourism (CBT) is one of the approaches in tourism development. The Community Based Tourism approach can be viewed from several dimensions, namely dimensions; economic, social, cultural, political. This study aims to analyze the social dimension in Community Based Tourism (CBT) in Fatukoto Village, Timor Tengah Sekatan Regency, with a focus on community involvement, development of community pride, and improving the quality of life of local communities. This research uses a qualitative approach, data collection using interview techniques, observation and literature study. The data collected consisted of primary data obtained through interviews and observations, and secondary data obtained from documents in the village office and the management group. The collected data were then processed and analyzed. The results showed that the management and development of tourist destinations. The results showed that the active participation of the community, pride in local culture, and an increase in the quality of life of the community were key factors in the success of community-based tourism in Fatukoto village. But on the other hand, the income received by the community is still considered low because the existing jobs are still micro and medium enterprises and the income of the community is still considered low.

Abstract

This study aims to describe the forms of community participation and analyze the supporting and inhibiting factors in the preservation of the Wolotopo Traditional Village tourism site, located in Ende Regency, East Nusa Tenggara. Employing a qualitative approach with a case study method, data were collected through in-depth interviews, participatory observations, and documentation involving purposively selected key informants, including traditional leaders, village officials, local residents, and representatives from the Tourism Office. The findings indicate that community participation comprises four main forms: psychological (idea contribution), physical (labor), material (goods), and financial (monetary) participation. Psychological participation remains limited due to low cultural literacy and a lack of participatory space, while other forms of participation demonstrate more active community involvement in cultural and environmental preservation efforts. Supporting factors include strong social solidarity, collective programs such as the “Clean Friday” initiative, and institutional collaboration, whereas obstacles consist of inadequate infrastructure, economic dependence on the primary sector, and limited human resource capacity in tourism management. Therefore, the preservation of Wolotopo Traditional Village requires a sustainable, collaborative approach grounded in community empowerment, local economic strengthening, and the enhancement of social and cultural competencies.

Abstract

This study aims to describe and analyze the effectiveness of the Village Financial System Application (Siskeudes) in village financial management at all stages of financial management in Raporendu Village, Nangapanda District, Ende Regency. The focus of this research includes four main stages in village financial management, namely planning, budgeting, administration, and reporting and accountability, which are reviewed from three main indicators, namely transparency, accountability, and efficiency. The method used was a qualitative approach with data collection techniques through interviews, observation, and documentation. The results showed that Siskeudes has been quite effective in improving accountability and efficiency in every stage of village financial management. This application is able to speed up the administrative process, reduce costs, and support legal and administrative accountability. However, from the aspect of transparency, there are still obstacles in providing access to information periodically and at any time to the community, therefore, additional efforts are needed to strengthen public transparency such as the use of social media or village information boards. Technical constraints such as internet network constraints and the lack of public information media are also challenges in the implementation of the Village Financial System (Siskeudes). Thus, it can be concluded that the implementation of the Village Financial System Application (Siskeudes) has had a positive impact on public transparency
