Abstract

Flooding is a recurring natural disaster in Bengkulu City, occurring two to three times a year. The Regional Disaster Management Agency (BPBD) of Bengkulu City has identified three flood-prone districts: Muara Bangkahulu, Sungai Serut, and Ratu Agung. The purpose of this study is to evaluate the implementation of post-flood rehabilitation policies as regulated in Article 9 of the Mayor Regulation of Bengkulu Number 37 of 2021 concerning the Implementation of Bengkulu City Regional Regulation Number 02 of 2017. The evaluation focuses on environmental restoration, public infrastructure improvement, housing repairs, and health services. This study employs a descriptive qualitative approach with data analysis techniques that include data reduction, data display, and conclusion drawing. The results of the study indicate that the implementation of the rehabilitation policy has not been optimal. There is weak coordination between BPBD and related agencies, limited community participation in maintaining environmental sustainability, and constraints in terms of human resources and available budget. These shortcomings have hindered the achievement of the policy’s intended outcomes.In conclusion, this study highlights the need for stronger inter-agency collaboration, better resource allocation, and more active community involvement to support effective post-flood rehabilitation in Bengkulu City. Improving these aspects will enhance the city's resilience and preparedness for future flooding events

Abstract

This research aims to find out how to implement tax policies on non-metallic minerals and rocks. The method used is descriptive qualitative using the theory of Van Meter and Van Horn (1975), defining Policy Implementation, as actions used by either individuals or groups, groups of government officials or the private sector, which are directed towards achieving a goal that has been outlined in an ongoing policy decision. Linearly from public policy, implementer policy performance. This qualitative descriptive method is used for what is carried out with the main aim of creating an objective picture or description of a situation, in this case, to see a picture of role conflict and intra-role conflict. The reason for choosing qualitative descriptive is knowing the constraints or obstacles to the results of this research. More implementation it is easy to get conclusions regarding the issue of distributing Policy Implementation of Law Number 01 of 2024 Tax on Non-Metal Minerals and Rocks The tax collection policy for non-metallic minerals and rocks is generally seen from a psychological perspective, namely consultations, services and inspections run well for tax compliance. Taxes used to increase from previous years, this is known from the realization of the targets set and there is an increase in realization every year.

Abstract

This study analyzes the effectiveness of digital-based population administration services in supporting the Smart Village Program in Bajak II Village, Merigi Kelindang District, Central Bengkulu Regency. The research used a descriptive qualitative approach. Data were collected through interviews, observation, and documentation involving village officials and community members as service users. The data were analyzed using the Miles and Huberman model, consisting of data reduction, data display, and conclusion drawing. The analysis refers to Sutrisno's effectiveness indicators: program understanding, target accuracy, timeliness, goal achievement, and tangible change. The findings show that digital-based population administration services in Bajak II Village have been implemented quite effectively. Digital services simplify access, shorten document-processing time, improve administrative order, and support the Smart Village agenda. Nevertheless, implementation still faces technical and nontechnical constraints, especially unstable internet connectivity, limited facilities, and varying digital literacy among residents.

Abstract

This study was driven by the inconsistency between official administrative data and the true economic conditions of Smart Indonesia Program (PIP) beneficiaries, resulting in improper targeting. This research seeks to assess the precision of targeting PIP beneficiaries and determine the factors contributing to this inaccuracy. The theoretical framework applied is William N. Dunn's theory of public policy evaluation, particularly focusing on the criteria of effectiveness, fairness, and precision, alongside Subarsono's notion of targeting precision. The approach used in this study is a qualitative method featuring a case study design. Techniques for data collection encompassed detailed interviews, observation, and record-keeping. The findings suggest that the execution of the Smart Indonesia Program (PIP) has proven successful in ensuring continuous academic engagement for students. Nonetheless, significant targeting precision has not been completely realized because of inclusion and exclusion mistakes. Internal factors consist of schools' limited ability to verify facts, whereas external factors are shaped by the unchanging quality of formal poverty data (Dapodik/DTKS), which does not reflect the reality of "dynamic poverty" in practice. In summary, the identification of PIP recipients continues to be influenced more by the availability of administrative documents than by the actual welfare status of the students.

Abstract

This study evaluates the effectiveness of the KIP Kuliah Program in ensuring study continuity and preventing the risk of dropout for students following scholarship termination at Prof. Dr. Hazairin University, SH, Bengkulu. The research background is based on the phenomenon of beneficiary students experiencing scholarship termination midway through their studies during the 2022–2024 period, which has the potential to cause them to drop out of college. The theoretical basis used is Richard M. Steers' (1980) theory of organizational effectiveness, adapted into three main dimensions: target accuracy, implementation process, and achievement of results, as well as influencing factors (supporting and inhibiting factors). The research method employed a descriptive qualitative approach, with informants selected through purposive sampling. Data collection was conducted using a triangulation method encompassing three main techniques: in-depth interviews, observation, and documentation. The results show that the administrative dimension operates systematically, but the mitigation process is weak due to the unilateral deactivation of scholarships by the system without institutional guidance. Supporting factors for effectiveness are the rectorate's UKT installment dispensation policy and the moral support of lecturers. The inhibiting factor is the university's fiscal limitations in providing alternative long-term internal scholarships. In conclusion, the continuity of student studies after scholarship termination was successfully maintained not because of a structured mitigation system from the institution, but rather by the students' own resilience, financial independence, and economic adaptation strategies.

Abstract

This research aims to find out the digital innovation of administrative services in the Subdivision and Social Affairs ofBengkulu Province, the efforts made by the Bengkulu Provincial Social Service General Subdivision and Equipment in overcoming the obstacles of digital administration services for the community, especially parents . This study uses the Qualitative Descriptive method. With data collection techniques in the form of interviews, observations, and documentation. Based on the results of research and discussion on digital technology innovations in the General and Equipment Subdivision of the Bengkulu Provincial Social Service, it can be concluded that the innovation has proven to have a positive impact on administrative services in the General and Equipment Subdivision of the Bengkulu Provincial Social Service even though it still faces challenges, such as limited human resources, lack of knowledge about technology, and lack of public understanding of the technology service system. supporting factor for the success of this innovationlies in the professional performance of employees, and itis verygood to improve the quality of digital technology service innovations in the General and Equipment Subdivision of the Bengkulu Provincial Social Service. Meanwhile, the main inhibiting factors come from limited resources and lack of technological literacy among certain communities.
