Abstract

This research analyzes the correlation between strategic environmental planning and actual environmental performance in Tanjungpinang City in 2017–2023, focusing on the role of good environmental governance (GEG). Unlike previous studies that consider environmental indicators or governance separately, this study bridges the gap by combining performance evaluation and governance analysis into one framework. This evaluative case study combines descriptive quantitative analysis with qualitative document analysis. Secondary data from official planning documents and institutional reports were analyzed through gap and trend analyses, complemented by a qualitative assessment of governance principles. Only three indicators exceeded their established targets—the Water Quality Index, the Percentage of Regional Climate Change Action Plan, and the Environmental Quality Index—while the Environmental Data and Information indicator met its target exactly; the Land Cover Quality Index and waste-related indicators performed relatively weakly. This uneven pattern shows that meeting targets does not guarantee consistently good environmental performance. The trend analysis reveals generally stable gains across most variables, alongside persistent shortcomings in land use management. Environmental performance appears strongly influenced by governance quality, particularly policy coordination and integration: indicators under tighter administrative control perform better, while those requiring cross-sectoral cooperation perform worse. This paper thus contributes to understanding that environmental-planning effectiveness depends not only on target achievement but also on governance's capacity to translate policy into coordinated cross-sectoral action. Strengthening cross-sectoral integration, accountability, and participatory mechanisms is essential to achieving more aligned and sustainable environmental outcomes.

Abstract

Continuous population growth directly affects raw water demand as a fundamental component in planning sustainable water supply systems. This study aims to comparatively analyze the geometric, arithmetic, and linear regression (least square) methods in projecting population growth for the period 2020–2045 and to estimate raw water demand based on these projections. A quantitative approach was employed using secondary population data from 2010–2024. Statistical analyses included the calculation of mean, standard deviation, and correlation coefficients to evaluate the consistency and reliability of each method. The results indicate that all methods demonstrate a strong positive correlation with time, with the highest correlation coefficient observed in the arithmetic method (0.9967), followed by the geometric method (0.9957), and linear regression (0.9444). Population projections for 2045 reveal variation among the methods, with the linear regression model producing the highest estimate. Consequently, projected raw water demand increases steadily toward the end of the projection period. This study provides a comparative statistical framework that can support more accurate and sustainable raw water supply planning in the future

Abstract

Mantang district is a coastal area with various local resources and infrastructure that need to be systematically documented as a foundation for village development planning. To date, the villages in this area lack structured spatial data to support evidence-based planning processes. This community service program aims to produce digital thematic maps and spatial information media that can be utilized by village governments and schools for territorial management and educational activities. The implementation methods include coordination with partners, secondary data collection, field observations by the PKM team, and digital processing and mapping using mapping software. This program produced several key outputs, including coastal potential maps, basic village infrastructure maps, accessibility maps, and educational infographics compiled from field data and geospatial processing. All outputs have been handed over to the village government, the district office, and local schools as supporting materials for planning, documentation, and learning. The results indicate that digital mapping conducted by the PKM team is able to provide accurate, comprehensive, and user-friendly spatial information to support capacity strengthening in spatial planning within the Mantang district.
