Abstract

Objective: The importance of digital transformation in public bureaucracy to improve the quality of fast, transparent, and participatory services. This study aims to analyze the level of public satisfaction with public services at the Medan Baru Sub-district Office through the use of digital forms as the main instrument for measuring the Public Satisfaction Index (IKM) during the period 2022 to 2024. Theoretical framework: The theoretical framework in this study is based on the concept of public service, measuring the Public Satisfaction Index (IKM), and the use of digital technology as a form of transformation of responsive and participatory service governance. Literature review: Public Satisfaction Index (IKM), Technology Acceptance Model (TAM), Digitalization of Public Services. Methods: This study uses a descriptive quantitative approach with a survey technique through a digital form (Google Form) distributed to service users. The data collected is analyzed to see the trend of changes in IKM values and identify factors driving the increase or obstacles faced in service. Results: The results of the study show a positive trend in the average IKM from year to year, namely 3.45 in 2022, increasing to 3.60 in 2023, and reaching 3.72 in 2024, all of which are in the "Very Good" category. This increase was driven by improvements in service speed, ease of digital procedures, quality of officers, and strengthening of facilities and infrastructure that are responsive to community aspirations. However, there are still some notes for improvement such as limited supporting facilities and the need for further digital innovation. Implications: This study provides a practical contribution for sub-district-level policymakers in designing more adaptive service strategies based on community needs, and opens up space for further research related to sustainable technology-based public performance measurement. Novelty: This finding is reinforced by the theory of digital public services and the principles of good governance, and shows that community participation and bureaucratic responsiveness play an important role in increasing satisfaction.

Abstract

Objective: This study explores the obstacles and opportunities in applying digital technology in government financial management in the Medan Amplas sub-district. Theoretical framework: This study refers to the theory of technology adoption, especially the TAM (Technology Acceptance Model) model, which explains the factors that influence the acceptance of technology by users. Literature review: Digital Transformation in Local Government, Financial Management in Local Bureaucracy. Methods: This study uses a qualitative research approach with field observation techniques, in-depth interviews, and document analysis to collect data from sub-district officials and the community. Results: This study shows that the main challenges in digital transformation are the decline in budget commitment to the digitalization sector, which has the potential to hinder the improvement of the quality of digital services at the sub-district level, and the limitations of technological infrastructure. However, some solutions that can be applied include increasing digital training for government staff, providing better infrastructure, and integrating financial management systems with more user-friendly digital platforms. Implications: The importance of sustainable fiscal support as a prerequisite for the success of digital transformation at the local level, and the importance of policies that support the development of digital skills of government officials and investment in adequate technological infrastructure to support the success of digital transformation. Novelty: This research is based on a contextual analysis of the implementation of digital transformation at the sub-district level, which is still rarely done in government financial management studies in Indonesia.

Abstract

The Rural and Urban Land and Building Tax (PBB-P2) is one of the main sources of regional revenue that is very important for the development of infrastructure and public services in Indonesia. To analyze the factors that affect the effectiveness of Rural and Urban Land and Building Tax (PBB-P2) revenue in Padang Bulan Village, Medan Baru District, from 2022 to 2024 in December. The research method used is a qualitative approach with secondary data collection in the form of annual PBB-P2 revenue reports. The results show that the effectiveness of PBB-P2 revenues increased from 2022 (51.83%) to 2023 (62.49%), but decreased slightly in 2024 (62.45%). Factors that affect the increase in revenue effectiveness include increasing taxpayer awareness, improving the tax collection system, or increasing the number of tax objects. Meanwhile, a small decline in 2024 was influenced by economic dynamics and tighter tax policies. This study provides recommendations to improve the tax administration system and community participation so that PBB-P2 revenues are more optimal in the future

Abstract

Implementation of the Village Financial System Application (SISKEUDES) in Increasing Transparency of Financial Management in Sintang District. This study aims to analyze the implementation of the Village Financial System application (SISKEUDES) in increasing transparency of village financial management in Sintang District. SISKEUDES is expected to encourage accountability and openness of village financial information to the community. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews with village officials, village treasurers, and the community, as well as analysis of village financial report documents before and after the implementation of SISKEUDES. The results of the study indicate that the implementation of SISKEUDES has increased transparency of village financial management through structured reporting features, real-time recording, and easier access for the community to monitor the allocation and use of village funds. However, obstacles such as limited human resources and internet infrastructure are still challenges in optimizing the system. SISKEUDES has proven effective in increasing transparency of village finances in Sintang District, although it is necessary to increase human resource capacity and infrastructure support to maximize its benefits. The implications of this study can be a reference for local governments in strengthening accountable village financial governance.

Abstract

Kota Singkawang adalah sebuah destinasi pariwisata pesisir yang sedang berkembang di Kalimantan Barat, menghadapi ancaman ganda dari krisis iklim terutama kenaikan permukaan air laut dan banjir rob dan keterbatasan kapasitas fiskal untuk mendanai adaptasi yang memadai. Penelitian ini menganalisis hubungan kausal antara kapasitas fiskal Pemerintah Kota Singkawang dengan tingkat resiliensi sektor pariwisatanya. Menggunakan pendekatan metode campuran, penelitian ini mengintegrasikan analisis kuantitatif terhadap data Anggaran Pendapatan dan Belanja Daerah (APBD) dan Produk Domestik Regional Bruto (PDRB) periode 2019-2024 dengan analisis kebijakan kualitatif terhadap dokumen perencanaan daerah (RPJMD, Renstra). Hasil analisis menunjukkan adanya kesenjangan signifikan antara kebutuhan investasi untuk infrastruktur pariwisata berketahanan iklim dengan alokasi anggaran aktual, yang dipengaruhi oleh kontribusi Pendapatan Asli Daerah (PAD) sektor pariwisata yang relatif kecil. Meskipun dokumen perencanaan telah mengidentifikasi risiko iklim, implementasinya dalam penganggaran masih bersifat reaktif dan parsial. Sebagai solusi, penelitian ini mengusulkan model pembiayaan inovatif yang terintegrasi, mencakup optimalisasi fiskal melalui climate budget tagging, pengembangan skema Kemitraan Pemerintah-Swasta (KPS) untuk aset pariwisata kritis, dan implementasi Pembayaran Jasa Lingkungan (PJL) berbasis ekowisata untuk mendanai konservasi pesisir.

Abstract

In the last decade, poverty and social inequality have become increasingly pressing global challenges, exacerbated by the impact of the global economy, climate change, and the digital revolution. Rising inequality and unequal distribution of wealth not only hinder economic growth but also give rise to social and political instability. The fight against this problem requires a deep understanding of its causal factors and impact on global development. This research aims to analyze the factors that cause poverty and social inequality and their impact on global development, with a focus on solutions to overcome these problems. The research methodology uses a descriptive qualitative approach, with data obtained from relevant literature studies and in-depth analysis of the phenomenon. Data was collected from previous research results and processed through qualitative analysis to build a comprehensive understanding. The research results show that global economic factors, climate change, technology, public policy, and socio-cultural factors are the main causes of poverty and inequality. Its impact on global development includes stunting economic growth, social instability, and reduced access to health and education services. This research also finds that the solution to this problem requires international cooperation, innovative policies from governments, active contributions from the private sector, and the participation of non-governmental organizations. A multidisciplinary and participatory approach, as well as the use of technology and innovation, is needed to create sustainable solutions. Overall, this research provides new insights into strategies for achieving more inclusive and equitable development amidst current global challenges.
