Abstract

Abstract  This study aims to comprehensively explain the development of the Nucleus Estate and Smallholder (NES/Perkebunan Inti Rakyat) Program in the PIR V region of Arso District, Keerom Regency, Papua Province. Using the analytical framework of Sociology through the application of Max Weber's social action theory, Gramsci's hegemony theory, and ideas about empathy and a sense of justice from Adam Smith, this article focuses the study on the experiences, perceptions, and actions of the communities involved in the PIR V program. This study uses a qualitative approach to gain an in-depth understanding of the constraints faced in the implementation of the government program. The methods employed include direct observation and interviews with informants. The findings reveal that various obstacles—such as limited infrastructure, weak management, high maintenance costs, fluctuating palm oil prices, and the lack of processing facilities—are the main factors contributing to the program’s failure. Policy evaluation, infrastructure improvement, subsidies, and the development of adequate processing facilities are proposed as solutions to revitalize the program. Abstrak  Penelitian ini bertujuan untuk menjabarkan secara komprehensif tentang perkembangan Program Perkebunan Inti Rakyat (PIR) di wilayah PIR V di kawasan Arso, Kabupaten Keerom, Provinsi Papua. Perangkat analisis menggunakan disiplin ilmu Sosiologi melalui penerapan teori tindakan sosial dari Max Weber, teori hegemoni dari Gramsci, serta pemikiran tentang empati dan rasa keadilan dari Adam Smith, artikel ini memfokuskan kajian pada pengalaman, persepsi dan tindakan masyarakat yang terlibat dalam program PIR V. Penelitian ini menggunakan pendekatan kualitatif untuk memahami secara mendalam kendala-kendala yang dihadapi dalam pelaksanaan program pemerintah. Metode yang digunakan meliputi observasi langsung dan wawancara dengan informan. Hasil penelitian menunjukkan bahwa berbagai hambatan, seperti keterbatasan infrastruktur, lemahnya manajemen, biaya perawatan yang tinggi, fluktuasi harga sawit, serta ketiadaan fasilitas pengolahan, menjadi faktor utama penyebab kegagalan program ini. Evaluasi kebijakan, peningkatan infrastruktur, subsidi, serta pembangunan fasilitas pengolahan yang memadai menjadi solusi yang diusulkan untuk menghidupkan kembali program tersebut.

Abstract

Significant changes in children’s play behavior caused by the dominance of digital devices and online games have limited access to physical play. This condition raises concerns about the decline of direct social interactions and opportunities for developing social skills. This study aims to explore the impact of the play environment (particularly technology) on children’s social development and to examine the influence of technology use in the play environment on children’s learning interest in the Perumnas I Waena area of Jayapura City. This research employed a qualitative approach with data collection techniques including observation, interviews, and documentation. Data were analyzed using a flow model. Findings: In Perumnas I Waena, children’s play comfort is influenced by physical, psychological, and social aspects. Although large playgrounds are available, external factors such as stray dogs reduce the sense of safety. Environmental management, adult supervision, and the involvement of parents and the community are needed. Social interaction during play serves as a foundation for children’s social, emotional, and cognitive development. Learning motivation is influenced by the environment, enjoyable learning methods, and the integration of technology. Motivation arises from both intrinsic and extrinsic factors, highlighting the importance of adults in balancing technology use with social interaction. The physical environment strengthens social skills and cooperation, while the digital environment fosters creativity, strategy, and technological skills. A balanced combination of traditional and digital play is required to ensure children’s optimal development.

Abstract

Abstract. Social Studies (IPS) Education in Elementary Schools and Madrasahs has a strategic role in shaping the character of students from an early age. One of its main objectives is to instill social values ​​and critical thinking skills as provisions in community life. This study aims to explore theoretical approaches in the application of social values ​​and critical thinking in literature-based IPS learning. Ideally, IPS learning should not only convey historical, geographical, and economic facts, but also instill attitudes of care, tolerance, and fairness, as well as the ability to analyze various social events in depth. Active learning strategies such as group discussions, case studies, and role simulations are recommended methods to increase student engagement and foster social awareness and critical thinking skills. A contextual curriculum, materials relevant to everyday life, and the role of teachers as facilitators are very important to support the achievement of this goal. Through the right learning approach, IPS can be a vehicle for forming a generation that is not only cognitively intelligent, but also has social awareness and reflective thinking skills. This study emphasizes the importance of pedagogical renewal and strengthening values ​​in every IPS learning process at elementary and madrasah levels.     Abstrak. Pendidikan Ilmu Pengetahuan Sosial (IPS) di Sekolah Dasar dan Madrasah memiliki peran strategis dalam membentuk karakter peserta didik sejak dini. Salah satu tujuan utamanya adalah menanamkan nilai-nilai sosial dan kemampuan berpikir kritis sebagai bekal dalam kehidupan bermasyarakat. Kajian ini bertujuan untuk mengeksplorasi pendekatan-pendekatan teoritis dalam penerapan nilai sosial dan berpikir kritis dalam pembelajaran IPS berbasis literatur. Pembelajaran IPS idealnya tidak hanya menyampaikan fakta sejarah, geografi, dan ekonomi, tetapi juga menanamkan sikap peduli, toleran, dan adil, serta kemampuan menganalisis berbagai peristiwa sosial secara mendalam. Strategi pembelajaran aktif seperti diskusi kelompok, studi kasus, dan simulasi peran menjadi metode yang direkomendasikan untuk meningkatkan keterlibatan siswa serta menumbuhkan kesadaran sosial dan kemampuan berpikir kritis. Kurikulum yang kontekstual, materi yang relevan dengan kehidupan sehari-hari, serta peran guru sebagai fasilitator sangat penting untuk mendukung tercapainya tujuan ini. Melalui pendekatan pembelajaran yang tepat, IPS dapat menjadi wahana untuk membentuk generasi yang tidak hanya cerdas secara kognitif, tetapi juga memiliki kepedulian sosial dan kemampuan berpikir reflektif. Kajian ini menekankan pentingnya pembaruan pedagogis dan penguatan nilai dalam setiap proses pembelajaran IPS di jenjang dasar dan madrasah.
