Abstract

The Indonesian government, through Law Number 32 of 2009, emphasizes that a good and healthy environment is a fundamental right of every citizen. Various efforts have been made, including the development of regulations, the "Blue Sky" program, and the use of alternative fuels to reduce air pollution. The city of Makassar, through Regional Regulation Number 4 of 2015 concerning the Makassar City Spatial Plan 2015–2034, integrates concepts such as low-carbon city, green city, and climate mitigation city to create a more comfortable and less polluted environment. This study aims to analyze the implementation of the "Low Carbon City" program in Makassar. Using Van Meter & Van Horn's (1975) theoretical framework with a mixed methods research approach, the findings indicate that in early 2024, the Makassar city government focused on carbon emission reduction by promoting the low-carbon city program. The city government collaborates with universities and NGOs in implementing this initiative. While some programs have already been implemented and others are still in progress, a lack of public awareness campaigns has resulted in low public awareness of the program. Additionally, leadership changes at the local level are feared to hinder the sustainability of the initiative.

Abstract

Village governance in Indonesia has received special attention following the enactment of Law No. 6 of 2014, which grants significant authority and responsibilities to village governments. This study aims to explore how the Panjangrejo Village Government engages its diverse community in the decision-making process. A descriptive qualitative method was employed, with primary data collected through interviews with village officials, residents, and community leaders. The findings indicate that the Panjangrejo Village Government, considering the diversity of its members, involves the community through representatives such as local community leaders and the Village Consultative Body (BPD) in decision-making. Additionally, the decision-making process follows a hierarchical approach, starting with village discussions at the hamlet level and continuing up to the village-level meetings (Musdes). This bottom-up approach has been practiced for several years. The Panjangrejo Village Government prioritizes the needs of the village and applies participatory principles in every decision made. This study highlights the importance of community participation in village governance to enhance the effectiveness of decision-making that accommodates diversity.

Abstract

Indonesia's goal to achieve the vision of “Indonesia Emas 2045” requires the role of the education sector. However, the current education system faces several critical challenges, such as corruption, discrimination, declining nationalism, and ineffective governance, which can hinder sustainable development. This research proposes the Contextualized Inclusive and Integrative Education (CII Education) model as an innovative framework to address these issues. The main objective of this research is to analyze and integrate three key educational concepts, namely Contextual Teaching and Learning (CTL), Inclusive Education, and Integration Education, into a comprehensive educational approach that aligns with national development goals. Using a qualitative research methodology, this study employs literature reviews, field observations, and empirical data collection from two institutions: SMK KITA and EF-ILC. CTL improves student engagement and critical thinking, while Inclusive Education ensures accessibility without discrimination. Moreover, TIE strengthens long-term knowledge retention by linking students’ cognitive, emotional, and social learning processes. Data findings from observed classrooms suggest that the CII model enhances students' academic performance and social adaptability. The study concludes that CII Education provides a structured and adaptable solution for improving Indonesia’s education system. Its implications in the future will include policy recommendations for national education reforms, teacher training programs, and industry-academic collaborations. Further research is required to explore the scalability of this model across different socio-economic and educational settings to ensure sustainable educational development in Indonesia.
