Abstract

Community Service Program is done based on problems encountered by Primary School and Early Childhood Education Teachers in Riau Municipality and Province. Therefore, in order to maintain the sustainability of science education through practicum/experiment, then simple Educational Props alternative of Natural Sciences needs to be developed whose provision is easier and affordable and utilization is simple because it is not easily broken. Based on several problems identified, then solution that would be formulated was counselling and assistance in making educational props such as making educational props from secondhand goods, environment, and kahoot application as interesting memorable learning media for Primary School and Early Childhood Education Teachers in Pekanbaru. The service activities was Participatory Action Research (PAR) that was conducted through descriptive approach method. Based on the result of the activities, it can be considered as successfully overcoming the problem proven by the high teachers’ participation in participating in the training and the successfulness of the teachers in developing the educational props.

Abstract

Forest sustainability will be if the ecological and economic functions of the forest can take place appropriately. The sustainability of the two purposes of the forest requires community participation through persuasive communication. Kasepuhan Ciptagelar presented that community participation in environmental activities, especially agroforestry, is also represented by young people. Therefore, this research aims to identify Persuasive Communication of Ciptagelar Traditional Village Youth in Agroforestry Activities in Kasepuhan Ciptagelar, Sirnaresmi, Sukabumi Regency, West Java Province. This research used a constructivist paradigm and a qualitative descriptive approach. The study highlights every form of persuasive communication in agroforestry activities by Ciptagelar Indigenous youth. The results showed that the persuasive communication carried out by the Ciptagelar Indigenous Youth used a behavioral intention approach. All forms of persuasive communication actions in Kasepuhan-based Agroforestry activities. Uniquely, the youths are very obedient to customary rules, but also use the latest communication media in persuasive communication. Persuasive communication that is carried out only aims at cognitive aspects for external parties in the Village. The concept of kasepuhan which is carried out in every form of persuasive communication by Ciptagelar Traditional Village Youth to external village audiences carries the principles of trust and volunteerism.

Abstract

The Natuna Regency Government obtained a score below the norm for adopting good governance principles. The Government of Natuna Regency's attempts to enhance the quality of public services, one of which is the issue of Building Permits. The purpose of this study is to examine government collaboration related to the issue of Building Permits policy at the Office of Investment and One Stop Services in Natuna Regency. This study used a qualitative technique with a descriptive approach, using both primary and secondary data. The study's findings indicate that the Building Permits policy has been implemented at the Natuna Regency's Office of Investment and One-Stop Services since 2017. According to the study findings, properly implementing the Building Permits policy requires the following components: communication, resources, disposition, and bureaucracy. Recommendation for the research is focusing on maximize the communication and resource to service related to the issue of building permit

Abstract

Cultural heritage is a regional potential asset that can contribute to economic growth, optimal management of cultural heritage is beneficial for the progress of tourism centers. Bengkulu City is one of the cities that has the potential for cultural heritage, which, if managed optimally can have an impact on the economic growth of Bengkulu City. However, the strategic allocation of human resources has not been done well. This study aims to determine how the capacity of human resources for cultural heritage managers in Bengkulu City is. The research method uses qualitative descriptive, data collection is carried out through in-depth interviews and group discussions. We analyzed six informants consisting of cultural heritage managers in the Bengkulu region assigned by the Jambi Province's Jambi Cultural Heritage Preservation Center (BPCB). Data analysis and interpreting the meaning of factual data are carried out qualitatively, and the results of the study show that the availability of human Resources (HR) both in quality and quantity has not been in accordance with the standards for developing human resources for cultural heritage. In addition, the lack of regional participation in increasing institutional capacity related to cultural heritage management has an impact on the non-optimal management of cultural heritage in the Bengkulu City.

Abstract

Penelitian ini dilatarbelakangi oleh kebutuhan mendesak untuk memahami dan memperbaiki proses perumusan kebijakan publik di DPRD Kabupaten Mappi, Papua, yang selama ini belum mampu menjawab aspirasi masyarakat, khususnya dalam konteks pembangunan rumah layak huni. Tujuan penelitian ini adalah untuk mengkaji proses perumusan kebijakan publik di DPRD Kabupaten Mappi, Papua,dengan menitikberatkan pada pentingnya peran serta masyarakat dan penggunaan instrumen kebijakan yang tepat guna mencapai hasil yang lebih efektif dan sesuai dengan kebutuhan daerah. Penelitian ini menggunakan metode kualitatif dengan wawancara mendalam terhadap 11 orang informan untuk memahami perumusan kebijakan publik di Kabupaten Mappi, Papua, serta menganalisis data menggunakan perangkat lunak NVivo dan memastikan keabsahan data melalui triangulasi sumber. Penelitian ini membahas proses perumusan kebijakan publik di Kabupaten Mappi dengan fokus pada rasionalitas kebijakan dan peran serta masyarakat. Masalah rumah tidak layak huni diidentifikasi sebagai isu utama yang perlu ditangani, dan program rumah sehat diusulkan sebagai solusi untuk meningkatkan kesejahteraan masyarakat dan keadilan sosial. DPRD merumuskan kebijakan pembangunan dengan dua pilihan sumber daya, yaitu melibatkan pemerintah dan swasta, atau melibatkan pemerintah, swasta, dan masyarakat. Masyarakat berperan dalam menyediakan bahan bangunan dan tenaga kerja setempat, tetapi tidak dilibatkan dalam perancangan model rumah sehat berdasarkan kriteria dari Kementerian Kesehatan. Penelitian ini menunjukkan bahwa meskipun partisipasi masyarakat ditekankan, mereka hanya diberi tahu tentang program tersebut tanpa dilibatkan dalam proses perancangan, dan peraturan digunakan untuk memastikan bahwa model bangunan memenuhi standar kesehatan.

Abstract

Implementasi kebijakan tambahan penghasilan bagi Aparatur Sipil Negara (ASN) di Kabupaten Mappi menghadapi berbagai permasalahan, termasuk rendahnya kejujuran dan komitmen dari implementator. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mendukung dan menghambat pelaksanaan kebijakan tersebut dengan menggunakan teori Edward III sebagai kerangka analisis. Rumusan masalah dalam penelitian ini mencakup identifikasi faktor internal dan eksternal yang mempengaruhi implementasi kebijakan, serta analisis SWOT untuk merumuskan strategi yang efektif. Temuan menunjukkan bahwa meskipun terdapat komunikasi yang baik dan sumber daya yang memadai, masalah manipulasi data kehadiran pegawai masih terjadi, yang mengindikasikan rendahnya integritas implementator. Simpulan dari penelitian ini menegaskan bahwa keberhasilan implementasi kebijakan sangat bergantung pada kejujuran dan komitmen dari semua pihak yang terlibat. Selain itu, tantangan seperti kurangnya pengetahuan pegawai dan sistem penilaian kinerja yang belum terintegrasi juga berkontribusi terhadap masalah ini. Saran yang diberikan mencakup perlunya pengawasan yang lebih ketat untuk mencegah manipulasi data, serta pembinaan untuk meningkatkan komitmen dan kompetensi implementator. Dengan demikian, diharapkan implementasi kebijakan tambahan penghasilan dapat berjalan lebih efektif dan transparan.

Abstract

To maintain the continuity of science education through practicum/experimental activities, teachers have several problems in developing alternative simple science teaching aids which are easier and more affordable to provide and simple to use because they do not break easily. This study aims to analyze the level of satisfaction of the Community Service Program based on the problems faced by Elementary School and Early Childhood Education Teachers. This research is a cross-sectional study using a satisfaction survey of the assistance that has been carried out. The research subjects involved in this study were 30 participants who would be assessed in this study. The results showed that the Community Service Program succeeded in overcoming the problems faced by Elementary School and Early Childhood Education Teachers. This is evidenced by the high participation of teachers in participating in training and the success of teachers in developing educational teaching aids. This research has clear implications in developing innovative alternative media in the field of science.

Abstract

The Indonesian government, through Law Number 32 of 2009, emphasizes that a good and healthy environment is a fundamental right of every citizen. Various efforts have been made, including the development of regulations, the "Blue Sky" program, and the use of alternative fuels to reduce air pollution.The city of Makassar, through Regional Regulation Number 4 of 2015 concerning the Makassar City Spatial Plan 2015–2034, integrates concepts such as low-carbon city, green city, and climate mitigation city to create a more comfortable and less polluted environment.This study aims to analyze the implementation of the "Low Carbon City" program in Makassar. Using Van Meter & Van Horn's (1975) theoretical framework with a mixed methods research approach, the findings indicate that in early 2024, the Makassar city government focused on carbon emission reduction by promoting the low-carbon city program. The city government collaborates with universities and NGOs in implementing this initiative. While some programs have already been implemented and others are still in progress, a lack of public awareness campaigns has resulted in low public awareness of the program. Additionally, leadership changes at the local level are feared to hinder the sustainability of the initiative.

Abstract

Collaborative governance is one of the ideal techniques in an attempt to enhance the quality of government administration, public services, and public policy performance in the middle of government limits in terms of resource capacity, financing sources, and networks. The goal of this research was to analyze government cooperation linked to the administration of village finances in Cemaga Utara Village, Natuna Regency during the COVID-19 epidemic. The research technique employed in this study is a qualitative method with a descriptive approach. In this study, researchers utilized primary data and secondary data. Based on the findings of the study that collaborative governance in managing village finances in Cemaga Utara Village, Natuna Regency has been operating very successfully by evaluating numerous components; beginning conditions, collaborative process, facilitative leadership and institutional design. The findings of the research also demonstrate that the characteristics that limit the collaborative process still exist in coordination indicators, namely that face-to-face meetings or dialogues are not optimal in the COVID-19 situation to maximaze the activites
