Abstract

This article looks at the existence of the use of the Malay identity used by regional head candidates in the 2013 Riau Province gubernatorial election. The research method used in this research is the literature study method by analyzing various journals that discuss identity politics and the use of identity in the head election. The results show that in the process, regional representative politics is a strategy that has significance for the victory of Annas Maamun and Arsyad Juliandi Rachman. However, this strategy also needs to be supported by ethnic identity politics for the Riau Coastal and Riau Malay ethnic groups. Thus, this confirms that the use of Riau Malay identity in the implementation of local democracy still serves as an additional strategy in winning the regional head elections in Riau Province.

Abstract

In 2019 social media has indeed become a familiar phenomenon for Indonesian people in general. Social media is a communication tool that cannot be abandoned by every individual. In fact, it has become a habit for every individual to share information through social media, because the practical benefits of social media are a means of communication. Social media in its use has many benefits, both positive and negative, like two ends of the sword. The positive value of social media is used as a means of communication, a means of sharing information for voters, and a means of socializing between the KPU and the public. This study uses a qualitative descriptive method by describing the data obtained from the General Election Commission (KPU) of Bantul Regency by analyzing data taken directly from the documents of the General Election Commission of Bantul Regency (KPU Bantul). Voter Participation in Bantul Regency shows a higher participation rate compared to participation in the 2014 Election. The difference between the 2014 and 2019 Elections lies in the number of voters. In 2014 Facebook was used while in 2019 it was using Instagram. The percentage of voter participation in 2019 showed 87.9% of the total number of voters, while in 2014 voter participation was only 81% (Republika.co.id). In the 2014 Election, the KPU did not use Instagram to disseminate information about the Election, while the 2019 Election showed good participation.Di tahun 2019 media sosial memang menjadi fenomena yang tidak asing lagi bagi masyarakat Indonesia pada umumnya. Media sosial merupakan alat komunikasi yang tidak bisa ditinggalkan oleh setiap individu. Bahkan sudah menjadi kebiasaan setiap individu untuk berbagi informasi melalui media sosial, karena manfaat praktis media sosial adalah sebagai sarana komunikasi.Media sosial dalam penggunaannya memiliki banyak manfaat, baik positif maupun negatif, ibarat dua ujung pedang. Nilai positif media sosial digunakan sebagai sarana komunikasi, sarana berbagi informasi bagi pemilih, dan sarana sosialisasi antara KPU dengan masyarakat.Penelitian ini menggunakan metode deskriptif kualitatif dengan mendeskripsikan data yang diperoleh dari dokumen Komisi Pemilihan Umum (KPU) Kabupaten Bantul dengan menganalisis data yang diambil langsung dari dokumen Komisi Pemilihan Umum Kabupaten Bantul (KPU Bantul). Partisipasi Pemilih di Kabupaten Bantul menunjukkan angka partisipasi yang lebih tinggi dibandingkan dengan partisipasi pada Pemilu 2014. Perbedaan Pemilu 2014 dan 2019 terletak pada jumlah pemilih. Pada tahun 2014 Facebook digunakan sedangkan pada tahun 2019 menggunakan Instagram. Persentase partisipasi pemilih pada 2019 menunjukkan 87,9% dari total jumlah pemilih, sedangkan pada 2014 partisipasi pemilih hanya 81% (Republika.co.id). Pada Pemilu 2014, KPU tidak menggunakan Instagram untuk menyebarluaskan informasi seputar Pemilu, sedangkan Pemilu 2019 menunjukkan partisipasi yang baik.

Abstract

This research analyzes the factors that become obstacles in the development of BUMDes in Tajur Halang Sub-district, Bogor Regency, because there are still many villages that have not developed BUMDes in their villages, including villages in Tajur Halang Sub-district. The purpose of this research is to improve the economy of village communities through the development of BUMDes. The method used is qualitative data analysis with three main stages, namely data reduction, data presentation, and conclusion drawing with a pentahelix model approach. The results showed that BUMDes in Tajur Halang Sub-district are generally still under development. BUMDes in Tajur Halang Sub-district require collaboration between universities, business actors, community, and government. Partnerships with various local parties, including MSMEs, are a vital strategy in developing various business sectors. Support from village, sub-district and district governments is also important, although sometimes constrained by local politics. Mass and social media can be used to raise public awareness of BUMDes products and services. However, the success of BUMDes also depends on the spirit and integrity of the BUMDes management in realizing the vision and mission for mutual progress

Abstract

Penelitian Ini Bertujuan Untuk Menganalisis Implementasi Peraturan Pemerintah (Pp) Nomor 11 Tahun 2021 Tentang Badan Usaha Milik Desa (Bumdes) Di Desa Lupu Peruca, Kecamatan Balai Riam, Kabupaten Sukamara. Bumdes, Sebagai Instrumen Penting Dalam Pengembangan Ekonomi Desa, Diharapkan Dapat Memberdayakan Potensi Lokal Dan Meningkatkan Kesejahteraan Masyarakat Desa. Namun, Pelaksanaan Kebijakan Ini Di Desa Lupu Peruca Menunjukkan Berbagai Kendala Yang Menghambat Keberhasilan Operasional Bumdes Kelampian Jaya, Yang Telah Dibentuk Pada Tahun 2019. Penelitian Ini Menggunakan Pendekatan Deskriptif Kualitatif Dengan Analisis Berdasarkan Teori Implementasi Kebijakan George C. Edwards Iii, Yang Melibatkan Empat Variabel Utama: Komunikasi, Sumber Daya, Disposisi, Dan Struktur Birokrasi. Data Diperoleh Melalui Wawancara Mendalam Dengan Informan Kunci, Observasi Lapangan, Dan Studi Dokumentasi. Hasil Penelitian Menunjukkan Bahwa Implementasi Pp No. 11 Tahun 2021 Di Desa Lupu Peruca Terhambat Oleh Kurangnya Komunikasi Efektif Antara Pengelola Bumdes, Masyarakat, Dan Pihak Terkait Lainnya, Keterbatasan Sumber Daya Manusia Dan Finansial, Rendahnya Partisipasi Masyarakat, Serta Struktur Birokrasi Yang Kompleks. Selain Itu, Pengelolaan Usaha Yang Dilakukan Oleh Bumdes Kelampian Jaya Belum Memberikan Hasil Yang Signifikan, Dengan Pendapatan Yang Fluktuatif Dan Sisa Stok Barang Yang Tidak Terjual. Penelitian Ini Merekomendasikan Peningkatan Kapasitas Sumber Daya Manusia Melalui Pelatihan Dan Penyuluhan, Penguatan Komunikasi Antara Semua Pihak Terkait, Serta Penyederhanaan Prosedur Birokrasi Untuk Meningkatkan Efektivitas Implementasi Kebijakan Bumdes Di Masa Mendatang. Diharapkan, Hasil Penelitian Ini Dapat Memberikan Kontribusi Bagi Perbaikan Pengelolaan Bumdes Di Desa Dan Mendukung Pembangunan Ekonomi Desa Secara Berkelanjutan.

Abstract

Penelitian ini mengkaji implementasi kebijakan pengadaan tanah untuk pembangunan jalan tol Pekanbaru-Bangkinang di Provinsi Riau berdasarkan teori Implementasi Grindle. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan Peraturan Kepala Badan Pertanahan Nasional Nomor 5 Tahun 2012 tentang Petunjuk Teknis Pelaksanaan Pengadaan Tanah sudah efektif, meskipun terdapat beberapa kendala. Kendala-kendala tersebut antara lain, beberapa desa yang belum tuntas dalam proses pengadaan tanah, adanya tanah yang berada dalam Kawasan Hutan Produksi yang memerlukan proses pelepasan, ketidaksetujuan masyarakat terhadap nilai ganti rugi, perbedaan ukuran tanah antara sertifikat dan kondisi fisik di lapangan, serta ketidakjelasan subyek pemilik tanah. Solusi yang diambil meliputi pengajuan proses pelepasan kawasan hutan, survei ulang dan musyawarah dengan masyarakat, konsinyasi ke Pengadilan Negeri, surat pernyataan penguasaan fisik tanah, pengumuman tertulis di lokasi terkait, serta pengukuran ulang tanah yang sesuai dengan kondisi di lapangan. Penelitian ini menyimpulkan bahwa meskipun ada beberapa hambatan, proses pengadaan tanah untuk jalan tol dapat diatasi dengan pendekatan yang tepat dan komunikasi yang baik antara pihak-pihak terkait.

Abstract

Financial reporting is an essential obligation for any party utilizing a budget, whether in government or the private sector. Through financial reports, one can evaluate the achievement of work programs. If the programs are successfully implemented, this will be reflected in the completed financial statements.This study employs a qualitative method with a descriptive approach, aimed at examining how financial reporting is implemented in relation to the achievement of work programs in Kawak Village in 2024.Financial reporting is one of the indicators of a village’s progress and serves as a benchmark to assess whether a program is running effectively. Data collection in this research was conducted through interviews, observation, and documentation to obtain both primary and secondary sources.The findings show that the implementation and administration of financial management in Kawak Village, Pakisaji Sub-district, Jepara Regency, has been effective and aligned with the applicable regulations, specifically Minister of Home Affairs Regulation Number 77 of 2020. This regulation emphasizes key financial management principles, including transparency, accountability, efficiency, and compliance.This is evidenced by the budget accountability reports prepared by the village treasurer, as well as regular administrative and functional responsibilities carried out as required. As a result, the work programs in the village have been successfully achieved.

Abstract

Village governance in Indonesia has received special attention following the enactment of Law No. 6 of 2014, which grants significant authority and responsibilities to village governments. This study aims to explore how the Panjangrejo Village Government engages its diverse community in the decision-making process. A descriptive qualitative method was employed, with primary data collected through interviews with village officials, residents, and community leaders. The findings indicate that the Panjangrejo Village Government, considering the diversity of its members, involves the community through representatives such as local community leaders and the Village Consultative Body (BPD) in decision-making. Additionally, the decision-making process follows a hierarchical approach, starting with village discussions at the hamlet level and continuing up to the village-level meetings (Musdes). This bottom-up approach has been practiced for several years. The Panjangrejo Village Government prioritizes the needs of the village and applies participatory principles in every decision made. This study highlights the importance of community participation in village governance to enhance the effectiveness of decision-making that accommodates diversity.

Abstract

This research aims to analyze the influence of leadership style, motivation, and work discipline on employee performance at the Environmental Office of Malinau Regency. The phenomenon underlying this study is the suboptimal organizational performance achievement reflected in punctual attendance rates of 72.6%, timely work program completion of 70%, and individual performance target achievement of 61%. The research method employed a quantitative approach using survey techniques with 100 employee respondents. The research instrument consisted of questionnaires that had been tested for validity and reliability. Data analysis utilized multiple linear regression with statistical software assistance. Research findings indicated that all variables met classical assumption tests including normality, multicollinearity, and heteroscedasticity. Hypothesis testing proved that leadership style, motivation, and work discipline significantly influenced employee performance both partially and simultaneously with significance values of 0.000 < 0.05. The formed regression equation was Y = 2.997 + 0.222X₁ + 0.390X₂ + 0.361X₃, where motivation had the greatest influence (β = 0.390), followed by work discipline (β = 0.361), and leadership style (β = 0.222). The coefficient of determination of 71.3% demonstrated that the three independent variables could explain employee performance variation. Research findings confirmed the importance of synergy between effective leadership, high motivation, and consistent discipline in achieving optimal performance. The practical implications of this research emphasize the need to focus on motivation enhancement as the primary priority, followed by strengthening work discipline and developing adaptive leadership styles to optimize employee performance in public administration environments

Abstract

Dalam upaya reformasi perizinan guna percepatan dan kemudahan, Pemerintah Pusat membangun, mengelola dan mengembangkan Sistem Informasi Manajemen Bangunan Gedung (SIMBG) yang memiliki kesamaan aturan dan standarisasi secara nasional guna memberikan kepastian prosedur dan kemudahan pelayanan dalam penyelenggaraan bangunan gedung, khususnya pada pelayanan penerbitan PBG dan/atau SLF sesuai amanat dalam Peraturan Pemerintah Nomor 16 Tahun 2021. Tujuan penelitian adalah untuk menganalisis implementasi PP Nomor 16 Tahun 2021 tentang Sistem Informasi Manajemen Bangunan Gedung (SIMBG) di Kabupaten Natuna. Penelitian sebelumnya hanya menggunakan 1 (satu) teori Implementasi Kebijakan, namun pada penelitian ini peneliti menggunakan kombinasi 2 (dua) teori yaitu Teori George C. Edwards III dan Teori Van Meter & Van Horn tentang implementasi kebijakan guna memperoleh analisis yang lengkap dan menyeluruh terhadap faktor-faktor yang mempengaruhi keberhasilan dan penghambat implementasi Kebijakan PP Nomor 16 Tahun 2021. Penelitian menggunakan metode kualitatif dengan teknik pengumpulan data primer (observasi dan wawancara) dan data sekunder (penelaahan dokumen). Informan dalam penelitian ini ditetapkan secara purposive sampling dengan jumlah 13 (tiga belas) informan terdiri dari pelaksana SIMBG, masyarakat, akademisi, lembaga swadaya masyarakat serta lembaga legislatif daerah (DPRD). Hasil penelitian menunjukkan bahwa Implementasi PP Nomor 16 Tahun 2021 di Kabupaten Natuna sudah terlaksana dengan baik namun belum optimal. Adapun faktor penghambat implementasi antara lain faktor komunikasi, faktor sumber daya, faktor struktur birokrasi yang mengarah terkendala pada kurangnya koordinasi antar pelaksana dan faktor lingkungan sosial yakni pola pikir masyarakat.
