Abstract

This research aims to analyze the implementation of the klotok boat sea transportation policy on the Penajam-Balikpapan route in supporting community mobility and economic activities. Furthermore, this study also seeks to analyze the factors supporting the implementation of said policy. These objectives are aligned with the endeavor to gain a comprehensive understanding of the policy in question. This study adopts a qualitative approach, with data collection conducted through in-depth interviews with various relevant parties, including policymakers, operators, and community users. The collected data were then thematically analyzed to identify key patterns and themes, thereby providing an in-depth understanding of the phenomena under investigation. The research findings indicate that the implementation of the klotok boat policy is highly effective in providing an affordable and efficient alternative transportation solution, while significantly empowering the local economy. This mode of transportation successfully meets the urgent needs between Penajam and Balikpapan, offering a travel time of approximately 45 minutes and a fare of Rp 10,000/passenger, contributing to transportation cost savings and demonstrating stable daily occupancy rates. Its success is also supported by an increase in boat owners' income (30-40%) and the creation of over 120 new jobs. In conclusion, the main supporting factors for the implementation of the Sea Transportation Policy for Klotok Boats in Penajam - Balikpapan are the urgent community need for alternative transportation, the positive disposition of implementers and users, and an organized bureaucratic structure. This urgent need, support for the local economy, and the strategic potential in the development of IKN are key drivers. Despite resource limitations such as an aging fleet and limited dock capacity, the commitment of operators and public acceptance are essential for the sustainability and effectiveness of the klotok boat sea transportation policy's implementation.

Abstract

In contemporary times, management has become a crucial asset for the functioning of an organization, thus warranting greater attention. Over the past two years, PT PLN UIP Sulawesi has experienced an expansion of its responsibilities; initially focused solely on infrastructure development in accordance with the RUPTL and catering to community customers, it has now taken on additional duties. These include the construction of electrical infrastructure for high-voltage customers, particularly for smelter clients located in Sulawesi. In light of this phenomenon, the researcher aims to conduct a study to ensure that future projects are completed in accordance with the stipulated time, quality, and budget. The objective. of this research is to analyze the understanding of project management and construction implementation in relation to the success of electricity projects at PLN UIP Sulawesi. This study.is quantitative in nature, involving the distribution of questionnaires.to 107 respondents from a population of 146 project teams at PT PLN UIP Sulawesi. Data analysis in this research is conducted using path analysis. The results indicate that both the understanding of project management and construction implementation have a positive and significant simultaneous effect on project success.

Abstract

This study aims to analyze and examine the influence of transformational leadership and workload on employee performance at the Airport Authority Office Region V Makassar. Data were collected through questionnaires, with a total of 116 respondents selected using the Slovin formula. The questionnaire was tested for validity and reliability, and classical assumption tests such as normality, multicollinearity, and heteroscedasticity were also conducted. The data analysis method used was multiple linear regression. The results of the study show that: (1) Transformational leadership has a positive and significant effect on employee performance; (2) Workload also has a positive and significant effect on employee performance; and (3) simultaneously, transformational leadership and workload have a positive and significant effect on employee performance at the Airport Authority Office Region V Makassar. The coefficient of determination (R Square) value of 0.319 indicates that 31.9% of the variation in employee performance can be explained by these two variables, while the remaining 68.1% is influenced by other factors not included in this study.

Abstract

This study aims to determine and analyze the influence of good governance and work discipline on the performance of employees at the South Nunukan District Office. This study used a quantitative method with multiple linear regression data analysis using SPSS software. The primary data were collected from all 95 employees, both civil servants (ASN) and honorary employees. The results show that simultaneously, good governance and work discipline significantly influence employee performance. This indicates that the combination of good governance and a disciplined work culture is crucial in driving effective public service.

Abstract

This study aims to analyze the development strategy of Virgin Coconut Oil (VCO) implemented by BUMDes Bersama Karang Unarang Sejahtera in Sebatik District. The main focus of this research is to identify supporting factors, inhibiting factors, and the strategies applied to optimize local potential through the VCO product. The method used is a descriptive qualitative approach, with data collection techniques including in-depth interviews, field observations, and documentation. Research informants included BUMDes managers, production workers, raw material suppliers, village government representatives, and local community members. The findings show that the VCO development strategy involves planning stages, community involvement, technical training, and gradual marketing through social media and local events. The main supporting factors are the abundant availability of coconut raw materials, government support, and active community participation. Meanwhile, the inhibiting factors include limited technology, constraints in digital marketing, and the underdevelopment of product legality. This research recommends increasing human resource capacity, continuous policy support, and expanding distribution networks to strengthen product competitiveness in broader markets.

Abstract

This study aims to describe the quality of civil servant administration services based on the perception of Civil Servants (ASN) and to identify internal and external factors influencing these services. The research adopted a descriptive qualitative approach, supported by quantitative data obtained through Likert scale questionnaires targeting ASNs who visit BKPSDM for civil servant administration services. Data collection also involved in-depth interviews with BKPSDM officials, as well as field observations and documentation studies. Qualitative data were analyzed thematically, while quantitative data were analyzed descriptively. The research findings indicate that the overall quality of civil servant administration services at BKPSDM Nunukan Regency is in the good to very good category, with the majority of ASNs expressing satisfaction to high satisfaction. The main strengths of the service were identified in the aspects of staff friendliness and courtesy, and the availability and comfort of service facilities. Nevertheless, there are still areas requiring improvement, namely in the clarity and accessibility of information regarding procedures and requirements, as well as the transparency of information concerning estimated service completion times. Significant internal factors influencing service quality include human resources (staff competence and motivation), service systems and procedures, and the utilization of information technology and infrastructure. Meanwhile, external factors that also contribute are changes in laws and regulations, ASN expectations and demands for digital services, and advancements in information technology. Recommendations proposed to enhance service quality include improving the clarity and accessibility of information through digital platforms, optimizing service completion efficiency and transparency, developing civil servant administration service applications, and improving service facility spaces.

Abstract

This study aims to determine whether employee competence and work motivation have an influence on the quality of financial reporting at the Office of the Airport Authority Region V Makassar. The data in this research were obtained through the distribution of questionnaires as the primary instrument. The sampling technique used was the saturated sample method, where all members of the population were used as the research sample. Prior to its use, the research instrument was tested for validity and reliability, and also underwent classical assumption tests such as normality, multicollinearity, and heteroscedasticity. The data were analyzed using multiple linear regression with the help of statistical software. The results of the study indicate that employee competence has a positive influence on the quality of financial reporting. This means that the higher the level of employee competence in carrying out tasks related to the preparation of financial reports, the better the quality of the reports produced. The competencies in question include understanding financial regulations, accuracy, and technical skills in preparing reports accurately and on time. In addition, work motivation also contributes positively to the quality of financial reporting. Employees with high levels of motivation tend to be more responsible and committed to completing their tasks, including in the preparation of financial reports. Together, employee competence and work motivation significantly influence the improvement of financial reporting quality, although other external factors not examined in this study may also have an impact.

Abstract

This research aims to find out the adaptation strategy of South Sulawesi TVRI broadcasting as a public broadcasting institution in the digitalization era, supporting and inhibiting factors of South Sulawesi TVRI broadcasting adaptation strategy as a public broadcasting institution in the digitalization era. This type of research is classified as qualitative research. Data collection techniques are observation, interview, and documentation. The data was then verified, processed and analyzed based on qualitative analysis. The results showed that the implementation of TVRI South Sulawesi's broadcasting adaptation strategy has been carried out by procuring digital infrastructure and technology, conducting training to improve human resources and keep up with the times, conducting content research according to public needs, forming a new unit called New Media Content (KMB) where the unit is specifically to see the development of digital media and implementing a digital multi-platform distribution strategy. Supporting factors in TVRI South Sulawesi's broadcasting adaptation strategy are technology and infrastructure, human resources, government regulations, programs aired and collaboration. While the inhibiting factors are viewers and limited funds for production due to budget efficiency.

Abstract

Data from the Makassar City Education Office in 2022 reported approximately 17,000 school dropouts. This phenomenon largely stems from low-income families, where children worked to support household finances. The high dropout rate has contributed to increasing unemployment and the declining competitiveness of human resources. In addition, school dropouts were more vulnerable to various social problems such as violence, crime, and child exploitation. This study aimed to analyze the implementation strategies for addressing school dropouts in Makassar City, including the supporting and inhibiting factors. This is a qualitative study with a case study approach in Education Office of Makassar during January–March 2025. Data were collected through in-depth interviews with nine informants, observations, and document analysis. The study found that dropout management strategies have been carried out through cross-sectoral collaboration involving the government, private sector, and community stakeholders. However, heavy workloads and limited institutional support remain major challenges. Optimization efforts included the implementation of equivalency programs for reintegration into formal schools, strengthening an integrated database system, multi-stakeholder approaches, and the provision of flexible alternative education. This study recommends simplifying procedures, establishing regular cross-sectoral coordination forums, and conducting periodic evaluations of resource allocation to ensure the effectiveness of school dropout management programs.

Abstract

This study aimed to examine effective communication and the obstacles to building effective communication between interview officers and passport applicants at the Makassar Class I Special Immigration Office. It used a qualitative approach and involved 10 informants, consisting of 6 passport applicants and 4 photo and interview officers. Data were collected through interviews and analyzed using data reduction, data display, triangulation, and conclusion drawing and verification. The findings show that effective communication during the passport interview process was reflected in several practices. Officers delivered questions clearly, in detail, coherently, and in a friendly manner. They were also highly informative and applied the 5S principles, namely smile, greet, say hello, polite, and courteous. In addition, officers explained the legal basis and passport processing procedures according to standard operating procedures, while also educating applicants about passport storage and its functions. Effective communication was further seen in the provision of clear explanations regarding the basis of interview questions and in the officers’ ability to build understanding, influence emotions positively, and encourage good attitudes through clear, simple, and friendly language. The study also found several obstacles to effective communication, including applicants who were not accustomed to speaking Indonesian, differences in regional languages, limited public knowledge about immigration, the use of formal and unfamiliar immigration terms, insufficient information about passport requirements, differences in applicant backgrounds, and limited understanding of the passport application process.
