Abstract

This study examines the evolution and current challenges of Islamic education policy in Indonesia through qualitative document analysis, a PRISMA guided systematic review, and bibliometric mapping. Legal and regulatory texts, including Law No. 20 of 2003 (SISDIKNAS) and Ministry of Religious Affairs reports, were analyzed using the READ framework to trace thematic shifts. The review targeted 2021-2025 peer-reviewed literature on curriculum, financing, governance, and educator professionalism, with screening per PRISMA. Bibliometrics identified influential works and collaboration patterns. Findings show a shift from centralized control to decentralized, locally adaptive policy. Innovations include integrated curricula, sharia-compliant financing, and strengthened teacher development, yet disparities in administrative capacity and resource allocation persist, yielding uneven quality assurance. The study argues that harmonizing national standards with regional contexts, enhancing inter-ministerial coordination, and embedding maqasid al-Shariah principles are pivotal for equity and accountability. Future research should evaluate digital governance and financing models for scalability and sustained impact. Abstract

Implementasi aplikasi e-Kinerja pada kantor Badan Penghubung Provinsi Sumatera Utara tidaklah mudah. Penelitian ini bertujuan untuk mengetahui sejauh mana implementasinya, hambatan dan upaya apa saja yang dilakukan untuk menyukseskan implementasi aplikasi e-Kinerja dalam meningkatkan kinerja ASN pada kantor Badan Penghubung Provinsi Sumatera Utara. Penelitian ini meninjau dari sudut pandang Kebijakan Publik, Implementasi Kebijakan, hakikat Kinerja, pemahaman mengenai Aplikasi e-Kinerja dan Aparatur Sipil Negara. Metode penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian studi kasus. Hasil penelitian antaralain (1) Pada evaluasi implementasi aplikasi e-Kinerja pada Badan Penghubung Daerah Provinsi Sumatera Utara seluruh indikator berada pada penilaian positif, (2) Hambatan-hambatan dalam pelaksanaan aplikasi e-Kinerja masih terdapat personil yang kurang literasi digital akibat usia senja dan kendala teknis akibat kestabilan jaringan internet serta server yang seringkali error (down server). (3) Solusi yang digunakan antaralain adalah pendampingan bagi personil yang masih mengalami kesulitan dalam penggunaan aplikasi, menyiapkan panduan tertulis dan video tutorial serta menyiapkan tim IT khusus yang merespon di saat aplikasi mengalami kendala.

Abstract

The rapid digital transformation in Indonesia requires public agencies to align human resource (HR) capabilities with e-government reforms. This study aims to develop a conceptual HR management model for the public sector to support effective e-government implementation. An exploratory qualitative approach was used, and a multi-level case study was conducted on the State Civil Service Agency (SAPK) and the Ministry of Law (SIMPEG). Data were obtained through in-depth interviews, document analysis, and field observations, then thematically analyzed using NVivo. The results highlight HR’s role as an enabler, integrator, and catalyst for change. SAPK and SIMPEG have improved efficiency, but challenges remain, including low digital literacy, resistance to change, fragmented policies, and limited regional budgets, which hinder interoperability and sustainability of public digital services. The proposed integrative HR management model comprises five pillars: digital competence, adaptive structure, digital governance, supporting infrastructure, and digital organizational culture. Policy recommendations include targeted digital training, integrated personnel systems, dedicated budget allocations, and HR regulatory reform. This model provides a strategic roadmap for national and regional agencies to develop a capable, efficient, transparent, and service-oriented bureaucracy in the digital era.
