Abstract

This study aims to obtain objective data on how librarian development, obstacles in librarian development, and efforts to overcome librarian development obstacles at the Sumedang Regency Regional Archives and Library Office. The method used is a descriptive qualitative research method. The sampling technique used is Purposive Sampling with research informants as  many as 5 (five) people. Data collection techniques through primary data collection techniques such as observation and interviews, secondary data collection techniques such as literature studies and documentation. In analyzing the data used Hasibuan model with steps: Data reduction, data presentation, Conclution drawing/ferification, and Triangulation. Based on the results of the study, it was concluded that librarian Development at the Regional Archives and Library Office of Sumedang Regency is still not optimal, because the benchmark development methods in the aspects of quality and quantity of librarian work are still low, the level of librarian discipline is still lacking, the effectiveness and efficiency of librarian work is still lacking, and the target has not been met.

Abstract

Strategy management is  the art and science of formulating, implementing, and evaluating cross-functional decisions that enable organizations to achieve goals.Each local government certainly has a vision and goals in regional management, including matters related to regional development. Regional development policies are based on the characteristics of the region itself. Including what happened in the Sumedang Regency area. Public relations is a part of the company that acts as a liaison between the company and the community and establishes good relations with the community. Every activity carried out by the DPRD of Sumedang Regency, West Java Province, is always in the public spotlight, therefore publications are needed so that the public knows all matters related to Board Members. Through news that has been published in the mass media, opinions will form among the public. The purpose of this study is to find out how the public communication strategy in the Sumedang Regency DPRD is designed to ensure effectiveness in publishing information, knowing concrete steps taken to increase transparency and openness in conveying information to the community, how the Sumedang Regency DPRD plans to involve the community in the process of delivering information and decision making. The object of this study and research is public relations activities in publishing information through mass media to the public. The methods used in data collection are observation, interviews, and documentation. Data were collected and analyzed using descriptive qualitative methods. The results of this study, namely public relations and other DPRD members are closely related in establishing harmonious relationships with the public in publishing information to the public in order to create transparency in all matters.

Abstract

Effectiveness refers to achieving the goals of government services to the community. Regional tax collection is the process of collecting funds from taxpayers by the local government. Siapdol is a website-based application for information services and tax payments in Sumedang Regency. This research aims to assess the effectiveness of local tax collection through Siapdol at the Regional Revenue Agency of Sumedang Regency using descriptive qualitative research methods and purposive sampling. Data collection techniques include literature study, observation, interviews, and documentation, which are processed through data collection, data reduction, data display, and conclusion drawing/verification. The research results show that the effectiveness of tax collection through Siapdol is quite good, as seen from socialization, management resources, facilities and infrastructure, service mechanisms, ease of access, security and accuracy of tax data. However, its effectiveness is not yet optimal due to limited employee technology skills, availability of internet access, and public awareness. Suggestions for increasing effectiveness include intensive outreach and education to the taxpayer community, periodic updating of facilities and infrastructure, ongoing technical training for employees, as well as development of additional features for periodic monitoring and evaluation.

Abstract

Legal reforms play a critical role in shaping social equity by influencing access to justice, economic opportunities, and human rights protections. Historically, legal systems have both reinforced and dismantled systemic inequalities, depending on the nature and implementation of reforms. This study aims to analyze the impact of legal reforms on social equity, specifically focusing on how legislative changes affect marginalized communities. The research adopts a qualitative approach, employing a systematic literature review and comparative case studies from various jurisdictions to examine the effectiveness of legal reforms in reducing social disparities. The findings reveal that legal reforms have contributed to greater social equity in areas such as anti-discrimination policies, labor rights, and criminal justice. However, disparities persist due to inconsistent enforcement, socio-political resistance, and economic barriers. The study highlights that successful legal reforms integrate participatory governance, public accountability, and equitable enforcement mechanisms. Despite these advancements, challenges remain, particularly in ensuring that reforms are effectively implemented and do not inadvertently exacerbate existing inequalities. In conclusion, legal reforms serve as a crucial mechanism for fostering social equity, but their success depends on robust institutional frameworks and active civic engagement. This study contributes to the ongoing discourse on law and social justice by providing insights into best practices for designing and implementing legal reforms that promote equitable outcomes. Future research should explore the long-term socio-economic effects of legal reforms across different legal traditions.

Abstract

Farming community empowerment is an important element in the effort to improve the welfare of farmers in Sumedang Regency. However, the empowerment process often faces various communication barriers that affect the effectiveness of the program run by the Agriculture and Food Security Office of Sumedang Regency. This research aims to analyze communication barriers in empowering farming communities based on four main aspects: socio-anthro-psychological, semantic, mechanical, and ecological barriers. The research method used is qualitative with a case study approach and data collection techniques through interviews, observation, and documentation. The results showed that the main obstacles in communication to empower farming communities include social and cultural differences between farmers and extension officers, difficulties in understanding due to the use of formal language, limited access to communication technology, and environmental disturbances such as noise and unfavorable social conditions. Therefore, a more inclusive and participatory communication strategy is needed to improve the effectiveness of empowerment programs and ensure that the information conveyed can be received and understood properly by the farming community.

Abstract

The description of the execution of village financial management and the adoption of the principles of good governance is the goal of this study. The location of the research is at Wanguk Village, which is located in the Anjatan District of the Indramayu Regency. The research approach utilized in this investigation is known as qualitative descriptive research. According to the findings, village financial management consisted of the following five stages: planning in accordance with the medium-term work plan and the work plan of the village government; budgeting, the output of which was in the form of village income and expenditure budgets; implementation and administration; reporting that was submitted to the regent every semester; and good accountability to the community and the district head at the end of each fiscal year. Regarding the application of good governance in the administration of village finances in Wanguk Village, viewed from the perspectives of accountability, transparency, and responsiveness, while it has been operating, it is not yet functioning at its full potential.

Abstract

The purpose of this study was to determine factor that influence employee performance toward employee discipline in Food Security Office of Sumedang. The method employed is descriptive analysis. By using saturated sampling, this research population includes 30 respondents. Data were collected by literature study, questionnaires, observations and interviews. This research employs data analysis techniques such as correlation coefficient test, significance test and coefficient of determination. The results showed that the level of employee discipline in Food Security Office of Sumedang reached 78.76 percent and the rate of employee performance reached 80.86 percent. While the relationship between discipline and employee performance in District Food Security Office of Sumedang shows correlation coefficient of 0.73 which is in the strong category. The influence on employee performance discipline in Food Security Office of Sumedang reached 53.29 percent, the remaining 46.71 percent is influenced by other factors not examined

Abstract

This study aims to determine how the quality of service in public complaints at the Sumedang Regency Education Office, knowing the government's obstacles in achieving service quality in managing public complaints and the efforts made by the government in managing public complaints at the Education Office. This study was conducted using a qualitative approach. Observation, interviews, triangulation and documentation studies were the methods used in data collection. This study, using data analysis, concluded that the quality of service regarding public complaints at the Sumedang Regency Education Office is quite good. Based on the obstacles contained in the quality of public complaints, there are no significant obstacles found, only a lack of responsiveness, and community participation. However, all of that can be overcome well by service implementers. Efforts in overcoming these obstacles include: Good socialization to the community regarding the quality of online-based services so that people understand the existence of online service complaints. So that the quality of service regarding complaints at the Sumedang Regency Education Office matches what is needed.

Abstract

The purpose of this research is to find out, obtain objective data and information about the Implementation of the Pendidikan Guru Penggerak (PGP) Program in Sumedang District. The method used in this research is descriptive analysis with a qualitative approach. The research determination technique is purposive sampling. The research informants include the Head of the PGP program committee, the Finance Division of the PGP program committee, and the Program Division of the PGP program committee. The data collection techniques used are literature review and field studies consisting of observation, interviews and documentation. While the data processing procedures in this study are data reduction, data display, and data conclution drawing/verification. Based on the research results, it can be described that the implementation of the PGP program has gone well but is still not optimal due to several obstacles, including factors such as poor information, lack of teacher motivation and understanding regarding the PGP program, and restrictions on the quota of participants who take part in each program. class, which causes several members who have graduated to have to "park" first because of the limited quota. The suggestions for this PGP program are establishing collaboration, using multi-channel communication, and holding forums or regular meetings to share experiences and inspiration between teachers.

Abstract

The Dealer Cemara Agung Motor Sumedang is a company engaged in the automotive sector, which has suboptimal online sales/transactions caused by several things such as not being given permission by superiors and a lack of human resources in carrying out online sales/transactions. Based on this, this study aims to analyze the use of e-commerce and efforts to increase the use of e-commerce at Dealer Cemara Agung Motor Sumedang. This study uses a qualitative research method approach with the research variable being e-commerce. The sampling technique was carried out by purposive sampling technique. Research informants amounted to 10 people. Research data were analyzed using the Miles and Huberman method with steps including data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate that the use of e-commerce at the Dealer Cemara Agung Motor Sumedang as a whole is not good enough and has not met expectations
